I'm having trouble figuring out the best way to handle the image of the couple on this page in my Affinity framework:

It's fine in full desktop view, but once the browser size is reduced, I get blue under the image (because the background is blue) until the design switches to smartphone mode. What is the smartest way to handle this situation? Ideally, the image would align bottom and I can include more blue sky. Or should it be a background image that is responsive vertically? I have tested this many different ways without a good solution. Any ideas would be greatly appreciated.
