**EXCEPTED TECHNICIAN VACANCY ANNOUNCEMENT**

This position is located in the 149th Fighter Wing, Lackland AFB, San Antonio, TX. The purpose of this position is to plan, manage, and direct multimedia information and products through consultation, design, development, procurement, production, and/or reproduction.

**NATIONAL GUARD MEMBERSHIP IS REQUIRED:** This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Air National Guard and wear of the military uniform. As an Audiovisual Production Specialist with the Texas Air National Guard (ANG), your duties will include, but will not be limited to:

* Manages the wing multimedia program. Directs the development of immediate and long-term multimedia planning. Develops policies, directives, and standard operating instructions. Manages wing multimedia architecture, infrastructure and equipment. Establishes and maintains a strong relationship with customers to ensure timely, effective support and efficient delivery of multimedia service. Develops and executes the wing multimedia budget, procures equipment and supplies, and analyzes equipment life cycles.

* Manages the Multimedia Center. Conducts training and coordinates equipment usage. Maintains documented archive of video, audio, computer graphics, slide, photographs, line drawings, and hard copy clip art (to include manuals, CD ROMs, video tapes, video disks, computer based training tapes, slides, etc.). Maintains the multimedia equipment account to ensure accountability and proper care of all assigned equipment. Maintains multimedia work order control logs and submits required reports to higher headquarters.

* Directs and produces video based media to meet customer requirements. Writes and directs scripts and gives direction for script writing, creates story boards and evaluates set designs. Operates video cameras both on location and at studio facilities. Organizes, rehearses and coordinates talent. Performs audio mixing and recording, conducts traditional and non-linear video editing and post production services. Attains and maintains extensive technical and operational knowledge of video production software and hardware. Determines the treatment, the format and the style of the production and exercises individual judgment to solve problems, restructure workflow, and manage resources as a result of verbal guidance and general policy regarding content.

* Organizes technical, theoretical, or artistic material to simplify and explain for optimum audience perception. Develops and manages entire productions within the time and budgets allotted. Plans, designs, develops, and obtains all audiovisual aspects of the program. Monitors and directs activities of all participants, including cast, production and technical crews. Interprets scripts and decides how best to obtain the objectives of the program through use of normal and special equipment, lighting effects, digital video effects and sound effects.

* Produces various electronic imagery products to include 35mm slides, electronic presentations, overhead transparencies, digital color and black/white prints. Obtains digital imagery through the use of professional digital still cameras, video capture, and scanners. Processes electronic imagery utilizing professional imagery software programs. Attains and maintains technical skills necessary to meet mission requirements. Operates and performs limited maintenance on both PC and Macintosh operating systems and hardware. Optimizes digital images for archiving and data transmission.

* Responsible for Internet/Intranet web site development and design. Using multimedia technology, designs and develops materials, ensures content accuracy, and quality of images, and graphics, as well as video and audio files.

* Produces pre-press materials for newsletters, pamphlets, or leaflets for various divisions. Creates page layouts allowing for line art, photographs, graphs and other graphics. Selects appropriate graphics for the project and determines which will best express the intent of the printed material.

* Recommends appropriate method to display statistical information, personnel data, or general descriptions of information to be visually depicted. Enhances presentation compliance through the direction and demonstration of visually depicted information to include the creation of graphs, charts, and diagrams in the form of transparencies, slides, displays, computer graphics, video tapes or hard copy.

* Provides higher headquarters organizations, upper level management, functional areas, and other customers with multimedia products, services, consultation, facilities (studio or presentation room) and equipment.

* Coordinates products and services for customers, such as still photography (conventional or digital), computer-generated graphics, presentation services (conference rooms, classrooms, or on location) multimedia equipment and product loan, video (production, post-production and duplication), audio (production and duplication), video teleconferencing, closed circuit television, and master control and cable television. Coordinates with various outside agencies regarding multimedia policies and/or projects.

Provides distance learning capabilities for the Wing training office. Provides technical guidance and training on the Air National Guard’s Warrior Network to the Wing training office and customers.

**General Experience Required**
Experience, education, or training in coordinating and accomplishing multimedia products and services by using skills related to photography, audiovisual production, visual information, illustration, computer operation, and telecommunication work. Experience using traditional and modern digital production techniques and equipment.

**Specialized Experience Required**
In addition to the General Experience required, to qualify at the **GS-11** grade level you must:
Possess at least **36 months** experience, education or training involving a thorough knowledge of a wide range of principles, practices, methods and techniques for communicating information through audiovisual means. Experience in all phases of audiovisual production, programming, and editing from inception to completion, and skill in modifying or adapting standard practices and procedures. Experience in audio-visual production in a wide range of television and radio broadcast and production techniques. Experience composing and producing live or prerecorded programs with multiple visual or audio elements and complicated features. **Education** – N/A **COMPATIBLE MILITARY ASSIGNMENT:**
