Design responses to catastrophes such as flooding can lead to solutions that address the problem but ignore and possibly damage the community aspects of the place. Paul Dowsett of SUSTAINABLE.TO Architecture + Building explains his team’s strategy of a framework on which sustainable and energy-independent homes can be built within FEMA flood zones to respond to future storms as well as to preserve community, visual character and pedestrian interaction.
