Cambridge English Placement Test chosen by the Chilean Government
The Ministry of Education in Chile has selected the Cambridge English Placement Test to examine more than 7.000 teachers of English.
Those who obtain the highest levels will take a further examination and have the opportunity to undertake internships in English speaking countries. The test will establish the teachers 4 levels of competency in English and will provide support for their ongoing development.
Platinum Centre CL002 – Instituto Chileno Britanico de Cultura de Santiago won the government tender to offer these tests across the country.
Governments are increasingly investing in English Language teaching and Cambridge English works with ministries and authorities around the world to provide quality training to international standards.

Vicerrectoría Académica realiza evaluación diagnóstica en Inglés e identifica dominio del idioma en estudiantes de primer año

Como parte del apoyo académico y formativo que entrega la PUCV, la Vicerrectoría Académica ha impulsado el “Programa de Inglés como Lengua Extranjera” con el propósito de fortalecer las competencias comunicativas del idioma inglés en los estudiantes que ingresan a la Universidad. Precisamente para identificar los niveles de dominio, los días 7, 8, 12 y 13 de marzo se aplicó la evaluación diagnóstica Cambridge English Placement Test, donde 2.403 alumnos de primer año midieron sus habilidades receptivas de comprensión lectora (reading) y auditiva (listening).
Se busca fortalecer las competencias comunicativas del idioma inglés en los estudiantes que ingresan a la PUCV.
Los resultados fueron emitidos por la Universidad de Cambridge, permitiendo determinar las verdaderas necesidades del desarrollo del idioma inglés que presentan los estudiantes al ingresar a la PUCV. En base a ello, la Universidad ofrece a la comunidad estudiantil un completo programa de cursos semestrales de nivelación, los cuales han sido diseñados a la medida según el nivel formativo que requiera cada estudiante.
Dentro de los hallazgos más significativos entregados por el diagnóstico de inglés y según la escala del Marco Común Europeo de Referencia CEFR, se pudo constatar que el 8% de los evaluados domina el idioma en un nivel intermedio superior o avanzado (C1-C2), es decir, usuarios competentes en las cuatro habilidades como escuchar, hablar, leer y escribir; el 39% de los estudiantes presenta un nivel pre-intermedio o intermedio (B1-B2), siendo considerados como usuarios independientes; y el 54% tiene un nivel básico o nulo.
En definitiva, el 78% de los estudiantes de primer año deberá realizar necesariamente entre uno a cuatro cursos semestrales de Inglés para alcanzar un nivel ALTE 1 o Elemental, que les permitirá comunicarse fluidamente en forma oral y escrita. En cambio, el 22% que ya posee habilidades comunicativas aceptables podrá sólo realizar un semestre de nivelación u optar inmediatamente a algún nivel de certificación.
Frente a este escenario, las unidades académicas tendrán la posibilidad de incorporar el Programa de Inglés dentro de sus planes de estudios de manera obligatoria, pero dependerá del interés de sus propios estudiantes.
En ese sentido, la coordinadora Programa de Inglés PUCV, Claudia Parra, reconoce que los resultados del diagnóstico permitieron conocer el perfil de cada estudiante de primer año. Por lo mismo, se espera trabajar para modificarlo y mejorarlo de manera que cuando el alumno egrese, ya cuente con el dominio del inglés suficiente y que favorezca su empleabilidad. “Idealmente se espera que egrese con un nivel ALTE2, mientras debemos trabajar para garantizar que los estudiantes tengan un nivel ALTE1”, señaló.
El Programa de Fortalecimiento del Idioma Inglés ofrece cuatro niveles que aseguren una buena base para su dominio.
Además, reconoce que “es un desafío muy grande porque los alumnos deben entender que su estudio tiene que ser un complemento durante la carrera y no esperar a titularse para estudiarlo. La competencia externa es muy fuerte y si domina el idioma inglés tendrá una mayor posibilidad en el proceso de selección, porque es una necesidad comunicativa en el mundo laboral”, aseguró.
PROGRAMA DE FORTALECIMIENTO
El Programa de Fortalecimiento del Idioma Inglés ha sido diseñado para ofrecer a los estudiantes cuatro niveles progresivos que aseguren una buena base para su dominio. Estos cursos están enmarcados en descriptores internacionales CEFR y ALTE, lo que permite desarrollar y demostrar resultados de aprendizaje de acuerdo a las cuatro habilidades de la escala CEFR, que son hablar, escribir, escuchar y leer en inglés.
Las unidades académicas que implementen este programa dentro de sus planes de estudios deberán incorporar cuatro cursos obligatorios:
English I: Beginner
English II: Elementary
English III: Pre-Intermediate I
English IV: Pre-Intermediate II
El programa busca sentar las bases para el desarrollo de la competencia lingüística del inglés que el estudiante requiere para seguir avanzando en el dominio del idioma, desde el CEFR A2+ / ALTE1 hacia niveles ALTE 2/ALTE 3.

Introduction
“The Oxford Online Placement Test is a tool designed to measure test takers’ ability to function communicatively at different levels of English language proficiency according to
the Common European Framework of Reference (CEFR)”
This paper explains how the OOPT measures ability, and how the results can be interpreted in terms of the CEFR. The questions were designed to ensure that each one tests a part of what it means to function communicatively in English (the principles behind
this are described by James Purpura in another paper on this site The Oxford Online Placement Test: What does it measure and how? ).
For an effective assessment tool, however, we need to ensure that all of the questions work together, providing consistent information about the student’s proficiency, and giving us an accurate and reliable result each time the system is used.
