Departmental Overview
The Engineering Research Support Organization functions as a central hub, providing research administration support to all research centers, departments, and affiliated ORUs in the UC Berkeley College of Engineering.CSS Team 2 (ERSO) focuses on providing effective and efficient research administration, which allows the faculty to focus on developing and growing the research enterprise rather than managing business services. CSS Team 2 (ERSO) will maintain a customer-oriented operation, with appropriate levels of faculty and staff oversight to support a culture of continuous improvement.

The following position is dedicated to recommending, developing, implementing, administering, coordinating, and/or evaluating Human Resources policies, labor contracts, statutes, programs and procedures covering several of the following: recruitment, compensation, employee relations, labor relations, payroll, benefits, welfare programs, training and development, visa procurement, inter-campus transfers, and employee services.

The qualified candidate sets work priorities and provides oversight and training to HR staff. This individual uses professional human resources concepts, applies campus policies and procedures to resolve a variety of human resources issues and works on problems of moderate scope where analysis of situations or data requires a review of a variety of factors.
Responsibilities
45% Academic Case Management and Recruitment:

Applies knowledge of University policies and procedures to counsel department managers, employees and supervisors on employee and labor policies, procedures, and appropriate practices. Advises Faculty and Managers and communicates with foreign appointees regarding visa acquisition. Makes recommendations regarding visa type and timelines. Assists in the preparation of non-senate academic merit and promotion cases. Processes faculty summer salary, assists in the coordination of Visiting Scholar, Postdoctoral Researcher and Visiting Student Researcher appointments.

Serves as primary contact for academic recruitments. Post positions in AP Search, AP Recruit and other academic job sites. Communicates with requestors and advises when applications are available for review. Occasionally reviews resumes and applications and serves on interview panels for a full range of academic positions.

30% Appointment Processing:

In collaboration with academic departments, coordinates the hiring of Graduate Student Researchers, Graduate Student Instructors, Readers, Tutors, Lecturers, Student Assistants and other titles as needed. Provides support to departments in administering policies and programs in the areas of employment, labor relations, wage and salary administration, training, and other areas of HR. Provide tax guidance to foreign employees using GLACIER tax reporting system. Handle routine issues related to fee remission, fellowships, stipends for Graduate Students. Collaborates with payroll services to request late pays, process overpayments and other payroll needs. Performs HCM entries with attention to accuracy. Runs reports in HR BAIRS.

20% Onboarding and Benefit Counseling:

Provides comprehensive onboarding to new hires, rehires and transfers. Serves as Departmental Benefits Counselor. Applies policy and delivers leave counseling, FMLA/CFRA, COBRA, Workers’ Compensation. Monitors employee eligibility in UC benefits/retirement.

5% Special Projects:

Prioritizes work assignments, demonstrates excellent verbal and written communication skills, works collaboratively on assigned projects, provides analysis, and recommendations. Other duties/special projects as needed.
Required Qualifications
• Possesses analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
• Has knowledge of campus policies and procedures; knowledge of functional area and understands how work may impact other areas.
• Has knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources.
• Knows UC Berkeley's Human Capital Management System (HCM) and other related business software programs and systems.
• Is skilled in communicating clearly and effectively verbally and in writing.
• Demonstrates skill in prioritizing competing work assignments, employing political acumen and integrating information to determine appropriate courses of action and their implications.
• Possesses analytical, active listening and critical thinking skills.
• Demonstrated ability to handle very difficult or volatile situations/individuals effectively.
• Bachelors degree in related area and/or equivalent experience/training.

Annual Salary designated for this position: $46,200-$57,000 DOE
