County Head of Treasury (Accounting)
(1 Post) Job Group R
The Officer will be the Head of Accounting and will be responsible to the Chief Officer Finance for the efficient management and accounting services at the County, Specific duties will include:
Advising County government on all county public financial accounting matters;
Implementing approved government accounting standards;
Designing and developing County accounting systems’
Providing advice to county government on the best appropriate adhoc financial reporting formats;
Providing a link between the County and the National accounting standards bodies on matters relating to Public Sector Financial reporting;
Develop guidelines for county accounting staffing levels and training to ensure technical competence;
Participate in County policy committees;
Oversee the implementation of the approved accounting standards, policies bases and concepts to ensure compliance;
Undertake capacity building for staff at County level;
Ensuring proper banking arrangement are in place between County government, CBK and commercial banks;
Direct and control operations of the County exchequer account; and
Participate in the relevant committees of County Assembly as advisor to the members and follow up on recommendations thereof including county treasury memorandum; and oversee the Accounting operations of the sub counties.
Requirements for Appointment
Bachelor Degree in either Finance, Accounting, Business Administration, Commerce, or in a relevant equivalent
Be a holder of CPA (K) or its recognized equivalent
Be registered with the Institute of Certified Public Accountants of Kenya (ICPAK)
Relevant working experience of not less than five years.
County Head of Budgeting Function (Policy Unit)
(1 Post) Job Group R
The Officer will be the Head of County Budgeting Function Policy Unit and will be responsible to the County Secretary for the efficient management of Budget Policy Services at the County. Specific duties will include:
Analyzing, formulating and overseeing the management of fiscal policies and other economic policies
Formulating, implementing and analyzing tax policies such as property rates, entertainment taxes and any other tax that a County is authorized to impose by an Act of Parliament;
Reviewing, analyzing, and advising on matters relating to private investment;
Formulating and analysis of economic policies;
Undertaking, coordination and preparing public financial programmes;
Administering tax and private investment incentives;
Monitoring fiscal sectors and County reforms;
Actively participating in the County budget preparation;
Monitoring the implementation of the policies in the County budget;
Preparing the County Fiscal Strategy paper and County Budget Review & Outlook Paper
Coordinating the preparation of annual County budget ad preparing the estimates of revenue and expenditure of the County government;
Coordinating the implementation of the budget of the County budget of the County government; and
Monitoring and developing inter government fiscal relations.
Requirements for Appointment
Bachelor Degree in Economics or any others relevant field from a recognized university
Relevant working experience of not less than five years
Holder of CPA(K) is an added advantage.
County Head of Treasury (Audit)
(1 Post) Job Group R
The Officer will be the head of Internal Audit and will be responsible to the Chief Officer Finance for the efficient management of Internal Audit Services in the County. Specific duties will include:
Planning, organizing, directing, coordinating, and controlling of Internal Audit Services;
Playing a key role in maintaining a strong control environment and supporting initiatives that improve performance;
Undertaking capacity building for staff at the County level;
Establishing the risk based audit plans consistent with County objectives;
Developing leading capabilities in terms of resources, methodology and technology; and
Communicating plans of engagement and resource requirements for internal audit functions

County Head of Treasury (Budget Expenditure & Management)

The Officer will be the head of the budget supply unit and will be responsible to the Chief Officer Finance for the efficient management of the Budget Expenditure Services of the County.
Specific duties will include:
Consolidating and prioritizing of areas for allocation of public resources for the County;
Identifying programmes at the County at the county and in consolidating programs at the sub county level for inclusion in the project based budget;
Issuing guidelines on the budget process to be followed by all County offices;
Preparing and submitting the County Fiscal Strategy Paper (CFSP) in line with the national objectives in the Budget Policy Strategy to the County Executive;
Preparing and submitting the County Budget Review and Outlook Paper (CBROP) to the County Executive Committee;
Publishing and Publicizing the CBROP;
Preparing and presenting Annual and Revised Estimates and other supporting documents to the County Assembly;
Preparing and submitting the relevant draft bills to the County Assembly;
Ensuring the systems in place are adopted and used as required;
Coordinating allocation of resources among sectors through the sector process;
Provide leadership in budget management in the County;
Taking charge of matters pertaining to the budget including preparation, printing, and submission of the estimates to County Assembly;
Undertake capacity building of Staff at the County level;
Dealing with County Assembly questions and issues pertaining to expenditure, monitoring and control;
Advising the Country Secretary on Budget Management; and
Assessing the risks involved in new and existing budget policies.

The Officer will head the Supply Chain Management Unit and will be responsible to the Chief Officer Finance for the efficient management of Supply Chain Management Services.
Specific duties will include:
Policy implementation and interpretation on supply chain management;
Advising the Chief Officer Finance on matters of Supply Chain management policy and management;
Providing guidance in overall supply chain management policy and management;
Issuing administrative guidelines on implementation and interpretation of the Act, Regulations and other statutes;
Introducing modern inventory management techniques and approaches;
Implementing e-government procurement strategies;
Interpreting international trade agreements/policies related to procurement;
Providing overall guidance on framework and consortium buying; providing guidance on public private partnerships and concessioning in infrastructure and specialized services;
Partnerships in county government asset management;
Implementing inventory management information system;
Providing guidance on procurement policies and procedures;
Liaising with other finance management functions on the issues of procurement;
Providing overall guidance on contract design and management;
Providing overall guidance on disposal of County government inventory and other assets;
Undertake capacity building of staff at County level;
Advising on quality assurance on goods, works and services;
Management, training and development of County Supply Chain personnel; and
Representing the Chief Officer Finance in relevant procurement matters.

Have a Bachelor’s degree in any of the following: Commerce, Business Administration, Economics, Procurement and Supplies Management, Marketing, Law, Engineering or the equivalent qualification from a recognized university.
Diploma in Supplies Management or its approved equivalent from a recognized university

County Head of Human Resources

The Officer will be responsible to the relevant Executive Officer for planning, coordinating and administration of human resource activities.
Specific duties will include:
Establishing and operationalizing the human resource management function;
Carrying out staff audits; identifying gaps and purposing optimal staffing level in the County
Preparing the Budget for the HRM Function;
Ensuring correct interpretation of human resource policies, rules, regulations, labour laws and other relevant statutes;
Establishing performance management systems;
Ensuing compliances with public service values and principle in counties;
Establishing records, management systems; and organizing for transfer of all human resource record from both national and local authorities;
Preparation of Human resource transition reports; and
Performing any other duties as assigned.

County Head of Legal Services

The Officer will be responsible to the County Secretary.
The specific duties will include:
Providing legal advice to the County government;
Represent the County in all civil matters;
Advise the County on legal and policy developments;
Provide legislative support to the County Secretary including the preparation of briefs on legislation, and amendments where appropriate
Identifying strategic priority areas from legal reform; and
Undertaking legal research and perform any other duties assigned by the County secretary.

The Interim Municipal Manager will be responsible to the Executive Committee Member — Finance and Economic Planning.
Duties will include:
Overseeing the affairs of the municipality;
Developing and adopting policies, plans, strategies and programmes;
Formulating and implementing an integrated municipal development plan;
Maintaining a comprehensive database and information system of the administration and providing public access thereto upon payment of a nominal fee to be determined by the County;
Ensuring preparation and submission of the municipal annual budget estimates to the relevant County
Treasury for consideration and submission ofthe County Assembly for approval as part of the annual County Appropriation Bill;
Establish, implement and monitor performance management systems; and
Perform such other functions as may be delegated by the relevant Executive Committee Member.

The County Payroll Manager will be responsible for the following duties and responsibilities:
Develop and integrated County government payroll management system;
Monthly payroll processing;
Assisting in the preparation of the personnel budgets;
Preparing and maintaining standard and ad hoc reports, queries, and conducting appropriate audits to ensure integrity;
Preparing and maintaining accurate human resource records; and
Coordinating with relevant local authorities and government departments whose functions have been devolved to ensure staff are paid during the transition period.
