**PRIMARY FUNCTION****:

The Assistant Port Manager is the primary logistical coordinator of rail and vessel cargo operations.The emphasis is to minimize vessel and rail car dwell time at the facility, consistent with safe and efficient product handling, allowing for maintenance to material handling systems for reliable operation.The planning includes managing customer product inventories, vessel nominations, and rail coordination.Constant communication with customers, rail operators, and vessel dispatch personnel is paramount.

This position also evaluates material handing systems, machinery, and equipment for sustainable cost-effective performance.This requires engaging and managing engineering consultants, technical experts, and suppliers to plan and execute repairs, upgrades, and replacements to maintain reliable system performance.The Assistant Port Manager also directs facility maintenance personnel consistent with the highest safety standards and coordinates with other maintenance managers to optimize facility reliability with minimal interruption to cargo handling.

**RESPONSIBILITIES, AUTHORITIES AND ACCOUNTABILITIES****:

* Support, sustain, and monitor safety in all aspects of operations and maintenance work through training, personnel testing, safe work practice coaching, workplace inspections, and adherence to Company Safety policies.

* Anticipate attrition of personnel, and short / long-term activity levels, to manage staffing level consistent with operating and maintenance activities.Assure adequate personnel for effective shift coverage according to planned activities.

* Responsible for appropriate training and development of subordinates at all levels to insure a safe and efficient work force.

* Plan cargo handling and supervise the foreman and operators to meet car and vessel dumping or loading requirements on all shifts.

* Maintain customer product inventory records and communicate with customers to manage inventory throughout the lake shipping and winter stockpiling seasons.Specify winter stockpiling locations, limits, and techniques for operators to maximize storage capacity.

* Monitor vessel nominations to meet customer expectations avoiding undesirable combinations of vessels and cargo types adverse to dock efficiency or car velocity.

* Plan and coordinate major maintenance downtime with rail, vessel, and customers as necessary.Hire contractors needed for projects, including administrative requirements of master service agreements, safety qualifications, and documented insurance coverage.

* Engage engineering consultants, technical experts, and suppliers to plan significant repairs, replacements, upgrades, and modifications.

* Understand and comply with environmental laws, policies, procedures, and permits applicable to the facilities.

* Meet with representatives of Federal, State, and local government agencies as necessary to implement plans and procedures for compliance with applicable regulations.Administer security Plan and activities to include personnel training, site inspections, drills, exercises, and documentation.

* Understand and comply with collective bargaining agreements applicable to employee groups at the facilities.This includes monitoring and administration of grievances, claims, and problem resolution.

* Plan capital and maintenance work, short and long term, and participate in development of annual capital and maintenance budgets.

**KNOWLEDGE AND EXPERIENCE REQUIRED****:

College degree in engineering or business-related field with a minimum of five years experience managing industrial maintenance (electrical, mechanical, structural).Experience working at bulk material transloading facility is preferred.Must possess strong analytical, problem solving and communication skills, written and verbal.

Demonstrated ability to maintain positive relationships with customers and with other departments in the Company.

**WORKING CONDITIONS:**

Must be able to withstand stressful situations and endure long and varied hours when necessary.Working conditions are a mix of office and on-site supervision tasks outdoors in all weather.Outdoor work includes walking, climbing on equipment, driving vehicles, and travel to other dock facilities.

Hours vary and regularly exceed 40 hours per week and on call 24 hours, including weekends.Working at times other than daytime hours may be required.

**POSITION RELATIONSHIPS****:

Supervision Received:Reports to the Senior Manager Operations and/or Port Manager.

Supervision Exercised:Provides direct supervision over represented employees and lead positions.

Other:Frequent contact with safety professionals and compliance contacts with government officials.Close coordination is required with all other operations and maintenance personnel, including customers, dock personnel, other departments, and vessel dispatch agents to schedule maintenance with minimal interruption to cargo handling.Occasional contact and grievance resolution with union representatives.

Contact is made with outside parties to stay abreast of equipment and system technology for the CN bulk material handling facilities.
