Sometime Chrome browser block website from their cache that may be one of the reason you face this error. So first you clear all the history and cache in your Chrome browser by following the step bellow.
Click ‘Customize and control’ (top right corner in Chrome browser) -> go ‘Settings’ -> scroll down bellow and click ‘Show Advanced Settings’ -> then go Privacy Section -> and click ‘Clear Browsing Data’ -> then check all the box from new popup -> and lastly click on ‘Clear browsing data’.
Solution 2: Clean Your Registry
Some days ago a member from Microsoft forum mentioned that he was able to get rid of the error by cleaning his computer registry. So you can use free registry software like ccleaner. You can get free from here and then install it on your computer. Scan your registry for finding error and repair them. After completing repair then you restart your PC and refresh and check on the error website.
Solution 3: Check Proxy Settings
You can implement this most effective solution which worked for me just excellent. In this method we will make sure your PC is not configured to use proxy server. So let’s go and implement the method.
First you go to ‘Control Panel’ and select ‘icon view’ mood then click on the ‘Internet Option’ from there.
When you click the Internet Option then a new windows open and then you click on ‘Connection’ from the top menu bar. Now you click ‘LAN Settings’ from there.
After click the LAN Settings then a new window open and you deselect ‘Use a Proxy Server for Your LAN’ check box if it’s selected. And lastly click the OK button and close the window.
Solution 4: Disable Your Firewall and Antivirus
Sometimes Firewall block unsafe website. So you may disable it and check the website that you are facing the error. You can easily disable your Firewall by following the instruction bellow.
Go to ‘Control Panel’ -> then ‘System and Security’ -> Windows Firewall -> then click the ‘ Turn Windows Firewall on or off ’ from the left sidebar and lastly check the ‘Turn of Windows Firewall (not recommended)’ box both of Private and Public network location settings and click OK.
You may also disable or uninstall your antivirus software because sometime it also blocks the website. Now check your website that you are facing the error.
Solution 5: Flush and Reset IP Address
Sometime this ‘err connection refused’ error create for DNS and IP blocked matters. That’s why you will flush the DNS and also reset the internet IP address which may resolve the error.
Flush the DNS: Go to ‘Start’ menu and type ‘CMD’ in the search box and hit the enter button. Then a ‘Command Prompt’ window show in your monitor. afterward you type or copy and paste the bellow line and hit enter.
ipconfig /flushdns
You also reset your IP address from CMD. It also worked well for some user to get rid of this error. Following this easy step from bellow.
Click ‘Start’ menu -> type CMD (in search box) -> then type or copy and paste the bellow line and hit enter button from your keyboard.

Solution 6: Contact with ISP and Your Hosting and Domain Provider
Now once you have tried everything given above and nothing solved your problem then you should contact your ISP and tell them about the connection error. Because, sometimes they block harmful website by their firewall. So ask them to check if your target website IP is blocked by their firewall network.
If you are the owner of the destination website then You also contact with your Hosting and Domain provider and tell them about the error. Sometimes SSL (Secure Sockets Layer) and conflict URL create this error that’s why you ask them to check SSL and domain root be right or conflict.
