Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
Assists the Maintenance Mechanics with welding, plumbing, carpentry work, painting and facility maintenance (roofing, lock repairs, etc.) by setting up jobs, handing, tools and materials, cleaning up and personally performing rough carpentry, routine repetitive welding, cutting and threading pipes, etc.

DUTIES:

MAJOR DUTIES:

Operates snowplows and blowers, front-end loaders, mowers, chippers and up to 15-ton trucks with little supervision. Operates and maintains miscellaneous equipment and vehicles assigned to DPW such as tractors, mowers, gas powered hand tools (i.e., chain saws, brush cutters), air compressors, power saws and miscellaneous power hand tools, two- and four-wheel drive trucks.

Washes, cleans, and polishes automotive equipment such as automobiles, pickup trucks, etc.

Loads and unloads trucks, boxcars and other conveyances.

Moves heavy furniture and appliances upstairs and downstairs or room to room, and arranges for occupant. Breaks concrete, shovels and loads.

Drills holes in concrete, cuts rebar; digs, fills, levels and tamps construction material.

Moves material from conveyance over rough terrain to job site, e.g., sacks of cement; chain link fence gates, posts and fabric; crossties and man stone.

Erects chain link fence; cross-tie walls for earth or sandbag barricades; erosion control devices; barbed wire and containment fences; minor board fence and stretch post design/erection.

Rakes, levels, trim and true asphalt patches; assists in road resurfacing.

Cuts encroaching brush, briars and grass on roads, railroad, under steam lines, along perimeter fences and water gaps.

Cleans culverts, ditches and magazine drains.

Seeds, fertilizes and mulches grounds for erosion control.

Cleans job sites, debris from window wells and trash from specific areas. Hand tool mixes non-critical concrete.

Performs a variety of labor tasks such as grounds maintenance, snow removal, trash collection, policing grounds, washing and cleaning and similar tasks.

Working alone or as a member of a crew, performs typical janitorial tasks such as the following:
a. Sweeps, mops, strips, scrubs, waxes, and polishes floors using regular household or industrial powered equipment.
b. Maintains restrooms in a clean and sanitary condition by cleaning and disinfecting floors, lavatories, urinals, and toilet bowls and replacing restroom supplies as requited.
c. Washes and cleans windows inside and outside of buildings and performs such other tasks as cleaning snow and ice from building entrances, spreading salt, and picking up litter.

QUALIFICATIONS:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).  You will receive credit for all qualifying experience, including volunteer experience.
SCREEN OUT ELEMENT: Ability to do the work of the position without more than normal supervision.
SKILLS AND KNOWLEDGES:Knowledge of all types of small power and hand tools including: table saw, skill saw, radial arm saw, sander, electric drill and hammer, etc., is required. Must have a thorough knowledge of physical locality of grounds and structures at Blue Grass Army Depot so that prompt maintenance or repair can be made. Must have knowledge and ability to operate motor vehicles, mobile equipment, tire changer.
Must have skill to operate, and obtain government license when required, such equipment as small air compressor, small towed fertilizer spreader, hand portable electric generator, heavy electric hand earth auger, walking gasoline powered vibratory tamper, riding and walking lawn mowers, chain saws, Shoulder scythes, gasoline powered field cutoff saw, gasoline powered water pumps, paving breakers, pneumatic hammers, chipping hammers, 1/2 inch capacity electric drills, and few heavy railroad track tools for rough work. Requires ability to accurately measure to 1/4 inch of desired measurement and to work from oral instructions and simple sketches.
Skill and knowledge to safely operate and perform routine preventive maintenance on simple power equipment such as leaf blowers, weed trimmers, and low pressure sprayers. Skill and knowledge to safely operate, clean, and perform routine preventive maintenance on heavy power equipment such as snow blowers, chainsaws, and in using basic hand tools, and/or heavy tools (axes, picks, chain saws, etc.).
Skill and knowledge to operate push mowers, simple riding-type mowers, large industrial, walking-type power mowers, large, complex riding mowers, and specialized mowing equipment. Must maintain constant attention to working space and environment, such as around trees, trenches, large potholes, slopes, heavy brush areas, rough terrain, rocks, mud, water, and other visible obstacles. Mowing equipment may vary in having cutting decks with mechanical controls and limited, adjustable, fixed or floating cutting decks, up to mowing equipment with multiple and independently controlled cutting decks that may include single-function performance and components that are independently controlled through various hydraulic and/or mechanical devices.
RESPONSIBILITY:Supervision is received from the Maintenance Supervisor, Leader or higher graded personnel who makes assignments and issues instructions on new, or unusual projects. Incumbent works independently but, at times, is assigned to a work team. Work is inspected and approved upon completion for compliance with instructions and procedures.
PHYSICAL EFFORT:Work involves considerable standing, stooping, bending and working on ladders or platforms, which require overhead or stretched awkward positions. Lifts and carries items that weigh 50-75 pounds. Incumbent is required to operate motor vehicles and heavy equipment on a regular and recurring basis to accomplish fieldwork. Exerts heavy physical effort; frequently lifts and moves heavy objects; bends, stoops, and works in cramped positions. Work requires prolonged standing, walking, climbing, bending, stooping, twisting, pulling, pushing, and kneeling.
WORKING CONDITIONS:Some work is done inside a shop where the worker is subject to cuts from powered or hand tools. Approximately 70-75% of the time, work is performed outside and in close proximity and operating machinery. Employee may be subject to slipping on slopes, noise, cold and damp conditions, fumes and chemicals. There is danger to fingers, hands, and hearing. Work must be performed with the use of safety shoes, hard hat, rain gear during rainy weather, ear protective devices, respirator mask, and PPE as determined necessary. Exposed to all kinds of weather dust, dirt, contaminants, loud noise. Traffic, rough terrain, brush, briars, thorns, reptiles and insects may be encountered. Must wear and use a variety of safety equipment.
