MINUTES OF MEETING
The School Board of Anoka-Hennepin Independent School District No. 11 held a regular meeting on Monday, May 9, 2016, at the Sandburg Education Center, Anoka, Minnesota.
Chair Heidemann called the meeting to order at 6:30 p.m.
The following members were present: Marci Anderson, Bill Harvey, Nicole Hayes, Tom Heidemann and Jeff Simon. William Fields was absent.
Dr. Anissa Cravens, University Avenue Elementary principal, presented art teacher, Trista Gallagher, who was honored as Teacher of the Year at the elementary level by the General E. W. Rawlings Chapter of the Air Force Association (AFA) for 2015-16. The recognition is presented annually by the AFA to teachers who use science, technology, engineering and mathematics in their classrooms. Gallaher is the first elementary level teacher to be recognized with this award.
Neil Klund-Schubert, McKinley Elementary assistant principal, presented third grade teacher Phyllis Haensel, who was named the 2016 Elementary Social Studies Teacher of the Year by the Minnesota Council for the Social Studies Board. Haensel is both a district and state leader for social studies instruction.
Gary Lundeen, Oak View Middle School principal, and choir teacher Beth Olson, introduced 10 students who were selected for the American Choral Directors of Minnesota State Honors Choir. Oak View singers selected include sixth grade students Emmi Berube, Elise Gross, Taylor Kjeldsen, Piper Kringle, Aidan McKeefry, and Nevaeh Schulte. Eric Macfarlane represented the seventh grade in the choir and was joined by eighth grade students Kaitlyn Callahan, Aidan Hefner and Ketuerna Henrich.
Oak View students demonstrated strong performance in mathematics as represented by honors collected at the St. Cloud State Math Contest, an event that featured nearly 1,800 students from 43 schools from across Minnesota. The team of Nicholas Preuss, Ethan Myos, Mason Smisek, and Benjamin Slavik finished in third place out of 31 total teams in the team competition along with each of these students finishing in the top five percent of all competitors individually. Eighth grade students Charley Perry, Jacob Aune, Sierra Hinkel, and Austin Learned and seventh grade students Calvin Foy and Zachary Kloek finished in the top five percent. Students who finished in the top ten percent include eighth grade students Bek Allenson, Jaidyn Anderson, Alexander Douglas, Adam Chapman, Ella Sirjord, Ryan Hostad, Anne Salmi, and Samuel Bock and seventh grade students Nick McLaren and Oliver McVay. Lorin Buzay served as teacher/advisor for the students in the competition.
Jane Matheson, curriculum integrator and teacher Melissa Noble introduced eighth grade student Malia Braiedy, who was selected as a winner in a national essay contest coordinated by the National Aeronautic and Space Administration (NASA). Braiedys essay on Saturns rings in the grade 7-8 division took top honors in NASAs Cassini Scientist for a Day essay contest, an activity that attracted over 1,000 applicants from 31 states. The Cassini spacecraft is a key factor benefitting scientific research of Saturn and its moons.
JMS teacher Sarah Garrett introduced eighth grade student Kelsey Kitoski who was recognized for winning the Using Water Wisely Poster Contest, a statewide contest for students sponsored by the Minnesota Department of Health, American Water Works Association, H20 for Life, Elkay and Xcel Energy. The contest encourages protection of resources while encouraging youth involvement in promoting responsible water use and conservation.
Gwen Poore, Anoka High School activities director, and John Jacobson, AHS swimming coach, presented senior swimmers Hannah Hoekman and Lucas Manke, who were recognized as Scholastic All-Americans by USA Swimming. The distinction recognizes a combination of achievement in the classroom and excellence in the pool for athletes that meet the demanding standards.
Jes Lipa, director of the Secondary Technical Education Program (STEP), introduced students who demonstrated high performance in the SkillsUSA competition. Faith Stalboerger won the first place gold medal in the nursing assisting category. Second place silver medals were awarded to Kyra Green (esthetics), Eric Mortenson (criminal justice) and Madison Brenk (nursing assisting). Third place bronze awards were presented to Hunter Aguilar (automotive service technology), Cole Johnston (mechanical safety), Alexander Krause (welding fabrication), Adam Meyers (welding fabrication) and Josh McGreal (welding fabrication).
Mike George, Champlin Park High School (CPHS) principal, introduced award-winning students and staff for School Board recognition. CPHS yearbook advisor Liz Keeling was recognized for their selection as a top yearbook through a national review process coordinated by Jostens. Excellence in music performance was recognized as students Natalia Johnson, Amanda Mastrian and Grace Wojciechowski were honored for their selection to All State Band. Five choir students were selected for the American Choral Directors Association All State Honors Choir including Madeline Ferraro, Bronwyn Lundell, Jackson Prothero, Safiya Simpson and Johannah Woodley. Lanja Amdriamihaja, Drew Hoek, Nicholas Lulloff, Lydia MacDonald, Alec Rohweder, and Grace Wilson were invited to join the Minnesota All State Choir.
There is no argument regarding the success of the CPHS Debate Team who qualified for the state tournament. Team member Deborah Nyakaru collected national debate team honors and Calvin McMahon was selected for all state status. Milki Gemeda, Maame Opare-Ado, Ben Summers, and Andre Hardy were valuable members of the team that advanced to state level competition.
Members of the state qualifying CPHS speech team were recognized for their accomplishments. Team members include Hannah Lambert, Priscilla Samey, Deborah Nyakaru, Raajii Daniel, Farhin Sayeed and Calvin McMahon, who was also named to the national speech team.
Academic awards were presented to students with outstanding performance on college preparatory advanced placement courses. Joseph Cesare, Adam Koch and Austin Schleusner were named AP Scholars of Distinction. Mitchell Ashburn, Jacob Coenen, Naomi Giesen, Jenna Hovind, Kieran Lieberg, and Grant Udstrand were honored as AP Scholar with Honors recipients. Isaac Aeshliman, Eze Amajuoyi, Blake Auer, Tim Bui, Mathew Corneil, Hanna Crymble, Alyssa Freeman, Brendan Rearon, Kaitlyn Stokes, Michael Volk, and Catherine Wensel received the AP school designation. Jacob Coenen has advanced through the rigorous National Merit Scholarship competition to be named a finalist. Joseph Cesare, Sydney Newman and Samantha Cummings were honored for receiving the National Honor Society Scholarship for their dedication to the four pillars of the program which are scholarship, service, leadership, and character. Devin Zaloski received recognition for this third place finish in an international science competition in Europe.
Members of the state champion CPHS Nordic Track Ski Team were honored. Team members include Ian Ivens, Luke Crandall, Drew Carlson, Matt Omann, Peter Scheller, Michael Urvig, and Connor Janostin. CPHS Girls Nordic qualified for state and team members Diana Glebova, Rebecca Kolstad, Sydney Crandall, Jennifer Omann, Sarina Lindell, Katheryn Opanski, and Atley Schreiner were saluted for their accomplishments.
CONSENT AGENDA
Jeff Simon moved and Nicole Hayes seconded the motion to approve the following consent agenda with the exception of the Services Agreement with U of M and the proposed Child Nutrition Program Meal Prices Increase.

3. Jeff Simon moved and Nicole Hayes seconded the motion to authorize the Anoka-Hennepin School Board to designate Superintendent David Law as the Identified Official with Authority to authorize user access to MDE secure websites for the 2016-17 school year. Motion passed.
4. Approved the Secondary World Language Adoption.
5. The immunization exclusionsnames and specifics are not included because of data privacy.
Motion passed.
After discussion the Board approved the Proposed Child Nutrition Program Meal Prices Increase of $.15 per meal for one year only, SY 2016-17. Tom Heidemann moved and Jeff Simon seconded the motion. Motion carried.
After discussion the Board approved the Services Agreement with the U of M for a maximum amount of $592, 375.73. This agreement is capped and needs Board approval if any additional costs are needed. Tom Heidemann moved and Jeff Simon seconded the motion. Motion carried.
Rick Heller addressed the School Board during communications, delegations or petitions.
Superintendent Law gave a report to the Board and reviewed the Board calendar. Fit For the Future Task Force (FFF) is beginning May 12 at Anoka High School. I am going to highlight two events in the last two weeks, one of which was last Thursday night, the Indian Ed Senior Honoring Ceremony. Its an honoring of our Native American students who are graduating. One of the prouder moments for me was the public data on the number of students who graduated from our district. Equally as impressive was our two Gates Millennium Scholars in that group. With only 1,000 awarded in the country, that is very impressive. Those students will have all of their college and graduate school paid for by the scholarship. Congratulations to all of those students. Another event attended last week was the Athena Awards, with Champlin Park, Anoka, Blaine, Coon Rapids and Andover represented. These students were celebrated for their athletic progress, usually in multiple sports, their community volunteering, and most importantly, academic success. I just want to publicly acknowledge how proud I was of all the students who represented us very well across the district.
Jeff McGonigal, associate superintendent for high schools, presented a resolution for membership in the MSHSL for 2016-17.
2016-2017 RESOLUTION FOR MEMBERSHIP
IN THE MINNESOTA STATE HIGH SCHOOL LEAGUE
RESOLVED, that the Governing Board of School District Number 11, County of Anoka, State of Minnesota delegates the control, supervision and regulation of interscholastic athletic and fine arts events (referred to in MN Statutes, Section 128C.01) to the Minnesota State High School League, and so hereby certifies to the State Commissioner of Education as provided for by Minnesota Statutes.
FURTHER RESOLVED, that the high school(s) listed below (name all high schools in the district):
Andover High School Champlin Park High School
Anoka High School Coon Rapids High School
Blaine High School
is/are authorized by this, the Governing Board of said school district or school to:
1. ______Make new application of membership in the
Minnesota State High School League;

School League; and, Participate in the approved
interschool activities sponsored by said League and its various subdivisions.
FURTHER RESOLVED, that this Governing Board hereby adopts the Constitution, Bylaws, Rules and Regulations of said League and all amendments thereto as the same as are published in the latest edition of the Leagues Official Handbook, on file at the office of the school district or as appears on the Leagues website, as the minimum standards governing participation in said League-sponsored activities, and that the administration and responsibility for determining student eligibility and for the supervision of such activities are assigned to the official representative identified by the Governing Board.
Member schools must develop and publicize administrative procedures to address eligibility suspensions related to Code of Student Conduct violations for students participating in activity programs by member schools.
The above Resolution was adopted by the Governing Board of this school district and is recorded in the official minutes of said Board and hereby is certified to the State Commissioner of Education as provided for by law. Jeff Simon moved and Marci Anderson seconded the motion. Motion carried.
Jim Gilligan, director of labor relations and benefits, explained factors involved with setting employee insurance rates and benefit programs for the 2016-17 budget year. Gilligan highlighted the addition of a low deductible insurance option for employees and proposed the continuation of health savings accounts for high deductible plan subscribers as a way to control costs. The majority of plan participants will experience rate increases ranging from 6.28 percent to 8.26 percent for the year. Premiums for dental insurance were recommended for no increase. Nicole Hayes moved and Marci Anderson seconded the motion. Motion carried.
Ms. Hayes was pleased to attend the State of the County Address for Hennepin County at the Hopkins Center for the Arts. The Chair of the Hennepin County Board, Jan Callison, did a wonderful presentation on the state of the county, identifying what she said were the goals of Hennepin County: That people are healthy, that people are protected and safe, that people are self-reliant, theyre assured due process and that they are mobile. A lot of those goals are hand in hand with the Anoka-Hennepin School District, and interesting to hear that such different entities could have so much in common. She also shared that to meet the challenges and achieve success we really just need to have three things: strong leadership, talented staff, and partnerships, and that really summed up what we have in Anoka-Hennepin and what we have moving forward.
Chair Heidemann recessed the meeting at 7:38 p.m. The meeting reconvened in closed session at 7:48 p.m. to discuss matters requiring data privacy.
Tom Heidemann moved and Marci Anderson seconded the motion to expel student number one for one year, the student being allowed to return on probation on December 6, 2016, pending successful completion of a chemical dependency program. Marci Anderson called the roll. The following voted in favor of the motion: Tom Heidemann, Nicole Hayes, and Marci Anderson. Bill Harvey abstained. There being three votes for and no votes against with one abstention, the motion, the motion passed.
