It is highly significant that the 1993 IRS Closing Agreement repeatedly mentions the Watchdog Committee as a central governing part of CSI, while the Commodore's Messenger Organization Int'l is not even mentioned once.  This strengthens the theory that WDC and CMOI are identical;  CMOI is the named division within CSI where WDC resides and tries to enable the claim that WDC does not exist as a legal entity.[/quote]
