Assists the Public Affairs and Human Resources Director by acting in a lead role for the Human Resources Division; performs a broad range of assigned human resources (HR) functions. Areas of responsibility or oversight include the recruitment and selection process; classification and total compensation; civil service administration; LEOFF I administration; benefits and leave management; risk management and safety; workers’ compensation; wellness program; personnel policies; staff training and professional development; employee relations and performance management; and support for labor negotiations. Provides information and assistance to City employees and the general public regarding human resources activities and policies and procedures.

_**Screening of applications will occur the week of January 26. Candidates that pass the initial screening will be invited to participate in an interview and skills assessment, which will be held on February 10. Candidates will be invited to the interview and skills assessment no later than January 30 via the e-mail address provided on the application.

Following the interview and skills assessment, candidates who are selected to move forward in the process will be invited to participate in a second and final interview the morning of February 12.**_

Essential Duties and Responsibilities:

* Acts in a lead role for the HR Division, providing coordination of daily work and acting as a resource to HR staff. Provides input in managing assignments and workloads of HR team and ensures accuracy and timeliness of work products. Is available to staff to discuss issues, problem solve, answer questions, or act as a liaison with other departments when necessary. Keeps the Public Affairs and Human Resources Director informed on emerging issues.
* Participates in developing department goals, objectives, and systems. Assists in the evaluation of reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
* Coordinates and oversees the classification and total compensation program. Performs salary surveys; researches classification and compensation issues as assigned; reviews re-classification requests and makes recommendations; and compiles information for collective bargaining or classification reviews. Conducts job analysis studies. Responds to salary surveys, including preparing EEOC reports and other required federal and state reports and/or surveys related to the City's workforce, classification levels, and/or employment practices and policies. Implements mandated compensation and benefit changes, such as minimum wage, health care reform and IRS rules.
* Coordinates and develops recruitment and selection processes, including coordination with the hiring supervisor, development of job descriptions for new positions, advertisements, interview questions and/or assessment exercises, employment testing, and completion of all background and hiring requirements. Oversees the on-line application system; ensures reliability and functionality of system. Coordinates process of selecting recruitment firms for certain management positions.
* Oversees the City’s leave benefit program, including FMLA, ADA, and other types of leave. Ensures policies and procedures are compliance with local, state, and federal laws.
* Provides high-level employee relations activities, including working with supervisors and managers on employee performance issues; preparing job coaching and corrective counseling documents; and meeting with employees to discuss performance. Researches and prepares data and recommendations regarding grievances, mediation, and arbitration cases; conducts dispute resolution sessions. Participates in grievance proceedings as directed.
* Provides high-level support for labor negotiations, including research and analysis of market information, compensation, health care, and other financial or operational issues. Prepares and presents information and recommendations. Attends labor negotiations and regular labor/management meetings and prepares reports and analysis as necessary.
* Researches HR policy issues; develops policies or recommendations for review by the Director and other stakeholders, and follows through with implementation. Assists with the update of personnel policies as necessary.
* Assists in the development and management of risk management, safety, and workers’ compensation programs designed to identify, analyze, and minimize liability, loss exposures, and /or related accidents, injuries or illnesses.
* Provides assistance to HR Analysts on complex workers’ compensation issues and unemployment claims. Represents the City at hearings for unemployment.
* Oversees personnel filing process and system to ensure compliance with applicable legal requirements. Maintains database and spreadsheets for necessary personnel records and management reports. Maintains confidentiality of personnel records and other department information.
* Coordinates the City's training program, including evaluating and recommending training programs to the Director; screening and/or selecting new programs; and scheduling and maintaining employee training records.
* May act as Civil Service Examiner to the City Civil Service Commission, including policy research, administration of claims and/or appeals, and preparation of official minutes and related official policies.
* Assists with the coordination of employee events including the annual Employee Recognition event, Employee Picnic, and the New Employee Welcome event.
* Maintains regular, reliable, and punctual attendance.
* Works effectively under pressure and with frequent interruptions.
* Establishes and maintains effective working relationships with all departments within the City.
* Completes work and projects in a thorough and timely manner.
* Shows initiative in performing job functions.
* Performs specified duties in the absence of the Public Affairs and Human Resources Director.
* Performs other related duties as required and assigned.

Qualifications:

The typical qualified applicant will have: a Bachelor of Arts degree in Human Resources, Public Administration **OR** any combination of experience, education, and training that would provide the level of knowledge and ability required. Four years of progressive experience as a Human Resources generalist or analyst is required; an emphasis in classification, compensation, and employee/labor relations strongly preferred.

* Must pass a background investigation.
* Must be bondable.
* Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position.
* Must have a valid Washington State driver's license and a driving record acceptable to the City and the City's insurance carrier, OR must be able to provide own transportation to and from job, meetings, and related job sites.
* Verification of identity and United States work authorization must be complete as required by the Immigration and Reform and Control Act.

Knowledge, Skills, and Abilities:

**Knowledge of:**

* Principles and practices of human resources administration and risk management, with an emphasis on the public sector. This includes knowledge of federal, state and local laws pertinent to equal employment opportunity; employment testing and selection; job analysis; compensation and health care; risk management and workers’ compensation; and safety and wellness.
* Public budget administration, budget processes, statistics, program planning, and financial management principles and practices.

* Thoroughly investigate sensitive HR issues and make recommendations based on accurate analysis of complex data and issues. Must be able to follow-through in a confidential and diplomatic manner that is sensitive to City employees, supervisors, and managers.

* Lead, guide, instruct, direct, and motivate individuals and teams.
* Maintain records in accordance with City standards as well as state and federal requirements.
* Work on several projects concurrently and prioritize work to meet deadlines.
