NOTICE TO CONTRACTORS Sealed bids for the construction of Water System Improvements for the City of North Powder will be received by the City Recorder at the North Powder City Hall until 2:00 PM on Thursday, October 10, 2013, at which time bidding will be closed. Pursuant to ORS 279C.370(1) and (2), within two (2) working hours of the Bid Closing all Bidders shall submit to the City a disclosure form as furnished with these bid documents identifying any first-tier subcontractors (those Entities that would be contracting directly with the prime contractor) that will be furnishing labor or materials on the Contract, if awarded, whose subcontract value would be equal to or greater than: * Five percent of the total Contract Price, but at least $15,000, or *$350,000 regardless of the percentage of the total Contract Price. Bids and disclosure forms shall be addressed to Ms. Beth Wendt, City Recorder, City of North Powder, 635 3rd Street, North Powder, Oregon 97867. At 2:00 P.M., bids will be opened and read aloud in the City Hall. Only bids for which a disclosure form has been submitted within two (2) working hours of the Bid Closing date and time will be considered responsive. This project is funded with federal funds from the U.S. Department of Housing and Urban Development Community Development Block Grant Program through the Oregon Business Development Department,s Infrastructure Finance Authority. The Contract will be subject to regulations of the Oregon Bureau of Labor and Industries (BOLI) and the Federal Department of Labor (DOL) and Department of Housing and Urban Development (HUD). This is a public works contract subject to ORS 279C.800 through 279C.870 and the federal prevailing wage rate as required under the Davis-Bacon Act (40 U.S.C.276a). The Contractor shall commence no work under this contract until the Contractor and every subcontractor has a public works bond filed with the Construction Board in accordance with ORS 279C.830 and all other bonding and insurance requirements have been met and a Notice to Proceed has been issued. The scope of work consists of four schedules that will be awarded to one general contractor, including: Schedule “D” - Distribution System Improvements Schedule “R” - 0.15 MG Welded Steel Water Storage Reservoir Schedule “B” - Booster Pumping Station Improvements Schedule “W” - Well Number 5 Construction The general scope of work includes construction of approximately 7,000 lineal feet of 6" and 8" PVC waterlines and installation of automatic reading water meters; construction of a 150,000 gallon welded steel reservoir; rehabilitating the existing booster pumping station by retrofitting a skid mounted jockey booster pumping system; and development of a new 300 gpm well source. The work is estimated to cost approximately $1.4 Million. A non-mandatory prebid conference will be held on at 1:00 PM on September 25, 2013, at the City of North Powder Public Works Shops at 3rd and E Streets. Statements made by the Contracting Agency representative at the Conference are not binding upon the Contracting Agency unless confirmed by written addendum. The City of North Powder reserves the right to reject any or all bids not in compliance with all prescribed public bidding procedures and requirements, may reject for good cause any and all bids upon a finding of the agency it is in the public interest to do so, and may waive all informalities.
