Greetings!

I'd like to ask for some tech support help. I know that it's possible to limit bandwidth for specific IP addresses via the router config page, but what I'd like to do is limit the bandwidth for all devices connected to a range extender which is using my home WiFi network. The reason being is that I use a range extender to get WiFi signal into my neighbour's house (a relative lives there), which is fine until guests start arriving that side and connect to the range extender.

Both the home router and the router being used as a range extender have bandwidth-limiting options, but I'm not sure how I would limit the bandwidth for devices connected to the range extender. Does the range extender have its own IP address, which I can just limit via the home router's config page? Or alternatively, could I set up a guest network from the home router, limit its bandwidth, and then have the range extender connect to that SSID?

EDIT: forgot to mention, the home router is a TP-Link W8968 and the router used as an extender is a Tenda N300.
