Good Thursday morning. “SLOW YOUR ROLL.” That’s what top Hill Republicans are saying to those who think there will be a legislative bonanza in the first months of Donald Trump’s presidency. Congress is, by design, a slow-moving institution. The House can move at lightning speed, but the Senate is slower. Much slower. There are always partisan, parochial and personal issues to contend with. Many who are involved in legislative planning say the first 10 weeks will be a slow slog. Control your expectations, D.C.

-- AN INFRASTRUCTURE/TAX PACKAGE WILL TAKE LONGER THAN YOU THINK: It could take several months, in fact, people close to the process say. Don’t expect Trump’s top priority to pass and become law within weeks of him taking the White House. Writing legislation of that size and complexity is extraordinarily challenging and time consuming. Many people envision that the bill will be offset by bringing $200 billion in corporate cash stuck overseas, plus another few hundred billion from elsewhere. Maybe! But one thing is clear: Trump’s dream of a $1 trillion infrastructure bill is that -- a dream. It’s likely to be smaller -- a lot smaller. Trump likes big, round numbers, which might help to explain the price tag his people are talking about, Capitol Hill insiders say. Could a package like this get enacted into law in the first six months? Maybe! But there is no timeline just yet. Anyone who tells you otherwise is not involved in the decision-making process.

-- OBAMACARE REPEAL WILL TAKE TIME: To repeal Obamacare using reconciliation -- the budget tool Democrats used to pass it -- both the Senate and the House must pass budgets. Remember how tough that is? The House didn’t even pass a budget this year. Then committees have to produce their own reconciliation legislation. Then it goes to a vote. This won’t be done on Day One -- it will take some time and thought. Republicans also need to come up with a replace bill. That’s not easy. Jen Haberkorn on the contours of Obamacare reform: http://politi.co/2fjxsxV

-- REPEALING REGULATIONS IS AN EARLY TARGET: The Congressional Review Act allows Congress to repeal some Obama-era rules with just 51 votes in the Senate. But the rule has to have been enacted in the previous 60 legislative days. That’s one area of low-hanging fruit for congressional Republicans, who will want to put points on the board immediately in Trump’s Washington.

MIKE PENCE is meeting with Senate Majority Leader Mitch McConnell (R-Ky.) and Speaker Paul Ryan (R-Wisc.) today. He is also scheduled to meet Senate Minority Leader Chuck Schumer (D-N.Y.) and House Minority Leader Nancy Pelosi (D-Calif.).

DONALD TRUMP is expected to come to the Hill to meet with congressional Republicans before he is inaugurated as president.

TRUMP TOWER VISITS -- JAPANESE PRIME MINISTER SHINZO ABE is coming to New York today to meet with Trump. NYT on why he's coming http://nyti.ms/2fIp7Es ... S.C. GOV. NIKKI HALEY will be in Manhattan today also meeting with the president elect. Charleston Post and Courier http://bit.ly/2eJd8cZ

WHAT A DEAL -- The RNC is offering hotel rooms for the party’s annual meeting and inauguration at the Omni Shoreham to "committee members, executive directors and state party staff at a discounted rate starting at $569 per night.” The Marriott Courtyard at Dupont Circle -- another option -- is $399 per night, and the JW Marriott, right next to the White House, will cost committee members $899.

DEM STRATEGERY -- “Senate Democrats’ Surprising Strategy: Trying to Align With Trump,” by NYT’s Jennifer Steinhauser: “Congressional Democrats, divided and struggling for a path from the electoral wilderness, are constructing an agenda to align with many proposals of President-elect Donald J. Trump that put him at odds with his own party. On infrastructure spending, child tax credits, paid maternity leave and dismantling trade agreements, Democrats are looking for ways they can work with Mr. Trump and force Republican leaders to choose between their new president and their small-government, free-market principles.

“Senator Chuck Schumer of New York, elected Wednesday as the new Democratic minority leader, has spoken with Mr. Trump several times, and Democrats in coming weeks plan to announce populist economic and ethics initiatives they think Mr. Trump might like. Democrats, who lost the White House and made only nominal gains in the House and Senate, face a profound decision after last week’s stunning defeat: Make common cause where they can with Mr. Trump to try to win back the white, working-class voters he took from them, or resist at every turn, trying to rally their disparate coalition in hopes that discontent with an ineffectual new president will benefit them in 2018.” http://nyti.ms/2g1hYAj

ALL IN THE FAMILY -- “Donald Trump’s Son-in-Law, Jared Kushner, Could Get Key White House Role: The real-estate developer and husband of Ivanka Trump mulls prospect of being senior adviser or special counsel,” by WSJ’s Monica Langley: “Jared Kushner, who has emerged as a lightning rod as departures have mounted in recent days from the team vetting possible appointees, is being pushed to join the president’s inner circle by new White House chief of staff Reince Priebus and presidential counselor Stephen Bannon, these people say. Mr. Kushner is regarded as Mr. Trump’s eyes and ears inside the evolving presidential transition. He is weighing formally joining his father-in-law in the White House, people familiar with the transition say. The 35-year-old Mr. Kushner would have a role in the White House along the lines of senior adviser or special counsel. He also is weighing the option of maintaining an influential role informally, without an official White House post, according to people familiar with his thinking.” http://on.wsj.com/2eIOQjr

AND/BUT -- Alex Isenstadt and Darren Samuelsohn: “Kushner’s White House appointment would likely set off legal challenges over its potential violation of federal anti-nepotism law, according to both GOP and Democratic lawyers. ‘We’re not talking about Kushner running a side task force here. We’re talking about a regular staff job. This falls right in the bull’s eye of the statute. I think it’s illegal,’ said Norm Eisen, the former chief ethics lawyer in the Obama White House. Added Richard Painter, who had a similar post in the George W. Bush White House, ‘He cannot take a take a job in the White House. Highly inappropriate … I don’t know why they think they can. Just read the language in the statute.’” http://politi.co/2f3pJTL

FLASHBACK -- Bush 41 to Bush 43 on May 9, 1998: “My plea is this: please do not contact any federal agency, department or anything. A call from a ‘Bush’ will get returned, but there is a great likelihood it will be leaked; maybe deliberately misinterpreted.” http://politi.co/2gl84Na

TRANSITION PLAYERS -- “In Trump’s Washington, rival powers and whispers in the president’s ear,” by WaPo’s Phil Rucker and Bob Costa: http://wapo.st/2gjxVEB

DRAIN THE SWAMP! -- “Trump team announces tough lobbying ban,” by Isaac Arnsdorf: “President-elect Donald Trump’s transition team on Wednesday announced that it will require incoming officials to terminate their lobbying registrations, and agree not to lobby again for five years after leaving the administration. Anyone joining the transition or the administration will have to sign the following pledge: ‘By signing below I hereby certify that I am not currently registered and reporting as a federal lobbyist as defined by the Lobbying Disclosure Act as amended or as a compensated lobbyist at the state level in any state.

“If I was listed as lobbyist in the most recent lobbying disclosure forms or reported to be filed by federal or state law, I hereby notify the president-elect’s transition team that I have filed the necessary forms to the appropriate government agency to terminate my registered lobbyist. I will provide the transition team with written evidence of my federal or state lobbyist termination as soon as possible.’ ‘The key thing for this administration is going to be that people going out of government won’t be able to use that service to enrich themselves,’ Republican National Committee chief strategist Sean Spicer said during the call. After the call, he rejected a suggestion that the post-employment ban could hinder the transition team’s ability to recruit qualified applicants.” http://politi.co/2fHZOm4

-- WHAT THIS MEANS: This move will undoubtedly create a smaller pool of Republicans willing to go into a Trump administration. Several lobbyists said that while they were still considering going in, the lobbying ban would affect their thinking.

BUT, BUT, BUT... -- “Ryan halts GOP push to restore earmarks,” by Rachael Bade and Ben Weyl: “Speaker Paul Ryan suddenly halted a proposal to restore congressional earmarks when it looked likely that the House Republican Conference would signal its support for the plan during a closed-door vote Wednesday, according to sources in the room. The Wisconsin Republican stepped in and urged lawmakers not to decide on the matter at this time, arguing that Donald Trump had just won the election on a pledge ‘drain the swamp’ of Washington. Ryan said it be improper for lawmakers to re-institute earmarks in a secret-ballot election, the sources said.” http://politi.co/2g1cuFG

-- OUR TAKE: Ryan’s move to pull the proposal is a short-term solution that was cheered by the rank and file. Look for House Republicans to take up the matter in early 2017 -- Ryan promised action in the first quarter of the year. Our bet: Earmarks, in some form, will be back.

TRANSITION WATCH -- “Trump team’s agency work stalls over missing paperwork,” by Nancy Cook: “The Trump transition team has not yet made contact with its counterparts in federal agencies because it hasn't filed the proper paperwork with the Obama administration — a move that's causing a huge lag for Team Trump in setting up its government. To get access to the agencies and receive briefings, the Trump transition needs to give the White House its code of ethics, a list of its transition team members and an acknowledgment that the team members have signed the code. None of this has been filed — and it leaves the federal agencies in limbo, wondering and waiting when the new boss and his people will show up.” http://politi.co/2fjz7DS

PLOT THICKENS FOR HOUSE DEMS -- “Crowley wooed for challenge to Pelosi,” by John Bresnahan, Heather Caygle and Anna Palmer: “New York Democrat Joe Crowley is being urged by a group of rebellious House Democrats to challenge Nancy Pelosi for minority leader, but he has not made any decision to do so a this time, according to Democratic lawmakers and aides. Crowley, 54, would not be able to beat Pelosi. But if he formally ran against her, it would a blow to Pelosi, who has faced serious dissension within Democratic ranks since the party's poor showing on Election Day. Pelosi, 76, has not faced any real threat to her hold on power in the last half-dozen years, especially from someone like Crowley, who is widely liked and respected within the Democratic Caucus. The New York Democrat's office would not comment on a possible bid for the minority leader post. Crowley right now is running for Democratic Caucus chairman, the number four spot on the leadership ladder.” http://politi.co/2f36tpD

CLICKER -- “The Two Americas of 2016,” by NYT’s Tim Wallace: “For many Americans, it feels as if the 2016 election split the country in two. To visualize this, we took the election results and created two new imaginary nations by slicing the country along the sharp divide between Republican and Democratic Americas.” http://nyti.ms/2glbTlv

IF YOUR READ ONE THING -- “Theranos Whistleblower Shook the Company—And His Family: Tyler Shultz says he wanted to shield reputation of former Secretary of State George Shultz, a Theranos director and his grandfather; $400,000 in legal fees,” by WSJ’s John Carreyrou: http://on.wsj.com/2gjwhTj

PRESIDENT TRUMP -- “Iran deal critics to Trump: Please don't rip it up: They hated the nuclear agreement. But now they’re urging Trump not to kill it,” by Nahal Toosi: “As the reality of Donald Trump’s White House win sinks in among nuclear deal opponents, some are insisting that pulling out of the agreement is unwise. Instead, they say, Trump should step up enforcement of the deal, look for ways to renegotiate it, and pursue measures to punish Iran for its non-nuclear misbehavior. Such a multi-pronged, get-tough approach may even give Trump cover to fend off any criticism he may get for keeping the deal.” http://politi.co/2fZKNPA

SHE’S BACK! -- “Clinton urges supporters to ‘fight for our values,’” by Gabe Debenedetti: “Hillary Clinton urged her supporters on Wednesday night to persevere in the face of her shocking electoral loss, speaking in Washington at her first public appearance since she conceded the presidential election to Donald Trump last week. ‘I know this isn’t easy, I know that over the last week a lot of people have asked themselves if America is the country we thought it was,’ said the former secretary of state, bringing the mid-size Newseum auditorium to a standstill with her emotional address that she capped off by imagining a conversation with her now-deceased mother. ‘Please listen to me when I say this: America is worth it. Our children are worth it. Believe in our country. Fight for our values. And never, ever give up.’” http://politi.co/2gl2tqd

EXIT INTERVIEW -- “‘I can’t help you anymore’: What it’s like to pack up and leave after decades in Congress,” by LA Times’ Sarah D. Wire: “Around their Capitol Hill offices, sticky notes mark items already claimed by family or staff, and stacks of frames wait to have their contents removed for easier transport. Boxes wait to hold mementos of the California Democrats’ decades in Washington. Piece by piece, [Lois] Capps, first elected in 1998, and [Sam] Farr, elected in 1993, are going through the arduous process of deciding what to keep, what to donate to university archives and what to throw away. ‘You walk in here and it looks like a dormitory after finals,’ Farr said, saying it has been a bit awkward when people visit.” http://lat.ms/2fziKWw

DEEP DIVE -- “Titanpointe: The NSA’s Spy Hub in New York, Hidden in Plain Sight,” by The Intercept’s Ryan Gallagher and Henrik Moltke: “An investigation by The Intercept indicates that the skyscraper [in lower Manhattan at 33 Thomas Street] is more than a mere nerve center for long-distance phone calls. It also appears to be one of the most important National Security Agency surveillance sites on U.S. soil — a covert monitoring hub that is used to tap into phone calls, faxes, and internet data.” http://bit.ly/2g1fIcq

MEDIAWATCH -- “Ritual of Ever-Present Coverage May Not Pass Muster With Trump,” by NYT’s Michael M. Grynbaum: “‘My friends who cover the White House say that the Obama administration was probably the most closed administration that they have ever tried to cover,’ said Sally Quinn, the longtime chronicler of Washington media and society. ‘They ain’t seen nothing yet.’ The challenge now for the Washington press corps may be convincing the broader public that these decades-old protocols still matter even in an age of instant communication tools like Twitter that bypass traditional news outlets, and in the face of a groundswell of public skepticism toward the establishment press.” http://nyti.ms/2f77e3S

Through it all, I’ve come to see how human nature is universal. People continue to behave in both altruistic and destructive ways. REMEMBERING LEON BILLINGS -- Jeff Peterson posts on Facebook: “Leon was a wonderful man and a wonderful friend. He went way too early and he will be missed. Most people don't know the incredible effect he had on America. American air and water is much cleaner than it otherwise would have been. Even as a staffer he was willing to buck heads with the ‘old bulls’ such as John Dingell and come out on top. And [I] wish [I] had been a fly on the wall when he was the top dog at the State Department for Secretary Muskie. I’ll bet the striped pants set over there had their hands full with him. What a great Democrat. What a sense of humor. He was special. Leon, my friend, at least you won't have to be around to watch Trump try to undo all the good things that have been accomplished. Maybe you can thrown down a few lightning bolts on high, strategically placed.”
