Community Alliance for the Ethical Treatment of Youth (CAFETY) is an organization, which secures and promotes the youth’s human rights in residential placement. It works to change the policy and care practice in residential treatment centers. It also taps survivors/alumni of these treatment centers in order to serve as an extended family for each other, providing information and support as well as a network of individuals with a shared experience and culture.

With CAFETY’s members, organizations, and allies, a permanent community is shared where they can share their expertise in order to improve residential care. Sometimes, it provides an online trauma group, which is spearheaded by experienced and licensed mental health professionals. Guardians and parents are assisted by offering referrals to parent support groups and residential treatment for their children.

CAFETY encourages its members to participate through their regional chapters. It can also provide trainers and speakers through its Youth Empowerment Project. Its Transparence Project also collects data to form part of the materials provided by CAFETY. Membership categories to CAFETY include organizations, allies, and alumni/survivor. An alumni/survivor is somebody who had experienced life in a residential placement while allies are matured individuals who want to improve the lives of youths in and out of residential care. Organizations, on the other hand, are organizations, businesses, and agencies, which provide support to CAFETY’s objectives.

Most of the programs listed on this website are not regulated by the federal government, and many are not subject to state licensing or monitoring as mental health or educational facilities, either. A 2007 Report to Congress by the Government Accountability Office (GAO) found cases involving serious abuse and neglect at some of these programs. Many programs advertise on the Internet and through other media, making claims about staff credentials, the level of treatment a participant will receive, program accreditation, education credit transfers, success rates, and endorsements by educational consultants.

The Federal Trade Commission (FTC), the nation's consumer protection agency, cautions that before you enroll a youngster in a private residential treatment program, check it out: ask questions; ask for proof or support for claims about staff credentials, program accreditation, and endorsements; do a site visit; and get all policies and promises in writing.
