The HR Customer Services and Solutions is currently accepting applications to fill up to 6 temporary positions at Theodore Roosevelt National Park. 2 positions Watford City, ND and 4 positions Medora, ND. Appointments made under this announcement are limited to 1039 hours (six months) in a service year and may be terminated at any time.  Appointments under this announcement are eligible for extension if workload and funding allow.  Individuals selected under this vacancy announcement are eligible for rehire in subsequent service years.  Anticipated Entry on Duty:  May, 2015

AREA INFORMATION: Theodore Roosevelt National Park is located in the badlands of western North Dakota, and includes the Theodore Roosevelt Wilderness Area. The park consists of three separate units: South Unit, Elkhorn Ranch Unit, and North Unit. The colorful Little Missouri River badlands provide a scenic backdrop to Theodore Roosevelt National Park, which is home to a variety of plants and abundant wildlife, including bison, elk, wild horses, longhorn steers and bighorn sheep.

The headquarters office for the park is located in the South Unit in Medora, North Dakota (population 100). This is a seasonal town with a variety of services available from late May through mid September.

DUTIES:

This position is non-supervisory in nature. Responsibilities of this position include contacting visitors, collecting and accounting for fees, and disseminating information. While other duties may include visitor management-related services such as traffic control, radio dispatching or backcountry patrols, visitor contacts, fee collection, and information dissemination are primary and constitute at least 80% of the duties of this position.

1. Visitor Information

As a uniformed employee of the National Park Service (NPS), incumbent serves as a front-line representative of the agency. In many instances, the incumbent is the first and only contact the visiting public has with a NPS employee. Incumbent works at an entrance station, visitor center, campground, or other visitor contact station. As a NPS Visitor Use Assistant, incumbent is responsible for providing answers to recurring visitor questions concerning the specific park area. Explains the area's recreational opportunities, including NPS interpretive services, concession-operated facilities and services, and campground availability; distributes maps, brochures, and other printed material; provides directions and routes of travel through the park; and informs visitors of potential safety hazards.

2. Fee Collection

As a NPS Visitor Use Assistant, incumbent is responsible for collecting appropriate fees at park entrance station, visitor center, campground, or other visitor contact station following established accountability guidelines for handling government funds. Incumbent operates an electronic cash register, performs opening and closing shift functions, issues entrance receipts, park passes, and federal recreation passports in accordance with established guidelines, and verifies entrance receipts and various passes for validity dates. Incumbent completes shift reports to verify money collected, accountable stock sold and all machine transactions from the shift using journal and receipt tapes and a register of voided transactions. Safeguards funds collected and personal accountable stock. May perform campground duties such as collecting fees, monitoring campground self-registration collection activities, checking site availability, and/or conducting compliance checks of campground users to ensure proper payment of fees.

3. Other Duties

In accomplishing his/her work, employee may perform any or all of the following duties depending on the specific needs of the park area. These duties are secondary to the visitor contact, fee collection and information dissemination functions and constitute 20% or less of the duties of this position. These duties may include:

• performs traffic control at park entrance and/or related locations

• gathers information from reporting parties concerning accidents/incidents occurring within the park area and notifies appropriate personnel

• serves as radio dispatcher during emergency incidents

• serves as member of area's search and rescue team and/or fire suppression crew

• provides emergency medical treatment to current level of training and responsibility

• performs minor maintenance duties to insure a clean, safe work area

• restocks supplies as needed

PHYSICAL DEMANDS:  Standing for long periods of time, walking, bending, lifting of moderately heavy items and sedentary work is required.  Mental stress and physical fatigue occur due to high volume of personal contacts and the responsibility of dealing with large amounts of money.

WORK ENVIRONMENT:  Work is often performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight.  Park areas may be geographically located in areas of high elevation, rugged terrain or dense populations.  High levels of vehicle noise and emissions may exist during heavy visitation periods.  Duties may be performed alone in isolated locations.

QUALIFICATIONS REQUIRED:

In order to qualify for this position at the GS-04 level, you must possess one of the following:

A.  One year of progressively responsible clerical, office, or other work that indicates my ability to acquire the particular knowledge and skills needed to perform the duties of a Visitor Use Assistant.  General experience includes greeting the public, disseminating information, providing directions and fee collection.  -OR- B.  Two years of education above high school (60 semester hours or 90 quarter hours).  This education was obtained in an accredited business, secretarial or technical school, junior college, college, or university.  -OR- C.  Equivalent combination of experience and education.

Credit will be given for all appropriate qualifying experience.  In order to receive credit for experience, your resume must clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the number of hours worked per week.

Credit for experience is given on a 40-hour workweek.  Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience.  No additional credit is given for overtime.

Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled.
