New Delhi: Union Minister of State for Skill Development and Entrepreneurship (Independent Charge) Mr.Rajiv Pratap Rudy today revealed that a “Big Agreement” with the Ministry of Railways to utilise the 43,000 Rkms-long Optical Fiber Communication network of RailTel Corporation of India Ltd (a Telecom Public Sector Enterprise under Ministry of Railways) was in the offing to train the country’s youth in computer, internet and various other technical related skills.
This is part of our Prime Minister Shri Narendra Modiji’s vision for substantially enhancing the Skill Development among rural youth in India in the next 3 years, the Minister said. The mission and might of the Government is very strong to achieve the set goals and targets in this regard, he added.
“A big agreement with the Railways is going to be made. It is our largest institution which has a 43,000 km-long Optic Fibre Communication Network across the length and breadth of the country with huge surplus bandwidth available at its helm.
We will tap it to train youth in IT, computer and internet related skills and try to put all out efforts to impart various skills to obtain different certifications online,” Rudy said. The story not only ends there.. the Minister also said that his teams are in discussions with major IT Cos like Microsoft, Cisco, IBM, Google and Facebook to be part of the Skill Development programme organised by his Ministry. It is a major initiative to be undertaken by any elected Governments across the world, he added.
Rudy said connections will be taken from the optic fibre network laid along the railway tracks and institutions will be built up there to impart such training to the youth.
The training would open a wide range of employment opportunities for the youth, he said.
The minister was speaking on the occasion of signing of an MoU between NTPC, National Skill Development Corporation and National Skill Development Fund here to train 25,000 youths in services and manufacturing sectors over the next five years. Union Power Minister Piyush Goyal was also present at the event.
Minister said that the various teams from his Ministry are planning to discuss with various reputed IT Firms across the world to be part from the development and enhancement of skills. RailNews could obtain the list of those companies and the certifications.
The minister said that the period of training in these courses would last from one week to six months depending on the content and type of course selected by the youth. The Minister expressed that Railways and RailTel’s cooperation in this gigantic task would be highly beneficial and shall be utilised going forward. He also said that his Ministry is in discussions to utilise the Railway Institutes, Schools and Centres available across the country for the training purposes.

Reiterating that the Centre aimed to train 30 crore youths over the next 10 years in various skills to provide them gainful employment, Rudy also said that he had talked with Defence Minister Manohar Parrikar with an objective to use soldiers retiring from the armed forces as master trainers. Ruing the lack of skills in India, Rudy, who is also a trained Commercial Pilot, said only three per cent population in the country were skilled workers, while it was 46 per cent in China, 55 per cent in US, 68 per cent in UK, 74 per cent in Germany, 80 per cent in Japan and 96 per cent in Korea. Hence it is a serious agenda of Narendra Modi’s government to scale up the Skills of youth in the days to come and the centre is determined to take very concrete steps in this direction, he added.
