Primary Objective of Position:

Directs the activities of the Manufacturing Engineering and Maintenance/Facilities departments. This position is to organize and manage the Manufacturing Engineering and Automation Engineering groups, to provide processes and documentation which will enable the manufacture of Tescom’s products to meet the needs and expectations of its’ customers. Responsible for the supervision of the Facilities Department, routine preventative maintenance tasks, the diagnosis and debugging of complex production systems, general repair of other support equipment, and managing all contractors associated with general facility maintenance and improvements.

Major Areas of Accountability:

1. Manage, Train and Provide Leadership – Lead and manage by open communication, encouraging involvement, establishing training requirements, encouraging continuous improvement, providing feedback on individual performance, and assisting people in setting and achieving goals.
2. Manufacturing Processes and Procedures – Develop, improve, and maintain all manufacturing processes including, but not limited to: Assembly and Test, Machine Shop, Metal Finishing, Marking, Deburring, Clean Room, material and product flow. Documentation for all processes should also be maintained to promote consistency throughout the manufacturing environment.
3. Manufacturing Support – Provide daily support of all manufacturing related issues.
4. Preventative Maintenance - Responsible for all preventative maintenance on manufacturing and production equipment and the Elk River facility; responsible for the documented PM schedule and assures personnel are trained. Document and report on equipment downtime.
5. Facility and Equipment Safety – Assures Lockout/Tagout implementation throughout the facility. Takes special interest in the proper and safe usage of all production equipment. Makes suggestions to the division's safety councils with regard to building safety, compliance to building codes, and potential areas of improvement. To be an active member of the safety team.
6. Continuous Improvement Process Culture – Establish a process to drive systemic productivity cost improvement solutions utilizing Deming principles, DMAIC process, Lean, 6-Sigma, or other proven methods.
7. New Product Development – Insure manufacturing participation in all product development teams improving product design for manufacturability.
8. Equipment Repair - Troubleshoots and repairs production equipment as instructed by direct supervisor or the existing manufacturing needs. Equipment and production areas responsible for include: CNC lathes and CNC mills, building nitrogen compressors and air compressors, high pressure plumbing for nitrogen and plumbing for argon and helium uses, DI/RO water and neutralization system, welding systems including power supplies and tools, manual machines (buffers, grinders, deburring tools, etc.), metal finishing equipment and general electrical needs on all equipment throughout the building.
9. Equipment Modification - Assists and supports Manufacturing/Production in process improvement with equipment modification suggestions and implementation. This will consist of design modifications and refit, electrical redesign and rewire, and component specification. All modifications should improve reliability, operator ease of use, automation of functions and reduced cycle times.
10. Budgeting
• Prepares an annual budget for expenditures for operating department.
• Manages expenditures to budget, or to P&L performance as needed.
• Manages headcount additions within constraints of budget and division headcount targets.

Qualifications• BS in Mechanical, Industrial or Manufacturing Engineering or related field and five years experience in a manufacturing environment. Five years management experience in an Engineering environment.
• Demonstrated Project Management experience. Demonstrated knowledge of and experience implementing lean manufacturing principles.
• Demonstrated ability to communicate (verbal / written) effectively with customers, suppliers and employees.
• Demonstrated knowledge of scientific problem solving tools (DOE, TQ, SPC, etc.).
• Demonstrated knowledge of operations principles (i.e. MRP, JIT, Lean, etc.)
• Demonstrated ability to lead a cooperative team oriented environment.
• Demonstrated ability to work and make decisions independently and to lead others to the completion of assigned tasks.
• According to Government Regulations all employees in this job classification must be a US Citizen or permanent resident of the United States.

Preferred Qualifications:
• Masters of Business Administration
• PMP certification a plus
• Lean Champion Training
