Context

The Medical Department (MED) provides technical support on medical issues and strategic guidance for the operations of MSF’s Operational Center of Brussels (OCB). The department is composed of advisors in various fields, among them health informatics. The medical department’s health informatics support to operations facilitates the collection and analysis of data for project monitoring and epidemiologic surveillance.

The Medical Information Network for Operational Support (MINOS) is a custom software application under development by the in-house Information Technology and Information Services (IT/IS) Unit: it collects data from our field operations, manages them and automates production of trends of standard medical indicators.

For MINOS to be an effective tool for MSF it will need testing and debugging of new versions prior to deployment and refinement of existing functionality to meet the needs of the health advisors and field teams. As well, it is important for MINOS to contain past operational data to provide a basis for comparison with new data. These past data are contained in old, mostly Excel-based, data collection tools, and will need to be migrated to MINOS.

MISSION AND NATURE OF THE FONCTION

The Data Integration Officer (DIO) will test the new MINOS software developed by the IT/IS unit to ensure that it is able to capture the required data and reliably provides the desired results of planned analyses. The DIO will identify and describe faulty processes and determine which corrections the software development team needs to make. The DIO will also receive feedback from users in HQ and the field and determine what corrections need to be made to resolve problems with currently deployed software. The DIO will work with the health advisors to design the production of standard reports and with operations to collect and import past data into MINOS. The DIO will also adjust parameters of MINOS to optimize its performance

JOB PROFILE

Project Management

Plan and monitor field implementation;

Coordinate with operations department on field implementation and priorities of HQ users;

Assess user acceptance;

Report on project status to MINOS steering committee.

Integration of past data

Work with Operations and the field to centralize past data collection instruments;

Write and execute scripts that import past data into MINOS.

Anomaly detection

Work with IT/IS unit and health informatics specialist in designing early anomaly detection system;

Tune early anomaly detection system to level of sensitivity/specificity appropriate for alert system.

Standard reporting

Analyze the reporting needs of the health advisors;

Design standard reports.

Software quality

Define test strategy, develop testing scenarios, and prepare test data;

Ensure software developed by the IT/IS unit is accurate and reliable;

Gather feedback from end-users on problems with deployed software;

Identify and describe software bugs for correction by the IT/IS unit;

Assist the IT/IS unit in modification of existing software to fix problems and meet user needs.

PERSONAL PROFILE

The candidate must have the following knowledge

VBA

Knowledge in following subjects is considered an asset

Crystal Reports;

BIRT (Business Intelligence and Reporting Tools);

PHP, Javascript, XML, XSLT and XML-schema;

SQL;

MantisBT.

The ideal candidate

Is motivated to work in a fast changing international, multicultural and humanitarian organization;

Has 5 years experience in a similar function;

Is graduate of an accredited health informatics program or similar diploma;

Is client and service oriented;

Understands quickly the context of the expressed end-user needs;

Is bilingual English/French (Dutch is an asset);

Is analytical, organized and methodical;

Is stress resistant.
