The City of Pharr (City) is soliciting Statement of Qualifications (SOQ) from a qualified financial advisor or financial advisory firm to prepare all preliminary and final financial applications to the Texas Water Development Board (TWDB), including, but not limited to the Drinking Water State Revolving Fund (DWSRF), associated with its proposed Water System Improvements Project for the City of Pharr.  The anticipated duration of this service contract is 12 months with a tentative starting date of August 15, 2012.  The proposed Water System Improvements Project includes the installation of a transmission main to address low pressure problems in the City’s north side of town as well as possible instrumentation and controls improvements at the booster pump station

Selection and award of this contract is contingent upon funding availability and approval by the Texas Water Development Board (TWDB).

Any contract or contracts awarded under this RFQ are expected to be funded in part by financial assistance from the TWDB.  Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this RFQ, or any resulting contract.  The City reserves the right to negotiate with any and all financial advisory consultants or firms submitting proposals, according to Office of Management and Budget Circular A-102.

This contract is subject to the Environmental Protection Agency’s (EPA) “fair share policy,” which includes EPA approved “fair share goals” for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms in the Construction, Supplies, Equipment, and Services procurement categories.  EPA’s policy requires that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to Minority Business Enterprise and Women-Owned Business Enterprise firms.  Although EPA’s policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of the six affirmative steps.  The current fair share goals for the State of Texas are as follows:

All Federal Acquisition Regulations are applicable to this project, including the U.S. Environmental Protection Agency (EPA) requirements regarding procurement, cost and pricing data, solicitation of Disadvantaged Business Enterprise (DBE) and Equal Employment Opportunity (EEO).  This procurement is subject to procedures and requirements of 40 CFR 31.36.  It is the responsibility of the applicant to make a good faith effort in offering fair opportunity for participation in this project.

The RFQ is available from the City upon request or by picking-up a copy at the address below during regular office hours.  One Original and three (3) copies of the SOQ Package should be submitted by 3:00 pm (CST), Friday, August 3, 2012 in a sealed envelope to the following address and clearly labeled accordingly:
