*Job Purpose:*
The Recruiter role is a key member of the Citi EMEA Resourcing team . Responsible for full-cycle execution of effective recruitment plans and selection strategies for Citi’s regional recruitment needs. The individual in this role will work collaboratively with recruiting team members, hiring Managers and HR COEs (HRA, HRSS Comp, Benefits) in Sub-Saharan Africa (SSA) and across multiple sites to meet the businesses’ talent needs.
*Job Background / Context:*
In 1958 Citi opened its first branch in Africa. In numerous instances since that time, Citi was the first overseas bank to open branches in African countries. Today, Citi operates in 15 countries across Africa, spanning corporate, consumer and private banking.
*Key Responsibilities:*
Relationship management & recruitment delivery
• Responsible for the delivery of Sub-Saharan Africa (SSA) hiring plans.
• Partner with SSA business managers (CHROS/HRAs) in a consultative and strategic capacity to identify and hire quality talent. This will include both permanent hires.
• Build strong collaborative relationships with hiring managers to ensure a thorough understanding of the business and its ongoing needs.
• Support hiring managers to develop and execute appropriate recruiting strategies including appropriate advertising, direct search/ headhunting, networking, utilizing Citi databases and referrals to ensure optimal candidate pipeline/quality based on position competencies and requirements.
• Perform targeted candidate searches using active and passive sourcing strategies: internal talent; employee referrals; community outreach; networking; online: Job boards, SEO/SEM ; social media.
• Partner with recruitment agencies on our preferred supplier list when direct methods are not yielding desired results. The recruiter will be the main contact for the agencies throughout the process and support in the hiring processes associated with an agency candidate.
• Measure quality and suitability of candidates based on screening criteria gathered in the briefing process by interviewing candidates to ensure that they are a right fit for Citi and share their feedback ahead of selection with the recruitment panel.
• Coordinate interview scheduling
• Manage the candidate experience throughout the process ensuring that they are well informed of the steps and have timeous feedback.
• Coach hiring managers and other stakeholders on the hiring process, driving consistent selection methods to ensure compliance of all legal aspects of recruiting and candidate selection process and increase new hire quality.
• Ensure that a complete candidate application is forwarded on for approvals as per function and products requirement and ensure proper hand over to HR Shared Services for the onboarding process.
• Ensure that the offer approvals and offer extension is completed and the respective HRPS/CHRO has signed documentation as per process and communicate offers directly (where applicable) and subsequent to all written approvals.
Administration around the recruitment function:
• Understand and maintain the approval matrix for all functions and cascade to business heads the revised approval processes.
• Maintain an up to date database for job codes across the SSA businesses and ensure that roles are tagged to the appropriate approvers.
• Complete all system administration and ensure that roles are closed within 60 days from the date the job is posted.
• Carry out an independent check on whether the candidates have applied via the process, and have met (i) the pre requisites of the role, (ii) the Anti-Bribery & Corruption policies and (iii) and employment of relatives policy.
• Liaise between the candidates, and the hiring manager to ensure that both parties have completed necessary documentation
• Ensure that the candidate management functionality on Taleo is being utilized effectively by hiring managers.
• Seek approvals on candidates where the candidate profile requires exceptional approval (E.g: Related to a public official)
• Ensure that the recruitment cycle is closed and the job has the candidate tagged against the job posting for all SSA lateral hire openings.
Vendor management
• Manage relationships with key recruitment agencies across SSA, meeting new upcoming agencies.
• Work closely with social media agencies such as LinkedIn and Facebook in line with our social media policies.
• Educate the key recruitment partners on Citi’s application processes, prescreening policies and leadership standards
• Liaise, facilitate and close a hire that is sourced via agency as per agreement in the PSL.
• Work closely with the respective SSA Procurement and legal teams on upcoming e-tender process and will sharing recruitment projections and plans for the cluster
• Ensure that all agencies are recorded on CASP and that the Anti-Bribery & Corruption process for all agencies is closed as per policy.
• Manage the payment process within timelines to agencies where services have been rendered by Citi and ensure allocation the appropriate business unit.
Manage Recruitment BI for SSA
• To run reports on recruitment metrics on periodic basis and analyze the reporting metrics and share with businesses across SSA
• Manage variance reporting for Taleo and PeopleSoft ensuring that there are no variances for the SSA cluster.

The successful candidate will gain an in-depth understanding of all functions within Recruitment and will gain expertise in delivering HR services in a very large and complex organization. This role provides the opportunity for the incumbent to work within the HR Professional Services team delivering end to end recruitment processes as well as deal with various levels of managers from line managers to country/cluster business leaders.
*Knowledge / Experience:*
- Proven direct sourcing capability within a large global business. Banking experience would be highly preferable
- Experience within the Sub-Saharan Africa geography and relevant exposure to country employment legislation, local compensation and cultural nuances
- A developed professional and responsive approach to supporting people managers in a fast paced, complex environment
- Sound technical knowledge of SSA employment law, policies & systems
- Knowledge and experience of sound HR practice
- Commercial awareness and a solid understanding of how HR & Resourcing adds value to the business
- Proven track record of delivery in a busy environment
- Project management and delivery
- Demonstrable experience of supporting business leaders on a range of people activities from basic to complex issues which can involve consultation with a range of internal/ external stakeholders

- Degree in Business, Human Resources Management, Law or related discipline
- or equivalent work experience is preferred
