DONALD TRUMP continues his “Thank You Tour” today in North Carolina. He goes to Iowa Thursday and Michigan Friday. TODAY IN TRUMP TOWER: Rex Tillerson, the CEO of Exxon; D.C. Mayor Muriel Bowser; Iowa Gov. Terry Branstad; radio host Laura Ingraham. Tillerson is in the mix for secretary of state; Branstad for ambassador to China, and Ingraham, perhaps for White House press secretary.
VP-elect MIKE PENCE told reporters in Trump Tower that there will be more announcements on administration jobs later this week. He’s on “Morning Joe” around 7:30 a.m.
NEW POLITICO/MORNING CONSULT POLL -- BROAD SUPPORT FOR TRUMP’S ATTACKS ON OUTSOURCING
-- HIKE TAXES ON COMPANIES THAT SHIP JOBS OVERSEAS. Donald Trump has massive support if he wants to tax companies that ship jobs overseas. 74% of voters say they support that, and 71% support cutting taxes for businesses that bring manufacturing jobs back to the U.S.
-- COMPANIES THAT OUTSOURCE JOBS ARE IN TROUBLE. 73% say they’d have a less favorable view of a company that ships jobs overseas.
-- THE CARRIER DEAL. 59% are aware of the deal Trump cut to force Carrier to keep some 1,000 jobs in the U.S. 60% say it gives them a more favorable view of Trump.
-- INVOLVEMENT WITH PRIVATE COMPANIES. 51% say it’s acceptable for the president and VP to directly negotiate with private business; 62% say it’s acceptable to offer tax breaks or other incentives to companies so they keep jobs in the U.S; 60% say it’s acceptable to offer government contracts to companies that keep jobs in the U.S.
-- ROMNEY FOR SECRETARY OF STATE. 35% say Mitt Romney would make a better secretary of state, while 31% selected Rudy Giuliani. Among Republicans, 41% want Giuliani, and 39% want Romney.
-- TRUMP FAVORABLES. 48% have a favorable view of Trump, with 48% unfavorable. Read Steve Shepard’s story http://politi.co/2gyxItF
AND/BUT -- House Majority Leader Kevin McCarthy on Monday said what most congressional Republicans are thinking: Hell no, we’re not passing a bill to place tariffs on companies that ship jobs overseas. If you’ve paid attention to Capitol Hill and Republican politics for the last decade or so, you’d know this would be a complete nonstarter. That would, effectively, be seen by many of them as a tax on consumers. Hill Republicans prefer broad tax reform they believe would improve the business climate in the U.S. This whole episode is somewhat stunning, because D.C. Republicans have spent the last decade or so railing against the government cutting individual deals with companies, decrying the idea as crony capitalism. Times have certainly changed and we'll see whether Trump's brand of Republicanism -- which swept him to the White House -- or traditional conservative principles. TRUMP’S WASHINGTON -- “Trump’s GOP takeover begins,” by Alex Isenstadt: “Donald Trump’s takeover of the Republican Party is underway. His staffers are lining up to run for offices up and down the ballot. Loyalists are looking to dislodge state party leaders who are perceived as insufficiently committed to the president-elect. And a top Trump aide has emerged as a leading contender to become the next chairman of the [RNC]. Less than a month after Election Day, the party that once kept Trump at arm’s length is gradually being commandeered by him, a turnabout that GOP establishment forces could have scarcely imagined just a few months ago. ‘Every Republican president since Lincoln remakes the party in their image - and particularly in the case of Trump, who has led a movement, you'll see a lot of candidates,’ said Roger Stone.” http://politi.co/2h13jFq
Biden at the Capitol: "I'm going run in 2020. What the hell." Takes a long pause when asked if he was joking pic.twitter.com/9HIRvJDY7Z
— Chad Pergram (@ChadPergram) December 5, 2016
BIDEN WATCH -- “Biden: ‘I’m not committing to not running’ in 2020,” by Rebecca Morin: “Vice President Joe Biden is leaving his options open for 2020. After presiding over the Senate Tuesday, where a cancer-treatment bill was renamed to honor his late son Beau, Biden spoke to reporters about his final days in the Senate before saying he was ‘going to run again.’ ‘Yeah I am. I am going to run, in 2020,’ he said, with reporters responding with chuckles. When asked what he was going to run for, he said: ‘For president, and also you know what, what the hell man.’ Biden was asked if he was kidding about running. After a pause, he said he was not ‘committing to anything.’” http://politi.co/2g5h4AI
-- FOR THE RECORD: Saying it is highly unlikely that Biden would actually mount a presidential bid in 2020 is an understatement. While the VP toyed with the idea for 2016, he ultimately decided against it after his son’s death. But there are significant operational hurdles for a Biden bid, including the fact that he would have to build a massive fundraising problem. Biden would turn 78 shortly after the 2020 election. HAPPENING TODAY: Biden on Capitol Hill huddling with House Democrats at 10:30 a.m.
TRANSITION WATCH -- “Gen. John Kelly seen as leading contender for DHS,” by Eliana Johnson: “Retired Marine General John Kelly has emerged as the top contender to lead President-elect Donald Trump’s Department of Homeland Security, according to three sources close to the transition. Kelly, 66, whose military career spanned more than four decades, retired earlier this year as the chief of U.S. Southern Command.” http://politi.co/2gfl6tK
NOTHING TO SEE HERE -- “Carson’s nonexistent governing experience? Not a problem,” by Burgess Everett and Seung Min Kim: “Ben Carson has no background in government or housing policy. And that’s just fine with Republican senators responsible for vetting his nomination to lead the Housing and Urban Development Department. Based on early reviews from GOP senators, the retired neurosurgeon is on a glide path to confirmation next year after President-elect Donald Trump selected him Monday to lead the department. Everyone from Trump’s former presidential foes to veteran GOP senators said they have no qualms with Carson’s thin résumé. ... Indeed, in interviews on Monday evening, GOP senators said Carson’s complete lack of government experience could actually be a selling point.” http://politi.co/2g4UGaF

OFA 2.0 -- “New pro-Trump group takes form, with Kellyanne Conway possibly at the helm,” by WaPo’s Matea Gold and Ed O’Keefe: “Senior Trump adviser Kellyanne Conway said in an interview Monday that she is considering leading a group being formed that will provide ‘a surround-sound super structure’ to bolster the new administration’s political and policy goals. ... People familiar with the planning said that some helping organize the as-yet unnamed group have a working motto: ‘Unleash the Potential,’ a moniker to describe the quick start they are expecting of Trump administration and the Republican-led Congress in the first part of 2017.” http://wapo.st/2h1JyzU
WOODWARD WATCH -- “Pentagon buries evidence of $125 billion in bureaucratic waste,” by WaPo’s Craig Whitlock and Bob Woodward: “The Pentagon has buried an internal study that exposed $125 billion in administrative waste in its business operations amid fears Congress would use the findings as an excuse to slash the defense budget, according to interviews and confidential memos obtained by The Washington Post. Pentagon leaders had requested the study to help make their enormous back-office bureaucracy more efficient and reinvest any savings in combat power. But after the project documented far more wasteful spending than expected, senior defense officials moved swiftly to kill it by discrediting and suppressing the results. The report, issued in January 2015, identified ‘a clear path’ for the Defense Department to save $125 billion over five years. ... The data showed that the Defense Department was paying a staggering number of people — 1,014,000 contractors, civilians and uniformed personnel — to fill back-office jobs far from the front lines.” http://wapo.st/2h0IZ75
HAPPENING TODAY -- “Pence to keynote Heritage Foundation event at Trump’s D.C. hotel,” by Shane Goldmacher: “The Heritage Foundation has reserved the ‘presidential ballroom’ at President-elect Donald Trump’s Washington D.C. hotel on Tuesday for an event to honor some of the group’s top donors — those who give at least $1,000 annually. And who keynoting the evening event at Trump’s hotel? None other than Vice President-elect Mike Pence.” http://politi.co/2haBxF1
A BIG DEAL -- “Freedom Caucus opposes GOP’s Obamacare replacement plan,” by Rachael Bade: “The Republican congressman who made his name as the instigator of John Boehner’s ouster last year was set to take the reins of the House Freedom Caucus on Monday night. And first up on Rep. Mark Meadows’ to-do list: Torpedoing GOP leadership’s tentative plans to take as long as three years to replace Obamacare. ‘The proposal ‘will meet with major resistance from Freedom Caucus members,’ the North Carolina Republican vowed in an interview, calling it ‘the first big fight I see coming for the Freedom Caucus.’ ‘It should be repealed and replaced, and all of that should be done in the 115th Congress’ -- the two-year period starting in January through 2018 -- ‘and not left to a future Congress to deal with,’ Meadows added. …
“House leaders will need Freedom Caucus votes for any repeal plan, since Democrats are expected to vote as a bloc against any attempt to overturn or weaken Obama’s signature domestic achievement.” http://politi.co/2h0Spzr
SPOTTED -- Vice President elect Mike Pence and former New Jersey Rep. Mike Ferguson in a suite at the MetLife Stadium for the Jets-Colts game Monday night. Ferguson recommended Pence this summer for the VP job after running into Trump at Trump National in Bedminster, N.J.
JARED KUSHNER PROFILE -- “The Strange, Complex Education of Jared Kushner,” by Vanity Fair’s Emily Jane Fox: “Earlier this year, as his family’s namesake company prepared to partner on a $340 million deal for 733,000 square feet of real estate in downtown Brooklyn, Jared Kushner sounded amazed by the prospect. .... Brooklyn, despite being decades into its evolution from outer borough province to gentrification-on-steroids case study ...appeared to still be something of a mystery to the 35-year-old real-estate executive and newspaper publisher. ‘I’ve been checking out my brother’s company and tech companies and people really seem to love Brooklyn,’ he told a real-estate acquaintance, in disbelief. ‘They live there!’ ...
“[The] real-estate acquaintance [said:] “he thought he was so much smarter than he was. That makes for really dangerous and decisive decisions.’ ... Those who knew Kushner during these formative years wonder if he will make the same mistakes of inexperience and hubris on a far more significant scale. According to a number of people who spoke under the condition of anonymity, out of a desire to keep ties with him or professional obligation, Kushner is a kind, charming, mild-mannered guy who has long been overmatched.” http://bit.ly/2gKWERE
DEAR PEOTUS -- Sen. Steve Daines (R-Mont.) sent Donald Trump a seven-page letter suggesting regulations he should overturn. “One of your driving principles is rolling back the countless Obama administration regulations and policies that have stifled job creation, economic growth, and innovation. I could not agree more that reversing such misguided policies is critically needed.” http://politi.co/2gL0El0
PRESIDENT TRUMP -- “Trump advisors aim to privatize oil-rich Indian reservations,” by Reuters’ Valerie Volcovici: “Native American reservations cover just 2 percent of the United States, but they may contain about a fifth of the nation’s oil and gas, along with vast coal reserves. Now, a group of advisors to President-elect Donald Trump on Native American issues wants to free those resources from what they call a suffocating federal bureaucracy that holds title to 56 million acres of tribal lands.” http://reut.rs/2h0LZQE
PIZZAGATE UPDATE -- “Alleged gunman tells police he wanted to rescue children at D.C. pizza shop after hearing fictional Internet accounts,” by WaPo’s Peter Hermann, Susan Svrluga and Michael E. Miller: “Family and friends said they are struggling to understand how [Edgar Maddison] Welch apparently became so fixated on a fake news story that he drove from North Carolina with a Colt long rifle, a .38-caliber revolver and a shotgun, determined to take action. ... Welch, described by some friends as a devoted father to two young girls, toyed around with filmmaking and writing, and he had attended a community college. He is an avid hiker.” http://wapo.st/2h0VtLP
-- “[Mike] Flynn under fire for fake news,” by Bryan Bender and Andrew Hanna: “Flynn himself has used social media to promote a series of outrageous conspiracy theories about Hillary Clinton, President Barack Obama and their inner circles in recent months — pushing dubious factoids at least 16 times since Aug. 9, according to a POLITICO review of his Twitter posts. ... [S]ome say Flynn’s fondness for spreading fake news casts doubt on his fitness to serve as the White House’s national security adviser, suggesting that he either can’t spot a blatant falsehood or is just ideologically bent to believe the worst of his perceived enemies.” http://politi.co/2gXSraL … NYT http://nyti.ms/2g51YLA
--“Incoming national security adviser’s son, who peddles conspiracies, has a government transition email,” by CNN’s Andrew Kaczynski: “An email sent to Lt. Gen. Flynn at an address he used for his consulting group bounced back with a message saying, ‘This email account will be suspended indefinitely.’ The email pointed to official .gov emails both the older and younger Flynn. An email to Flynn’s son on his consulting group email, which worked last week, also bounced back.” http://cnn.it/2g4UlVi
TRANSITION WATCH -- “Thiel could gain from Trump transition,” by Tony Romm: “Venture capitalist Peter Thiel has poured money into efforts to boost the digital currency bitcoin, funded startups that aid insurance enrollment under Obamacare and invested in big-data technology that powers new surveillance tools at agencies like the CIA. Now many of the companies he’s supported over the years stand to benefit, at least indirectly, as Thiel works to shape Donald Trump’s emerging Cabinet as a member of the president-elect’s transition executive committee. Since he arrived here at Trump Tower last month, Thiel has worked behind the scenes alongside his close, longtime aides to identify potential candidates for key tech-facing jobs in Trump’s new government.” http://politi.co/2hdxoEs
TOP-ED -- “Why I Will Not Cast My Electoral Vote for Donald Trump,” by Christopher Suprun in the NYT: “I am a Republican presidential elector, one of the 538 people asked to choose officially the president of the United States. ... The United States was set up as a republic. Alexander Hamilton provided a blueprint for states’ votes. Federalist 68 argued that an Electoral College should determine if candidates are qualified, not engaged in demagogy, and independent from foreign influence. Mr. Trump shows us again and again that he does not meet these standards. Given his own public statements, it isn’t clear how the Electoral College can ignore these issues, and so it should reject him.” http://nyti.ms/2gXN3V9
--“[Larry] Lessig, lawyers to offer support to anti-Trump electors,” by Kyle Cheney: “A prominent Harvard University law professor is teaming with a California-based law firm [Durie Tangri] to offer legal support for any members of the Electoral College seeking to oppose President-elect Donald Trump in violation of state law.” http://politi.co/2haFOZe

Louie Gohmert stop smoking ribs on the balcony outside his office. According to media reports, House Speaker Paul Ryan and Republican Whip Steve Scalise are stepping in to defend the Tyler Republican's right to keep and braze ribs in the Washington breeze.
