The Department of Justice (DOJ) has found probable cause to file a case of kidnap-for-ransom with homicide against those who abducted Korean national Jee Ick Joo last October 18 in Angeles City, Pampanga.
Prosecutor General Victor Sepulveda has approved a resolution for the indictment of case suspects SPO3 Ricky Sta. Isabel, SPO4 Roy Villegas, Ramon Yalong and “John Does” identified only through aliases “Pulis”, “Jerry”, “Sir Dumlao”, and “Ding”.
“As the victim was killed during and in the course of his detention, respondents who acted in conspiracy are liable for the special complex crime of kidnapping for ransom with homicide,” the DOJ resolution read.
The DOJ used as basis the sworn statements of Jee’s maid, Marisa Morquicho, and Villegas.
Morquicho recounted in her sworn affidavit that she her employer Jee were taken on October 18 from his house in Friendship Plaza Subdivision, Angeles City.
She was later released the following morning in Cubao, Quezon City.
Last January 16, Villegas and PO2 Christopher Baldovino, both members of the Philippine National Police-Anti-Illegal Drugs Group (AIDG), approached the PNP Anti-Kidnapping Group (AKG) for protection.
While Villegas and Baldovino admitted to being involved in the abduction, both claimed the they were made to believe by Sta. Isabel that they were conducting legitimate anti-illegal drugs operations.
