A pre-bid conference will be held in Conference Room A, Fourth Floor, in the Landside Building, Pittsburgh International Airport, at 10:00 a.m., on FEBRUARY 5, 2015.

Attention is called to the fact that not less than the minimum salaries and wages, as determined by the Pennsylvania Department of Labor and Industry, must be paid on these projects.

Attention is called to the fact that the Contractor performing the roadway lighting work must be pre-qualified by the Pennsylvania Department of Transportation (PennDOT) for the associated work class codes.

Proposals must be made on the Authority’s form and in accordance with the Plans and Specifications and the “Instructions to Bidders”’.

The non-refundable charge for the Bid Documents and a Disk containing the Plans and Specifications is $150.00; mailing can be arranged for an additional $75.00 charge.

SEWER SEPARATION

The scope of work includes the trenching and construction of sanitary sewer and storm sewer pipe; demolition of obstructions/foundations; construction of manholes; site and street restoration.

All work shall be constructed according to the Contract Drawings and Specifications which are on file at the office of the Owner and Civil & Environmental Consultants (CEC), Inc., 333 Baldwin Road, Pittsburgh, PA 15205-1751.  Bids will be publicly opened and read aloud approximately at 2:00 PM on February 20, 2014 at the office of Civil & Environmental Consultants (CEC), Inc., 333 Baldwin Road, Pittsburgh, PA 15205-1751.

Copies of the Contract Drawings and Specifications may be obtained starting on Monday, February 2, 2015 at noon (12:00 PM) by depositing a non-refundable deposit of One Hundred & Fifty Dollars ($150.00) with the Engineer.

A MANDATORY Pre-Bid Meeting will be held at the site — 4501 Hatfield Street, Pittsburgh, PA 15201 — on Tuesday, February 10, 2015 at 11:00 AM.  Parking will be available near the intersection of 47th Street & Hatfield and a tour of the project area will be provided following the end of the meeting to interested parties.

Bidders are advised that RIDC has obtained funding for this project from the Commonwealth of Pennsylvania’s Water Supply & Wastewater Infrastructure Program (PennWorks) and, as a result thereof, the successful bidder must adhere to certain requirements mandated by the Commonwealth, including, but not solely, the Pennsylvania Prevailing Wage Act and the Public Works Contractors’ Bond Law during project implementation.   All of such requirements are detailed in the bid documents.  Bidders are also encouraged to adhere to the City of Pittsburgh’s Minority Business Enterprises / Women’s Business Enterprises (MBE/WBE) plan that encourages 18% minority & 7% female participation in construction contracts.

The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the RIDC to guarantee the bidder’s entrance into the contract if given the award.  No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.

The RIDC reserves the right to reject any or all bids or to waive any informality in the bidding.  Bids may be held by the RIDC for a period not to exceed sixty (60) days from the date of opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the contract.

In no event will the RIDC consider a contractor as eligible if s/he cannot initiate the work under the contract within 15 days of the contract execution and proceed to the successful completion of the work within one hundred twenty (90) consecutive calendar days of the Notice to Proceed.

No bidder may withdraw a submitted Proposal for a period of 75 days after the scheduled time for opening of the sealed bids.

A Pre-Bid Conference will be held on each of the above items at 9:00AM, January 29, 2015  in the Port Authority’s Board Room at 345 Sixth Avenue, Pittsburgh, PA. Attendance at this meeting is not mandatory, but is strongly encouraged. Questions regarding any of the above bids will not be entertained by the Port Authority within 48 hours of the scheduled bid opening.

These contracts may be subject to a financial assistance contract between Port Authority of Allegheny County and the United States Department of Transportation. The Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations.

Contractor is responsible for expenses related to acquiring a performance bond and insurance where applicable.
