Austria has emerged as a major base for radical Islam and as a central hub for European jihadists to fight in Syria.
The proposed revisions would, among other changes, regulate the training and hiring of Muslim clerics, prohibit the foreign funding of mosques, and establish an official German-language version of the Koran to prevent its “misinterpretation” by Islamic extremists.
Muslims would be prohibited from citing Islamic sharia law as legal justification for ignoring or disobeying Austrian civil laws.
Leaders of Austria’s Muslim community counter that the contemplated new law amounts to “institutionalized Islamophobia.”
Official statistics show that nearly 60% of the inhabitants of Vienna are immigrants or foreigners. The massive demographic and religious shift underway in Austria, traditionally a Roman Catholic country, appears irreversible.
The Austrian government has unveiled a sweeping overhaul of the country’s century-old “Islam Law” that governs the legal status of Austria’s Muslim community.
The proposed revisions—which are aimed at cracking down on Islamic extremism in Austria—would regulate the training and hiring of Muslim clerics, prohibit the foreign funding of mosques, and establish an official German-language version of the Koran, among other changes.
The government says the modifications would give Muslims legal parity with other religious groups in Austria. But the leaders of Austria’s Muslim community counter that the contemplated new law amounts to “institutionalized Islamophobia.”
The updated Islam Law (Islamgesetz) was presented as a draft bill to parliament on October 2 and overhauls the current law, which dates back to 1912.
The original law was brought into being to help integrate Muslim soldiers into the Habsburg Army after the Austro-Hungarian Empire annexed Bosnia-Herzegovina in 1908. The law recognized Islam as a religious community in Austria, and allowed Muslims to practice their religion in accordance with the laws of the state.
After the Austro-Hungarian Empire collapsed in the aftermath of World War I, the number of Muslims in Austria was reduced to just a few hundred people. After World War II, however, Austria’s Muslim population increased rapidly with the arrival of “guest workers” from Turkey and the Balkans in the 1960s, and refugees from Bosnia in the 1990s.
The Muslim population in Austria now exceeds 500,000 (or roughly 6% of the total population), up from an estimated 150,000 (or 2%) in 1990. The Muslim population is expected to reach 800,000 (or 9.5%) by 2030, according to recent estimates.
Official statistics show that nearly 60% of the inhabitants of Vienna, the capital and largest city of Austria, are immigrants or foreigners.
The massive demographic and religious shift underway in Austria, traditionally a Roman Catholic country, appears irreversible. In Vienna, for example, Muslim students now outnumber Catholic students at middle and secondary schools. Muslim students are also on the verge of overtaking Catholics in Viennese elementary schools.
At the same time, Austria has emerged as a major base for radical Islam. A June 2014 report by the Austrian intelligence agency [BVT] warned of the “exploding radicalization of the Salafist scene in Austria.” Salafism is an anti-Western ideology that seeks to impose Islamic sharia law.
Austria has also emerged as a central hub for European jihadists seeking to fight in Syria, because Austria’s geographic location provides easy access to land routes through the Balkans.

In an interview with Austrian Public Radio Ö1-Morgenjournal, the Austrian Minister for Integration and Foreign Affairs, Sebastian Kurz, said the rapid rise of Islam in Austria has rendered the old Islam Law obsolete. A new law is needed, he said, to stipulate more clearly the rights and responsibilities of Muslims living in the country.
From now on, according to Kurz, Muslims residing in Austria will be expected to adhere to Austrian values and to acknowledge the primacy of Austrian law over Islamic Sharia law. In practice, he said, this means that Muslims would be prohibited from citing Islamic law as legal justification for ignoring or disobeying Austrian civil laws. Sharia law has “no place” in Austria, he stressed.
The new law would regulate at least a dozen separate issues, including relatively non-controversial matters such as Muslim holidays, Muslim cemeteries, Muslim dietary practices and the activities of Muslim clergy in hospitals, prisons and the army.
More significantly, however, the bill seeks to limit the religious and political influence of foreign governments within the Austrian Muslim community by prohibiting foreign countries—presumably Turkey, Saudi Arabia and the Arab Gulf states—from financing Islamic centers and mosques in Austria.
The legislation also seeks to prevent the growth of a parallel Islamic society in Austria by regulating mosques and requiring clerics to be trained exclusively at Austrian universities. The new law would require Muslim groups to terminate the employment of clerics who have criminal records or who are deemed to pose a threat to public safety.
The new restrictions—including an employment ban for foreign clerics in Austria—would apply especially to Turkey: 65 of the 300 Muslim clerics working in Austria are Turkish civil servants whose salaries are being paid for by the Turkish government’s Religious Affairs Directorate, the Diyanet.
Muslims leaders in Austria say that in the absence of foreign funding, many mosques in Austria would have to be “closed immediately” because they are not financially viable apart from outside support. Moreover, they argue, the prohibition of foreign funding violates the constitution because the same restrictions are not being applied to Christians or Jews.
The foreign funding restrictions, however, do not appear to apply to the Vienna-based King Abdullah International Center for Inter-Religious and Inter-Cultural Dialogue. Critics say the multi-million-dollar institution, which was inaugurated in November 2012, is an effort by Saudi Arabia to establish a permanent “propaganda center” in central Europe from which to spread the anti-Western Wahhabi sect of Islam throughout the rest of Europe.
The new Islam Law also requires the Austrian Muslim community to agree on a standardized German-language translation of the Koran, the Hadiths and other Islamic religious texts. The government has argued that an official version of the texts would prevent their “misinterpretation” by Islamic extremists.
“There are countless translations, countless interpretations,” Kurz told public radio Ö1. “We will be pushing for this vigorously. It is also in the interest of the Muslim community that words are correctly interpreted and reproduced.”
However, Muslim leaders say it would be next to impossible for Sunnis, Shiites and Alawites to agree on a “correct” translation of the Koran. In any event, they say, the state cannot outlaw alternative translations.
A group called Muslim Youth of Austria [MJÖ] has described the new Islam Law as an “intolerable legal scandal” that seeks to “place the broad mainstream of Muslims either under state supervision, or to split them into weak and therefore meaningless groups.”
The president of the Austrian Islamic Community [IGGiÖ], Fuat Sanac, says the new law is “naïve” and treats Muslims as “second-class” citizens: “We do not agree with the draft Islam Law. It was presented to the public without our approval.”
Sanac has vowed to file an appeal with Austria’s constitutional court to stop the new law, which he says “risks humiliating” the country’s Muslim population.
Kurz maintains that the primary purpose of the new Islam Law is to establish the “primacy of national law over religious law.”
The government hopes the new law will be approved by Parliament in November and enter into force sometime in 2015. However, Muslim opposition to the initiative may mean that the 1912 version of the law will remain unchanged for the foreseeable future.

Protests Mount Over Iranian Acid Attacks

Protests broke out in the Iranian city of Isfahan Wednesday morning over the disturbing wave of acid attacks on women in Iran over the past two weeks.
Motorcycle gangs have been implicated in a series of attacks on women who were not in compliance with Islamic dress code while in public places. At least 12 women were doused with sulphuric acid on their faces and bodies in Isfahan, while reports of four other women victims have come from the capitol city Tehran.
Iran’s Deputy Interior Minister Morteza Mir-Bagheri denied that the attacks were part of a “chain crime” on Monday.
No arrests have been made.
The protesters began chanting and expressing their grievances with state security forces for not protecting women from the attacks.
“Death to acid attackers. Guns, tanks, cannot be used to use the veil,” the protesters chanted in Farsi. “We will sit here until we get an answer, State Security Forces. Where are the eyes of our sisters?”

Iranian Gangs Steps Up Acid Attacks Against ‘Immodest’ Women
Women breaking Islamic law doused with acid

More than 1,000 Iranians took to the streets across Iran early Wednesday to protest a rash of so-called “acid attacks” against women who do not strictly follow Islamic law, according to Iranian opposition members and video of the mass demonstrations.
Protests against increased frequency of these acid attacks erupted outside Iran’s Justice Ministry in Isfahan and in other Iranian cities, with anti-regime protestors demanding that the extremist perpetrators of these attacks be brought to justice.
“Death to acid attackers,” protestors chanted in Farsi, according to video of the protests in Isfahan. “Guns, tanks, cannot be used to [force use of] the veil, we will sit here until we get an answer. State Security Forces, where are the eyes of our sisters?”
Acid attacks against women have sharply risen in recent weeks in Isfahan and other cities. Men on motorcycles have been driving up to women they deem to be immodestly dressed and dousing them with sulphuric acid, which leaves severe and disfiguring burns on the skin.
At least eight woman have been splashed with acid in recent weeks according to reports by Iranian opposition members, who lashed at Iran’s ruling regime and blamed the government’s extremist policies for promoting this type of crime. Other women have faced similar attacks in Tehran, according to reports.
“The mullahs’ regime that is fearful of mounting popular discontent, especially that of women and the youth, is attempting to prevent the explosion of their wrath through these brutalities and intimidation,” Maryam Rajavi, President-elect of the National Council of Resistance of Iran (NCRI), said in a recent statement on the attacks.
The NCRI claims that the attacks are not random and have been coordinated by Iranian regime officials.
The “international community’s silence in the face of these brutalities under the pretext of nuclear talks [with Iran] is tantamount to encouraging the mullahs’ regime to continue these atrocities in Iran,” Rajava said.
The protestors demanded immediate justice for the women attacked and pressured Iranian authorities to release the identities of those implicated in the attacks, something the regime has thus far refused to do.
Similar protests took place outside of the Iranian Parliament building in Tehran, according to opposition sources.
One victim identified as 26-year-old Soheila Jorkesh was reportedly attacked by the gangs while sitting in her car with the window open.
Iranian clerics have been blamed for fanning the extremist flame in various sermons condemning women who dress immodestly.
“Confronting mal-veiling and lovers of the West and Western culture is the duty of the State Security Forces,” Cleric Alam al-Hoda was quoted as saying in one recent Friday sermon. “The regime’s power and maintaining Sharia and religious codes is the responsibility of security forces and the commander of this force is Khamenei and we should act according to our commander’s orders.”
“Mal-veiling” is the term used by Iranian religious authorities to describe when women wear clothing which does not satisfy their standards.
Cleric Movahedi Kermani also expressed similar views in June.
“Emergence of mal-veiled women in the country is a grimace to the system… the authorities should not acquiesce to this… Mal-veiling is not a private sin that nobody should care about … If a sin manifests itself, it then involves everyone and everyone is sinful,” Kermani was quoted as saying. “Therefore, necessary provisions should be adopted to eradicate the sin.”
Iranian authorities have vowed in recent days to bring the attackers to justice
“One of the unpleasant and criminal acts last week was the acid attacks in Isfahan and the case with this violent action should be pursued by relevant officials and serious and tough action should be adopted for identifying and prosecuting the perpetrators,” Iran’s Judiciary Spokesman Gholam Hossein Mohseni Ejei said earlier this week, according to the Fars News Agency.

CIA Analyst: Canadian Shooting May Be ISIS or Al-Qaeda
FBI signals “alert posture” in U.S. over murder of soldier

The corporate media in the United States is reporting there was “chatter” about an ISIS attack prior to today’s attack on the Canadian Parliament.
From Fox News:
A counterterrorism source tells Fox News that there was a spike in Islamic State-related online chatter focusing on Canada in the days leading up to the shooting Wednesday in the capital of Ottawa.
The “chatter” is said to have started five days ago. The source said it was centered around Canada’s decision to join in the coalition conducting air strikes against ISIS in Syria.
The U.S. State Department said its embassy in Ottawa is on lockdown in response to the shooting that killed a member of the Canadian military standing guard at the National War Memorial.
In addition, the FBI has raised its “alert posture” in response to the attack.
Fox News appears to be running with the ISIS and al-Qaeda angle. A former CIA analyst told the network he believes one of the terror groups is responsible for the shooting.
“The is the purpose of the Islamic State. To stage acts of terror outside of the Middle East to terrorize Western audiences,”Fred Fleitz said.
As to be expected, The New York Times has chimed in, adding to the emerging terror narrative:

This shocking shooting comes on the heels of Monday’s car attack that killed one soldier and injured another in Saint-Jean-sur-Richelieu by extremist Martin Rouleau, who was under watch by the RCMP and had his passport seized when he tried to fly to Turkey to join ISIS.
Just last month, Public Safety minister Steven Blaney tabled his report “2014 Public Report On The Terrorist Threat To Canada” and warned “terrorism remains the leading threat to Canada’s national security.”
How prophetic those words now ring in Ottawa.

A Muslim Convert ISIS Sympathizer Shot Dead a Canadian Soldier In Support Of ISIS (A Time To Review The ISIS Manifesto)

As it turns out, it was a Muslim convert who shot dead a Canadian soldier at the National War Memorial in Ottawa today before exchanging dozens of shots with guards inside Parliament in a terrifying attack that left the nation’s capital on lockdown. The photos of Michael Zehaf-Bibeau (see below) reveal that he is an ISIS sympathizer. ISIS media account posted this picture below on Twitter stating it to be Michael Abdul Zehaf-Bibeau, the same terrorist responsible for the killings in Ottawa. From the black-flag with Muhammad’s insignia on the photo, it is now obvious what this is all about: support for ISIS. Bibeau fatally shot Corporal Nathan Cirillo, a 24-year-old father, as he stood guard at the War Memorial on Wednesday morning. Zehaf-Bibeau then ran inside the Parliament, where he opened fire before he was shot dead by the House of Commons Sergeant-at-Arms.
Zehaf-Bibeau is said to be reportedly of Algerian descent was born in Quebec as Michael Joseph Hall but recently converted to Islam, CBS reported.
He was also designated ‘high-risk traveler’ and government had seized his passport.
Michael Zehaf-Bibeau as ISIS media account posted this picture on Twitter claiming it to be Michael Abdul Zehaf-Bibeau, the same terrorist responsible for the killings in Ottawa.
The shooting spree began at 9.52am when witnesses reported seeing a gunman climb out of a car, grab a rifle, shoot the soldier in the abdomen and then run towards Parliament.
Cirillo, a fitness fanatic and animal lover with a young son, was a reservist serving with the Argyll and Sutherland Highlanders in Hamilton and was rushed to hospital but later succumbed to his injuries.
‘Nathan was a good man,’ friend Marie Michele told CBC News. ‘He would give anything to anyone.’
Ottawa police then received a call at 9.54am that shots had been heard inside the Parliament, while journalists cowering inside said they heard dozens of rounds and could smell gunpowder in the halls.
A shootout unfolded and Zehaf-Bibeau was killed by Sergeant-At-Arms Kevin Vickers, who worked for the RCMP for 29 years before joining the Parliament in 2006.
Zehaf Bebeau as it appears from his photos and background is a sympathizer for ISIS and Islamic Jihad.

“If you can kill a disbelieving American or European – especially the spiteful and filthy French – or an Australian, or a Canadian, or any other disbeliever … including the citizens of the countries that entered into a coalition against the Islamic State, then rely upon Allah, and kill him in any manner or way however it may be,”
He added:
“You will not be safe, even in your own bedrooms while you sleep. Your Crusader campaign will fail. You will pay the price and we will hit you on your home front in a way that will cripple you to never extend your long arm ever again.” (see minute 18:50)
This is what ISIS declared its 42-minute speech released on social media.

CNN Finally Noticing Cozy Relationship between Turkey and ISIS

Turkey’s support for and welcoming of ISIS fighters within its borders is not new. Shoebat.com has reported on it almost daily for months now. In fact, when Shoebat.com reported on the human slaughterhouses in Syria run by ISIS (Da’ish) last March, the chilling comparisons between ISIS and what the Turks did to the Armenians was part of the research.
In fact, after ISIS attacked the Armenians in the Syrian village of Kessab, it was Shoebat.com that went into great detail about how the Turkish government was behind it.
Don’t tell CNN though. They think they’re onto something big.
Shoebat.com would like to provide them with a tip for a follow-up story. ISIS has a consulate in Ankara with 700 Bureaus across the country.
