Good Thursday morning. “SLOW YOUR ROLL.” That’s what top Hill Republicans are saying to those who think there will be a legislative bonanza in the first months of Donald Trump’s presidency. Congress is, by design, a slow-moving institution. The House can move at lightning speed, but the Senate is slower. Much slower. There are always partisan, parochial and personal issues to contend with. Many who are involved in legislative planning say the first 10 weeks will be a slow slog. Control your expectations, D.C.
-- AN INFRASTRUCTURE/TAX PACKAGE WILL TAKE LONGER THAN YOU THINK: It could take several months, in fact, people close to the process say. Don’t expect Trump’s top priority to pass and become law within weeks of him taking the White House. Writing legislation of that size and complexity is extraordinarily challenging and time consuming. Many people envision that the bill will be offset by bringing $200 billion in corporate cash stuck overseas, plus another few hundred billion from elsewhere. Maybe! But one thing is clear: Trump’s dream of a $1 trillion infrastructure bill is that -- a dream. It’s likely to be smaller -- a lot smaller. Trump likes big, round numbers, which might help to explain the price tag his people are talking about, Capitol Hill insiders say. Could a package like this get enacted into law in the first six months? Maybe! But there is no timeline just yet. Anyone who tells you otherwise is not involved in the decision-making process.
-- OBAMACARE REPEAL WILL TAKE TIME: To repeal Obamacare using reconciliation -- the budget tool Democrats used to pass it -- both the Senate and the House must pass budgets. Remember how tough that is? The House didn’t even pass a budget this year. Then committees have to produce their own reconciliation legislation. Then it goes to a vote. This won’t be done on Day One -- it will take some time and thought. Republicans also need to come up with a replace bill. That’s not easy. -- REPEALING REGULATIONS IS AN EARLY TARGET: The Congressional Review Act allows Congress to repeal some Obama-era rules with just 51 votes in the Senate. But the rule has to have been enacted in the previous 60 legislative days. That’s one area of low-hanging fruit for congressional Republicans, who will want to put points on the board immediately in Trump’s Washington.

WHAT A DEAL -- The RNC is offering hotel rooms for the party’s annual meeting and inauguration at the Omni Shoreham to "committee members, executive directors and state party staff at a discounted rate starting at $569 per night.” The Marriott Courtyard at Dupont Circle -- another option -- is $399 per night, and the JW Marriott, right next to the White House, will cost committee members $899.
DEM STRATEGERY -- “Senate Democrats’ Surprising Strategy: Trying to Align With Trump,” by NYT’s Jennifer Steinhauser: “Congressional Democrats, divided and struggling for a path from the electoral wilderness, are constructing an agenda to align with many proposals of President-elect Donald J. Trump that put him at odds with his own party. On infrastructure spending, child tax credits, paid maternity leave and dismantling trade agreements, Democrats are looking for ways they can work with Mr. Trump and force Republican leaders to choose between their new president and their small-government, free-market principles.

The Wisconsin Republican stepped in and urged lawmakers not to decide on the matter at this time, arguing that Donald Trump had just won the election on a pledge ‘drain the swamp’ of Washington. To get access to the agencies and receive briefings, the Trump transition needs to give the White House its code of ethics, a list of its transition team members and an acknowledgment that the team members have signed the code. But if he formally ran against her, it would a blow to Pelosi, who has faced serious dissension within Democratic ranks since the party's poor showing on Election Day. Pelosi, 76, has not faced any real threat to her hold on power in the last half-dozen years, especially from someone like Crowley, who is widely liked and respected within the Democratic Caucus. The New York Democrat's office would not comment on a possible bid for the minority leader post.
