DEVELOPING …. BARACK OBAMA TWEAKS SCOTT BROWN …. President Barack Obama's weighing in on what could turn into the hottest U.S. Senate battle this year. When asked during an interview Wednesday with New England Cable News whether former Massachusetts Sen. Scott Brown - who's taken an important step towards running for the Senate this year in neighboring New Hampshire - is the kind of moderate Republican needed on Capitol Hill, the President said he'll wait to comment until Brown formally announces his candidacy. – Paul Steinhauser
"I'd be happy if Scott Brown wants to move down to Texas. You know, we could always use some moderate Republicans in other parts of the country."

…AND BROWN JUMPS AT THE ATTENTION: “President Obama and Jeanne Shaheen are joined at the hip. If it wasn't for Jeanne Shaheen, Obamacare would not have become the law of the land. He is going to do everything he can to help Jeanne Shaheen in this election, and today I am inviting her to bring him to New Hampshire to defend their health care law. Nothing will stop me from continuing to tell the truth about this disastrous health care law and its negative effects on the people of New Hampshire.”
DEVELOPING …. RAND PAUL ASKS FOR A DIFFERENT REPUBLICAN PARTY … Rand Paul put a new spin on a familiar refrain that the Republican Party needs to broaden its base. In a speech at UC Berkeley on Wednesday, he compared the GOP's need for change to a recent Domino's Pizza's campaign to improve the taste of its crust.
“The Republican Party is, I’ve said, they have to either evolve, adapt, or die. You know it’s a pretty harsh thing. …I was telling someone the other day, remember Domino’s finally admitted they had bad crust. I think the Republican Party admitted, ‘OK, bad crust.’ We need a different kind of party.” – Dana Davidsen
John King’s Take: “HE’S THE ONE REPUBLICAN RIGHT NOW WHO’S PLAYING OUTSIDE THE BOX” … “He understands the demographic problem they have, maybe not in the primaries, but to win a presidential election. It’s pretty hard to see the Republicans winning a presidential election if they don’t do a little better among African-Americans, somewhat better among Latinos, among college students, among college-educated women.”
THE BUZZ … PRESIDENT OBAMA ZINGS ELLEN'S OSCAR SELFIE: 'IT WAS A PRETTY CHEAP STUNT' … In his first “Ellen Show” appearance as president, Barack Obama mocked host Ellen DeGeneres for her record-breaking Oscar selfie, calling it a “cheap stunt.” DeGeneres apologized to the President for breaking his record for the most re-tweeted picture in history. “I thought it was a pretty cheap stunt myself,” Obama joked, “Getting a bunch of celebrities in the background, feeding them pizza.” – Adam Aigner Treworgy
MARKET WATCH: U.S. stocks end higher in the wake of Fed comments. Dow gains 109 points. S&P 500 rises 0.6%. NASDAQ adds 0.3%.

The former President tells Fortune: “Leadership means bringing people together in pursuit of a common cause, developing a plan to achieve it, and staying with it until the goal is achieved. When Madoff strolled in the visitation room for the interview with a guard through a green patio enclosed by a chain-linked fence and barbed wire — the sunshine bringing out a dark tint in his glasses — he looked at ease and comfortable. Security at the facility is relaxed — inmates sleep with their doors unlocked. Madoff fills out his khaki uniform and doesn’t appear to have lost weight. As Americans for Prosperity emerges as a dominant force in the 2014 midterm elections, spending up to 10 times as much as any major outside Democratic group so far, officials of the organization say their effort is not confined to hammering away at President Obama’s Affordable Care Act. They are also trying to present the law as a case study in government ineptitude to change the way voters think about the role of government for years to come. – Carl Hulse and Ashley Parker
