The Allegheny County Sanitary Authority (ALCOSAN) is accepting Proposals from Professional Firms who wish to be considered to provide Professional Services to assist the Authority with the implementation of the Regional Wet Weather Control Plan.

ALCOSAN is a regional publicly owned wastewater treatment works that is under a Consent Decree with the USEPA, USDOJ, PaDEP and ACHD to control or eliminate wet weather discharges of untreated wastewater from Combined Sewer Overflows (CSO) and Sanitary Sewer Overflows (SSO) upstream of its treatment plant. ALCOSAN provides conveyance and treatment services to 83 municipalities in Southwestern Pennsylvania. The municipalities own the local collection sewers and have had separate enforcement actions to address their respective sewer infrastructure. ALCOSAN has proposed an adaptive management strategy to implement the capital improvements with strategic decision points as part of the completion schedule. The plan proposes to construct key segments of large diameter conveyance and storage facilities along portions of the ninety mile ALCOSAN interceptor system and to expand the existing treatment plant. Concurrent to this, local infrastructure improvements are anticipated to reduce the amount of groundwater and stormwater that is entering the respective local collection sewer system and is conveyed to the ALCOSAN system. These improvements will include green stormwater management technologies.

(RFP information is under “Business Opportunities.”)  Final selection will be based on the following evaluation criteria: program approach, qualifications, ability to manage, past performance and related experience and compliance with MBE/WBE goals.

ALCOSAN encourages businesses owned and operated by minorities, disadvantaged and women’s business enterprises to submit qualification statements or to participate as subcontractors or suppliers to the selected Firm(s). The Firm(s) selected shall be required to utilize minority, disadvantaged, and women’s business enterprises to the fullest extent possible.
