MINUTES OF MEETING

The School Board of Anoka-Hennepin Independent School District No. 11 held a regular meeting on Monday, April 25, 2016, at the Sandburg Education Center, Anoka, Minnesota.

Chair Heidemann called the meeting to order at 6:30 p.m.

The following members were present: William Fields, Bill Harvey, Nicole Hayes, Tom Heidemann and Jeff Simon. Marci Anderson was absent.

Chair Heidemann led the pledge of allegiance.

Chair Heidemann moved to delete the Social Media Policy from this April 25, 2016 agenda and bring it back after further committee discussion. Jeff Simon seconded the motion. Motion carried.

April is National Volunteer Recognition Month and in Minnesota, appreciation week is April 10-16. Anoka-Hennepin Schools benefit greatly from an outpouring of support from community volunteers with numbers totaling 9,300 volunteers and more than 162,000 hours of time last school year. School Board Chair Tom Heidemann commented in appreciation of their service.

Jes Lipa, director of the Secondary Technical Education Program (STEP), and Ann Dublin, emergency medical teacher, presented Zach Paul, a senior, for School Board recognition of outstanding service. Paul responded to a call for help, using his emergency medical technician knowledge to aid a citizen in need with the delivery of a child.

Kari Rock, Northdale Middle School principal, and teacher Stephanie Poglatz, introduced fifteen students in grades seven and eight who collected top honors at the St. Cloud State math contest, an event that featured nearly 1,800 students from 43 schools across Minnesota. Students who finish in the Top 10 percent and top 5 in the competition are recognized. Top five percent finishers include Michael Mehl, Nathan Rode, David Rotondo, Oscar Siocha and Alexander Totev. Students who finished in the top ten percent include Daniel Gettlel, Elizabeth Getty, Anna Giese, Stephanie Kienholz, Emily Nguyen, Jacob Senapatiratne, Amilia Yang, Samuel Burnes, Ryan Loomis and Jake VanHulzen.

Tom Shaw, Coon Rapids Middle School principal, and teacher Stephanie Hutchens, introduced grade seven students Ethan Hanson, Jennings Jurmu, Megan Schultz and Sydney Vossen who collected top 10 percent awards at the St. Cloud State math contest.

Tom Hagerty, Jackson Middle School (JMS) principal, and math teacher Belinda Eerdmans, introduced top achieving students at the St. Cloud State math contest. Grade seven students who finished in the top five percent include Noah Larson (who also finished sixth place overall out of 500 students), Kyle Horton, Keara Kelleher, Will Asinger, Gregory Nelson, and Alex Johnson. Students finishing in the top 10 percent include Erin Reardon, Erin Smythe, Morgan Pietsch, Olivia Ratajczyk, and Sheila Legus-Christman.

Grade eight students who finished in the top five percent include Caden Marstad, (who also finished seventh of 691 students), Georgie Stammer, Connor Preston, Owen Eerdmans, Jack Nightengale, Sam Rose, Allyson Qualley, Andrew Scinicariello and Kevin Tu. Students finishing in the top 10 include Heather Johnson, Lauren Master and Sarah Magner.

Teacher Kari Lace welcomed JMS All State Honor Choir participants. The students include Jake Ademino, Connor Bitterman, Gavyn Bruesewitz, Owen Eerdmans, Kiersten Kruse, Amber Lovely, Mark Scheller, Emily Schmidtbauer, Griffin Sparke, and Aspen Vinar.

JMS archery competitors proved they were right on target at the Minnesota State Archery Tournament by collecting the state championship. Coach Barry Boevers introduced team members by grade, a roster that includes grade eight students Caleb Arenson, Jason Compton, Jeremy Kuehn, Jensen Luehrs, Abby Luther, Max Mazzei, Alexa Meland (second place in middle school division), Hunter Nygren, Ella Olson, Garrett Udstrand, Aspen Vinar, and Jonah Simonson. Archery team members in grade seven include Damien Bigbear, Katie Bizek, Donovan Durand, Kyle Ehrlichman, Wyatt Fallstrom, Hayden Huybers, Riley Kirchberg, Nolan Kluempke, Charlie Maertens, Justin Marshik, Mitchell Olson, Dylan Shuck, Cassidy Tanner, Jake Whitman, and Aleia Wilbur. Grade six contributors include Ryan Bekken, Toby Boevers, Olivia Carlson, Lixi Gargasz, Rylen Hanson, Sydney Hanson, Vanessa Horvath, Issac Johnson, Hudson Darasek, Claire Kock, Mallory LaMott, Jack Mackeben, Spencer McCollor, Abagail Meads, Elijah Peterson, Colin Stammer, Joshua Stenback, Andrew van de Ligt, Isabella VenderVegt, Kalise Walton, and Kyle Wilbur. JMS has one of the largest and most successful archery programs in the State of Minnesota.

Becky Broduer, Andover High School (AndHS) principal, and choir teacher Melanie Kjellberg, presented choir students who were selected to represent the school at recent all-state choir opportunities. Honored students include seniors Amber Kavie, Rebecca Thelen and junior Paige Johnson for the all-state womens choir, junior Thomas OKeefe for the all-state mens choir and senior Allie Sutherland for all-state mixed choir.

AndHS students selected to the American Choral Directors Association (ACDA) 9/10 State Womens Choir include sophomores Taylor Bender, Josie Berg, Mary Board, Elise Peterman, and Natalie Simmons. Students honored for their selection to the ACDA 9/10 All-State Mixed Choir include freshmen Kelly Lehtola and Jack Slavik who were joined by sophomores Destiny Cummings, Riley Fletcher and Lexie Kunze.

HOSA future health professionals students at AndHS, who collected state honors, were presented by teachers Gretchen Wahl and Theresa Cacek. Honored students include senior Katie Breckman, first place in the behavorial health knowledge test, third place pathophysiology knowledge test and first place biomedical debate team event. Senior Connor Peterson took first place in biomedical debate team event. Sophomore Paige Kringle took first place in the extemporaneous health care poster. Senior Joe Zulgar collected a second place finish in medical math and was a member of the biomedical debate team. Junior Grace Beckman won the medical law and ethics competition and finished in second place in extemporaneous writing.

Brodeur presented AndHS student leaders who rallied the student body and community in support of teachers and community members who had lost their homes due to fires. AndHS senior Sarah Hanson and juniors Maddie Skurat and Trask Angell coordinated a successful All in for Ahlquist (and Backer) Fundraising effort, with all funds raised through a volleyball tournament being directed to help local families in need.

Anoka-Hennepin advanced a record 10 district teams to the Destination Imagination Global Finals to be held in Knoxville, Tenn. Destination Imagination is a program that challenges student performance in STEM (science, technology, engineering and math) education along with the arts and social entrepreneurship. The Minnesota DI state tournament was held at Jackson Middle School in Champlin with the regional competition held at Blaine High School. DI Regional Director Lynn Montgomery presented team members and advisors for board recognition. The Madison Elementary grade five team members Allie Bingle, Ryan Bohlman, Grace Burnes, Tina Montague, Emily Piche, and Tyler Terry were first to be recognized along with advisor Dana Burnes and principal Dorothy Olsen. A team of second and third grade students from Johnsville Elementary will also advance to global finals after winning at state. Principal Scott Johnson and advisor Kristi Costa presented second grade students Kayden Larson, Ian Busch, Avery Clark, Brody Berglin, Parker Kurtz and third-grade students Caeden Clark and Leah Schmidt. Andover Elementarys fifth-grade team of Olivia Surratt, Eavan Bobbe, Quinton Allenson, Samantha Fernandez, and Sam Deile were recognized for advancing to global finals. The team is advised by Krista Wyvell-Fink.

Anoka Middle School for the Arts (AMSA) celebrated the success of two teams of sixth grade students. A team advised by Krista Wyvell-Fink includes Gretchen Mugglin, Melory Maas, Grant Fink, Ella Beck and Cooper Lindberg. The AMSA team led by Vickie Ridgley includes team members Tabitha Bach, Kennedy Determan, Jade Roland, and Jordan Ridgley.

Roosevelt Middle School (RMS) also celebrated the success of two teams of students including a team of students in all grades led by Karen Meyers that included Garrett Anderson, Elijah Henderson, Benjamin Meyers, Gabrielle Meyers, Samuel Meyers, Marin Taylor and Christopher Vo. Kristi Costa serves as an advisor for a team of sixth grade students that includes Lorelei Larson, Brielle Peterman, Brooke Nowicki, Danielle Brunette, and Hailey Floding.

Blaine High School advanced three teams to the Global Finals. Advisory Doug Boormans team includes Katie Sigler, Brittney Allen, Mackenzie Allen, Mikayla Ryan, Josh Dischinger, Catherine Getty, and Cooper Allen. Lindsey Meyers, Samantha Lund, Victoria Rustad and Rebecca Serbus are a team of senior competitors who are advised by Melissa Meyers. A sophomore team under the direction of Lauri Anderson includes members Allison Mooney, Jordan Anderson, Lindsey Anderson and Mackenzie Meyers.

Jeff Simon moved and Nicole Hayes seconded the motion to approve the following consent agenda items.

5. Awarded the Asbestos Abatement for the Anoka Middle School-Fred Moore Campus to Titan Environmental, Inc., of Forest Lake, MN for the amount of $123,306.

6. Awarded the Parking Lot Expansion at Sand Creek Elementary to T.A. Schifsky & Sons, Inc., of North St. Paul, MN, for the amount of $244,142.

7. Approved the changes in High School Collaboration Time.

8. Approved the PSEO contract Anoka-Hennepin School District with North Hennepin Community College.

9. Approved the lease agreement for Mariucci Arena on the campus of the U of M for three high school graduations: Coon Rapids HS, Andover HS and Champlin Park High School.

10. Awarded the bids for MSFBG Food and Non-Food Items for a one year contract.

Motion passed.

Student Zach Paul encouraged the School Board to maintain and improve college readiness efforts for students.

Superintendent Law gave a report to the Board and reviewed the Board calendar. After all the recognitions this evening Superintendent Law stated, We have a lot to be proud of. Wednesday, April 27, is the Above and Beyond event recognizing nine staff members. One of the staff members being honored is Jon Mathisen who performed CPR at the Recognition Event honoring staff with 25 years or more of service. May 5th is an Indian Education Senior Honoring Celebration. May 6 is the Athena Awards honoring female student athletes and the final Coffee with the Superintendent will be held on May 7 at Broncos in Anoka.

Noah Atlas, director of child nutrition, presented an overview of the financial position of the child nutrition budget and outlined steps necessary to maintain a strong position. Atlas proposed increasing meal prices by .15 cents for the 2016-17 school year, which if approved would set rates at $2.35 for elementary and $2.50 for secondary students. This adjustment would maintain Anoka-Hennepins meal pricing at the lower portion of the range in comparison with surrounding districts. The board held discussion with action on this item anticipated at the next School Board meeting.

Dr. Jinger Gustafson, associate superintendent for middle schools, introduced a team that included Marsha Polys, assistant director of special education, Erin Jensen, special education program manager, Kari Rock, principal of Northdale Middle School, and Dr. Kim Gibbons, Center for Applied Research and Educational Improvement at the University of Minnesota (CAREI). The presentation centered on a two-tiered approach to addressing special education staffing. A recommendation to provide additional support for students and teachers for the 2016-17 school year, along with the commissioning of an audit of services intended to provide long-range direction to the effective delivery of special education services. Chair Heidemann moved to approve and Bill Harvey seconded the motion. Motion carried.

The School Board approved a series of resolutions and accepted a report on employee matters consistent with Minnesota law and past School Board procedures.

RESOLUTION DISCONTINUING AND REDUCING

EDUCATIONAL PROGRAMS AND POSITIONS

Member Heidemann introduced the resolution and moved its adoption:

WHEREAS, the School Board of Anoka-Hennepin Independent School District No. 11 has directed the administration to make recommendations for reductions in programs and/or positions, and

WHEREAS, said recommendations have been received and considered by the School Board,

BE IT RESOLVED by the School Board of Anoka-Hennepin Independent School District No. 11 as follows:

That the following positions be discontinued effective at the close of the current 2015-2016 school year:

whereupon said resolution was declared duly passed and adopted.

RESOLUTION RELATING TO THE TERMINATION AND NON-RENEWAL OF TEACHING CONTRACTS OF PROBATIONARY TEACHERS

Member Heidemann introduced the resolution and moved its adoption

WHEREAS, the following persons are probationary teachers in Anoka-Hennepin Independent School District No. 11,

WHEREAS, the financial condition of the school district dictates that the school board must reduce expenditures immediately, and

WHEREAS, there has been a reduction in student enrollment and,

WHEREAS, said recommendations have been received and considered by the School Board,

BE IT RESOLVED by the School Board of Anoka-Hennepin Independent School District No. 11 that pursuant to Minnesota Statute 122A.40, Subdivision 5, the teaching contracts of the following probationary teachers in Anoka-Hennepin Independent School District No. 11 are hereby terminated at the close of the current 2015-2016 school year.

BE IT FURTHER RESOLVED that written notice be sent to said teachers regarding termination and nonrenewal of their contracts, as provided by law. That the motion for the adoption of the foregoing resolution was duly seconded by Board Member Fields and upon vote being taken thereon, the following voted in favor: Fields, Harvey, Hayes, Heidemann and Simon and the following voted against: None whereupon said resolution was declared duly passed and adopted.

PROPOSED RESOLUTION TO RESCIND THE INCLUSION OF CERTAIN TEACHERS

NAMES IN RESOLUTION TERMINATING PROBATIONARY TEACHERS

Member Heidemann introduced the resolution and moved its adoption:

WHEREAS, the School Board of Anoka-Hennepin Independent School District No. 11 adopted a resolution to terminate the teaching contract(s) of the following probationary teacher(s) at the close of the 2015-16 school year pursuant to Minnesota Statute 122A.40, Subdivision 5,

BE IT RESOLVED that the following name(s) be rescinded from the resolution to terminate probationary teacher(s) effective at the close of the 2015-2016 school year.

That the motion for the adoption of the foregoing resolution was duly seconded by Member Hayes and upon vote being taken thereon, the following voted in favor, Fields, Harvey, Hayes, Heidemann and Simon and the following voted against None.

Whereupon said resolution was declared duly passed and adopted.

The School Board received a listing of personnel whose services are self-terminating for 2015-2016 school year. This document is for board information and no action was required.

Chair Heidemann proposed under Minnesota State Law 13D.03 sub 1 that they move into a closed session to deal with matters of labor negotiations and that will take place after a closed session on matters of data privacy. The closed session will be held in the Michael Sullivan Room. William Fields seconded the motion. The motion carried. Chair Tom Heidemann recessed the meeting at 8:48 p.m. The meeting reconvened in closed session at 8:55 p.m. to discuss matters requiring data privacy.

Jeff Simon moved and Nicole Hayes seconded the motion to expel student number one for one year, the student being allowed to return on probation on December 6, 2016, to an Anoka-Hennepin High School determined by District Administration. Jeff Simon called the roll. The following voted in favor of the motion: Tom Heidemann, Nicole Hayes, William Fields, and Jeff Simon. Bill Harvey abstained. There being four votes for and no votes against the motion, the motion passed.

William Fields moved and Jeff Simon seconded the motion to expel student number two for one year, the student being allowed to return on probation on December 6, 2016. Jeff Simon called the roll. The following voted in favor of the motion: Tom Heidemann, Nicole Hayes, Jeff Simon Bill Harvey, and William Fields. There being five votes for and no votes against the motion, the motion passed.

The meeting reconvened in open session at 9:23 p.m.

The meeting reconvened in open session at 10:17 p.m. Bill Harvey moved and Nicole Hayes seconded the motion to adjourn the meeting. Motion passed.
