This position is located within the NAVSUP Weapons System Support Installation in Philadelphia, PA. As a Contract Specialist you will be responsible for the development of contractual strategy and procurement planning that will provide for the production and delivery of spare parts/repair services.

DUTIES:

·       Develop procurement plans in accordance with funding allowances.

·       Review procurement requests to assure clarity, adequacy and completeness.

·       Prepare solicitation and analyses for contractor proposals.

·       Conduct pre and post negotiation conferences with management and technical personnel.

·       Analyze past procurement trends in an effort to ensure effective and efficient operations.

QUALIFICATIONS REQUIRED:

Basic Educational Requirement:

Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (This requirement can be obtained within the degree or in addition to the degree) OR 1 full academic year of progressively higher level graduate education leading to a master’s or equivalent graduate degree or LL.B. or J.D., if related.

NOTE:  The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current DoD employees who occupied 1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30, 2000 are exempt from meeting this requirement.

Qualification Requirement:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: performing developmental and/or recurring assignments in support of a local installation or in a centralized procurement activity; procuring supplies or services primarily through formal advertising or through limited use of negotiation techniques; reviewing requisitions to determine that proper specifications or purchase descriptions are included in solicitation documents; contacting technical personnel to resolve questions of applicability of specifications, classifications of terms, or acceptance of substitute items; evaluating bids or proposals for compliance with specifications or purchase descriptions and applicable clauses.

One full year of graduate level study, or I possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., etc. in one of the following fields of study: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate schools definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement the requirement for one year of full-time graduate study.

Possession of combination & experience. To calculate: If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. Calculate your percentage of graduate education by dividing your number of graduate semester hours by 18, or your schools definition of one year of graduate study. (18 semester hours equals 12 months.) To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. This position requires 12 months at 40 hours per week of experience. Finally, add your percentages of education and experience. The two percentages must total at least 100% for you to qualify under the combination of graduate education and experience.

DEFENSE ACQUISITION WORKFORCE IMPROVEMENT ACT (DAWIA) REQUIREMENT:

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.  Applicants should meet the DAWIA Certification requirements for the Contracting (CON) career field and be certified at Level II at the time of application.
