Pre-Conference Workshop:  The Cindy B. Moore Memorial Lecture*

Now That  You’re an RHC, How Do You Stay an RHC?
Speaker: Charles James, MBA, President and CEO, North American Healthcare Management Services

Attendees will learn requirements for an RHC reinspection by state inspectors; components of the RHC regulations and the requirements for updating their Policy and Procedure Manual.  The session will address mock inspections, RHC compliance training, Annual Evaluations and billing.

Medicaid Billing Update

Attendees will get an overview of Medicaid updates to include the following:  Medicaid program, review of Medicaid Policies including eligibility, third-party liability, copayments, and     timely filing; review of RHC billing and enrollment processes; SCDHHS Web Tool Submission; and highlights of relevant policy updates and/or changes.s.

*The Cindy B. Moore Memorial Lecture is dedicated to the South Carolina Office of Rural Health’s long time CFO. Cindy was a champion for rural health issues and dedicated her career to improving access to quality healthcare in rural South Carolina. Cindy passed away in 2012 after a long battle with cancer. This workshop honors her legacy.

Speaker:    R.W. “Chip” Watkins, MD, Senior Physician Consultant, Community Care of NC

The Patient Centered Medical Home model is increasingly being adopted by primary care practices across the nation and the state.  Blue Cross Blue Shield of South Carolina and many SC Medicaid MCOs are currently incentivizing practices that achieve this recognition.  Dr. Watkins is a national expert in this model and has a significant amount of experience to share as to what it really takes to transform a primary care practice.  Be prepared to learn how you can shape the future of primary care in your rural community!

Session 1:    RHC Billing: Your Questions Answered

Participants will learn about Rural Health Clinic (RHC) services, locations, and payments as well as non-RHC services. Participants will also learn about preventive services, claim forms, revenue codes. Don’t miss the opportunity to ask your RHC Billing questions!

Session 2:     Health Care Policy 101: Learn How to Have Productive Conversations with Elected Officials
 Panelists: Lee Pearson, DrPH, Director of Operations, SC Institute of Medicine and Public Health

                Doug Bryant, President, The Bryant Company

Changes in health care policy at the national and state level are increasingly focused on population health outcomes.  These decisions are being made by elected officials who must quickly learn about and address the health care challenges facing our state.  This discussion will provide an overview of their process and give you an opportunity to learn more about engaging these elected officials in the critical aspects of rural health and health care policy from a non-partisan perspective.

Session 3:     Why Should I Consider PCMH Recognition?

Join a panel of experts who know firsthand what it takes to transform a primary care practice into a Patient Centered Medical Home in South Carolina.  These thought leaders will provide attendees with not only a few lessons learned along the way to recognition but also their rationale for getting started on the journey in the first place.  Come learn about the success South Carolina practices, including those in rural areas, have achieved in the areas of patient care and outcomes as well as the financial benefits of becoming PCMH recognized.

Session 4:      Understanding the Impact of the Affordable Care Act in South Carolina
Speaker:         Alicia Jacobs, Director of Special Projects, TBB-SC

One of the many provisions of the Affordable Care Act is the creation of the Health Insurance “Marketplace” (formerly known as the health insurance exchange).  As with any new program, the Marketplace structure introduces new terminology, rules and regulations, and decision points that may be difficult for some to understand at first. In this session, you will learn what the Marketplace is, how it works, and how to assist individuals and families in successfully applying for health care coverage by navigating the Marketplace.  Open enrollment is October 1, 2013 through March 31, 2014 so the time is now to engage on this important topic.

Session 5:    Medicare/Medicaid: The SCDuE Demonstration Project
Speaker:      Teeshla Curtis, SCDuE Program Manager, SC DHHS

Participants will get an overview of The South Carolina Dual Eligible (SCDuE) Demonstration Project; SCDuE provides the opportunity to address the weaknesses in the current system by realigning incentives to allow Medicare and Medicaid services to work in a single system.

Session 6:    Oral Health Initiatives in South Carolina
Speaker:       Amy Brock-Martin, DrPH, Deputy Director, South Carolina Rural Health Research Center

The SC Rural Health Research Center, in partnership with the Division of DHEC, the SC Dental Association, and the SC Oral Health Advisory Council and Coalition is addressing rural disparities related to oral health care.  Dr. Amy Martin will describe the strategies the state is using and the current returns on investment that have resulted, as measured by at policy, programmatic, funding, and epidemiological achievements.  Dr. Martin will also describe current programs and services in which rural medical and dental providers can participate to improve the oral health status of the citizens they serve.

Session 7:    National Rural Health Day 2013: Your Time to Shine!

The third annual National Rural Health Day is happening on Thursday, November 21, 2013.  National Rural Health Day honors the selfless, community-minded, “can do” spirit that prevails in rural America. It also gives us a chance to bring to light the unique healthcare challenges that rural residents face – and showcase the efforts of rural health care providers to address those challenges.  Come to this session to find out all about SCORH’s involvement in this day of recognition and how you too can play a part in your own rural community.  Take home tangible tools and ideas for creating your local celebration of the “Power of Rural”.

On October 1, 2013 an exchange in every state will begin enrolling individuals and small businesses into qualified health plans. Participants in this session will hear South Carolina’s qualified health plans explain how individuals and small businesses will shop for their products on the health insurance exchange.

 

Session 9:     Developing and Implementing a Strong Provider Retention Plan for your Practice

Retaining a great rural provider begins with developing and implementing a strong retention plan.  Part art, part science; a great retention plan should include a long-term plan for onboarding a new provider and keeping them engaged both professionally and personally. In this session we’ll help you develop a retention plan that focuses on the unique elements your practice has to offer, as well as determine how to utilize the proven retention elements necessary to retain a happy, long-term provider.

Session 10:      ICD-10: A Street View
Speaker:          Dave McCord, Senior Executive Healthcare Consultant, TM Floyd & Company

Attend this interactive session focused on helping you set priorities to complete your ICD-10 compliance efforts.   You will have the opportunity to learn from real-life ICD-10 compliance projects, including the barriers to compliance and guidance on overcoming them.  Mr. McCord will also present techniques that will help you optimize the remaining time before October 1, 2014, and will help you to communicate to your executive leadership team what has to be done to be compliant.

Session 11:    Infant Mortality Reduction: A Model That Works
Speaker:         Virginia Berry White, Program Director, Low Country Healthy Start

Through deep partnerships with local health care and other leaders in the Lowcountry, Ms. Berry-White and her team maximize care coordination, family planning and community driven interventions to ensure the best health outcomes for moms and babies.  Ms. Berry-White will highlight those best-practice strategies used to promote successful pregnancies and births in Allendale, Bamberg, Hampton and Orangeburg counties.  

Session 12:    HIPAA Revisions – How will they affect your compliance efforts?

In February 2009, Congress passed the Health Information Technology for Economic and Clinical Health Act (“HITECH”) primarily for the purpose of strengthening the HIPAA privacy and security protections for protected health information (“PHI”).  Nearly four years later, on January 25, 2013, the USDHHS published the final HITECH rules implementing the HITECH provisions.  Even though the final HITECH rules are effective March 26, the actual compliance date for when enforcement will begin is September 23.  These new rules require all covered entities, including hospitals, physicians, nursing homes, hospices, home health agencies and all health plans, to update their HIPAA privacy and security policies and procedures.  This presentation will provide you with an overview of these revisions and how they will affect your compliance efforts.

Continuing Education Credits

Nursing:  Mid-Carolina AHEC is an approved provider of continuing nursing education by The South Carolina Nurses Association, an accredited approver by the American Nurses Credentialing Center’s Commission of Accreditation. This nursing continuing education activity is approved for 8.5 hours.

Social Workers: This program has been approved by the SC Board of Social Work Examiners for 8.5 clock hours of NON-social work continuing education.
 
This program is approved for 8.5 hours of continuing education by Mid-Carolina AHEC and meets the SC AHEC Best Practices Standards. Participants must attend 90% of the program in order to receive a certificate or attendance. No partial credit will be given.  

SCORH Pre-Conference Credit: This program is approved for 3 hours nursing credit and non-social work credit.
