**Job Description**

The PNNL National Security Directorate (NSD) operates a number of enhanced secure facilities (ESF) in support of laboratory programs. This position is responsible for providing the technical proficiency associated with the management and operation of ESF programs which include Personnel Security, Facility Clearance, Physical Security, Information Security, OPSEC, and Technical Security. This can include, but will not be limited to, all elements of a comprehensive ESF Security program:

Serve as an FSO, responsible for assisting the PNNL FSO with the daily management and operation of PNNL’s ESF program elements.

Serve as a qualified Survey and Self-Assessment expert.

Serve as a qualified Inquiry Official.

Serve as a qualified Telecommunications Security program expert for one or more Telecommunications disciplines.

Design, coordinate installation and oversee the NSD ESF’s intrusion detection and access control systems as well as manages the associated performance testing and system maintenance programs.

May function as a team lead or give direction to others.

Serve as FSO, responsible for all security programs related to the daily management and operation of one or more of the NSD’s ESFs, as well as provide support to other on and off-site ESFs as necessary.

Conduct analysis and interpretation of Federal regulations, laws and orders for the development and implementation of NSD policies and procedures.

Exercise FSO authorities while maintaining a cooperative and professional working relationship with the Secure Facility Operations Team and NSD management, residents and users of NSD Facilities.

Serve as an on-call 24/7 responder to security alarms, system failures, and/or other mission essential duties.

Collaborate with PNNL Finance & Operations personnel and building owners for routine maintenance or modification of NSD space. Willingness and ability to routinely escort uncleared personnel for such activities is required.

Collaborate with PNNL SASS subject matter experts relative to equivalent Security programs.

Within one year of appointment ability to pass and maintain Derivative Classifier credentials.

**Minimum Qualifications**

Bachelor’s degree and 5 years of relevant experience, or advanced degree and 2 years of relevant experience, or 13 years of relevant work experience in lieu of Bachelor’s degree. Bachelor’s degree in criminal justice, political science or business administration.

**Qualifications**

Demonstrated ability to effectively influence internal and external partners.

Ability to provide technical solutions to a variety of difficult problems within established policy.

Recognized by peers as knowledgeable in one or more ESF programs.

Demonstrated ability to identify opportunities and risks and make recommendations affecting organizational objectives.

Position requires moderate travel to off-site ESFs for mission essential duties.

Position requires on-call 24/7 responsibilities, requiring physical response to ESF as a result of security alarms, system failures and/or other mission essential duties

This position requires the ability to obtain a federal security clearance in a timely manner. Which requires:

* U.S. Citizenship

* Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

* Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 consecutive months can be demonstrated.
