My client seeks an experienced IT Delivery Manager who will be responsible for developing and managing the company's project portfolio, with overall accountability for the analysis, design, development, implementation and continuous improvement of all developed systems. Giving equal consideration to project & portfolio management, the IT Delivery Manager will lead a team of project managers, solution architects, software developers and testers to deliver fit for purpose technology-enabled business change. This is a pro-active role that will involve regular engagement with senior stakeholders across the business.

The role will be responsible for leading change management and software development activities across the business, in particular, managing the prioritisation & approvals process for new initiatives, actively managing the portfolio risk, and the effective day to day management and oversight of project plans and associated technical deliverables from inception to delivery.

The role will also lead the IT engagement with the business for IT related projects, and drive the overall quality of systems, services & processes by managing all design, development, testing & quality assurance activities, conducting effective change & release management, and acting as a gateway to ensure overall quality of project delivery.

Key Responsibilities

Manage and be accountable for change delivery & transition throughout the business.

Work with business functions and department heads to develop, maintain and co-ordinate the project portfolio.

Develop & implement the portfolio management process to drive consistency across the business.

Lead and support effective working practices to deliver business change to time, budget and quality.

Management and oversight of end-to-end project delivery.

Support business case tracking and benefits realisation activities.

Co-ordinate project activities across internal resources and third party suppliers, ensuring that all third party activities are compliant with established standards, policies and processes.

Provide demand & supply management of internal & external resources.

Consistently deliver high quality services to internal & external customers, and seek opportunities to increase customer satisfaction.

Direct project managers towards common processes and effective project delivery, promoting the use of traditional and agile techniques as appropriate.

Develop & implement standardised project management policies, processes, tools and reporting.

Develop & manage the Programme Management Office (PMO).

Drive performance management and reporting against the project portfolio.

Provide project assurance to ensure consistency and quality of delivery to meet internal & external audit requirements, including compliance with industry regulation.

Conduct post-implementation reviews on key projects and regular reviews on processes, fostering a culture of continuous improvement.

Ensure that projects meet the requirements of any established technical design standards.

Review the work of the IT Change Delivery team, recognising system or process deficiencies and giving guidance on technical improvements.

Management of IT Change Delivery resources, ensuring resources are made available and prioritised as appropriate.

Ownership and management of key ITIL processes (Change and Release Management).

Key Responsibilities (Solution Development)

Manage and be accountable for all software development activities within IT.

Develop and implement standardised software development life cycle (SDLC) processes & methodologies, aligned with business analysis and project management processes where appropriate.

Manage software development schedules and review activities within an agile/scrum environment.

Establish technical design standards & principles via the architectural function.

Ensure that solutions meet the requirements of any established technical design standards.

Develop and maintain an in-depth knowledge of core systems & business processes, and how those systems & processes interact for the purpose of end-to-end testing.

Ownership and management of business requirement capture, solution design, development and testing strategies, project/portfolio plans and governance.

Oversee the development of scalable, resilient, responsive, secure & performant business systems.

Liaise with key business stakeholders to ensure appropriate test coverage of functional and non-functional requirements, ensuring that those requirements are met.

Verify and evaluate software development and system testing techniques to improve the use of methods, procedures and adopted tool sets.

Co-ordinate all project and portfolio management activities, including scoping and planning, ensuring work is documented and executed in accordance with internal standards.

Management of project governance and assurance activities with responsibility for the IT control environment, in particular, Route to Live' including source code and configuration management, design/code reviews, unit testing, systems integrations testing and UAT.

Co-ordinate software development and testing activities between internal teams and external service providers and/or strategic business partners.

Co-ordinate UAT activities with the business.

Define & implement suitable metrics for managing software development and testing progress, evaluating the quality of products and services, and tracking defects.

Provide thought leadership on quality innovation opportunities.

Key Skills & Experience

Experience of delivering strategic, large-scale business & IT enabled change programmes.

Experience of working at group level.

Business case, financial & cost modelling experience.

Project portfolio management and prioritisation experience.

PMO experience.

Experience of testing approaches and techniques.

Financial Services experience desirable

Good understanding of ITIL processes, particularly change and release management.

Strong understanding of Agile/SCRUM development techniques.

Strong understanding of Prince II/Waterfall project management techniques.

Awareness of database development, design & administration concepts

Awareness of Microsoft, LAMP environments

Good knowledge of open-source software development toolsets.

Appreciation of testing approaches and techniques.

Appreciation of general cloud computing principles.

Appreciation of ISO27001, ISO20000, ISO 9001 standards.

Appreciation of regulatory requirements.

Qualifications

Degree educated or qualified by experience.

Prince II Practitioner and/or equivalent Agile qualification, eg CSM/PSM.

Minimum five years experience of leading a multi-functional change delivery and/or software development team.

ITIL Foundation Level.
