As we head into the final weekend before the election, a number of folks have been asking me how they should vote. I won't tell you how to vote, but I have gathered a pretty good amount of information on the candidates and the California propositions. Note that there are a number of Democrat vs. Democrat races. This is the result of the destructive open primary policy.
To help with your journey, I have also included the links to many of the websites I've used, but be aware, when it comes to the people, in most cases, the information is based on my personal meetings with them.
State of California Propositions:
Prop. 51 — Bonds for School Facilities - No
Backed by homebuilders and construction trade unions. Moves cost of providing new schools from developer fees to taxpayers. Funds not reserved for schools in area of taxpayers, but to schools quickest to apply and favorites of politicians.
Prop. 52 — Private Hospital Fees for Medi-Cal - Many Republican Organizations: Yes, Redlands Tea Party and Banning-Beaumont-Cherry Valley Tea Party: No
Locks in the existing hospital fee program, and prevents legislators from keying in on the money and stealing from the funds. However, it will also provide funding to assist in supporting Obamacare.
Prop. 53 — Public Vote on Revenue Bonds - Yes
Establishes requirement of voter approval before the State can borrow $2 billion or more for State projects – like a Delta Tunnels project in the planning. Currently, voter approval is not required for revenue bonds.
Prop. 54 — Changes to the Legislative Process - Yes
Creates government transparency, and stops last minute laws. Stops backroom process to pass laws, and then slamming new language into an unrelated bill as an amendment (known as gut-and-amend).
Prop. 55 — Extend Tax on High Income - No
12-year extension of “emergency” 6 year temporary tax increase on high-earners, and a quarter-cent sales tax increase. In 2012 claimed to be needed to avoid drastic cuts to school funding. Funding to schools has increased, but now they want to extend the “temporary” tax and higher sales tax for 12 more years.
Prop. 56 — Tobacco Tax - No
$2 tax increase on tobacco products and extension of tobacco taxes on non-tobacco e-cigarettes. Money is not earmarked, will go to general fund. Claims re the money will go to anti-smoking campaigns and Medi-Cal’s funding problems.
Prop. 57 — Parole, Sentencing and Court Procedures - No
Opens opportunity for early release of State prison inmates, including those with prior violent offenses. Will place more criminals on the streets and endanger our neighborhoods.
Prop. 58 — English Language Education - No
Repeals 1998 English for the Children Act which has resulted in higher test scores. Act that would be repealed ended bilingual education and forced a million Spanish-speaking students to immerse themselves in English.
Prop. 59 — Political Spending Advisory Question - No
State version of killing Citizens United. Stops entities (corporations) from spending unlimited money on political ads. Does not apply to unions.
Prop. 60 — Condoms in Adult Films - No
When Los Angeles passed this law, it killed millions of dollars of business in the State. Though one may not support the adult film industry, when that much money and business leaves the State, we all feel it. It would also create a new bureaucracy, which means your tax dollars would be used to fund a department tasked with ensuring porn actors are wearing a condom.
Prop. 61 — Prescription Drug Costs - No
Price controls on prescription drugs for some California agencies. Will cause shortages, cost-shifting, and a loss of investment and innovation.
Prop. 62 — Repealing the Death Penalty - No
Repeals the death penalty and changes sentences of all death row inmates to life-without-parole.
Prop. 63 — Gun and Ammunition Sales - No
Assortment of gun control measures, infringing upon an individual’s right to keep and bear arms.
Prop. 64 — Making Recreational Marijuana Legal - No
Legalizes marijuana for recreational use, and creates a massive new State bureaucracy.
Prop. 65 — Money from Carry-Out Bags - No
Requires a ten cent fee for grocery store bags to go to State wildlife conservation fund.
Prop. 66 — Death Penalty Court Procedures - Yes
Would speed up the death penalty in California by making changes to the appeals process in the State.
Prop. 67 — Plastic Bag Ban - No
Approves the State law banning single use plastic grocery bags and mandates a ten cent charge for paper or thicker plastic bags.
