4. Description:
The Mozambique Regional Gateway
Programme (MRGP) is a five-year programme jointly funded by the UK
Department for International Development in Mozambique and the regional
Southern Africa office. The programme has two components: a national
component, focused on improving infrastructure along the main trunk
corridors of Beira and Nacala by strengthening transport policy,
planning and the regulations in the Government of Mozambique; and, a
regional component, to help ensure that transport corridor developments
translate into trade benefits for Mozambique’s landlocked neighbouring
countries through lower transport costs. The regional office of the UK
Department for International Development provides funds in support to
the regional component of the programme.
The Mozambique Regional
Gateway Programme (MRGP – Regional component) invites suitably qualified
and experienced firms to submit an Expression of Interest for the
provision of services to prepare a Maputo Port Gateway and Freight
Corridor Strategy.
The MRGP was requested by the Maputo Port
Development Company (MPDC) to assist in the commissioning of a
macro-strategy focusing on the Port of Maputo as well as the transport
corridor networks supporting the Pport. The goal is to ensure a
co-ordinated approach for development of the Port and the supporting
transport corridors as part of an integrated system that would enable
and stimulate increased trade for Mozambique and its landlocked
neighbours.
5. Period for the provision of services:
The assignment must be completed by 20 March 2013.
6. Eligibility:
The invitation is open to firms
or groups of firms, with significant proven experience in:
infrastructure (economics, transport, supply chain), trade and regional
integration (including trade facilitation), policy solutions and best
practice, regulatory and institutional aspects of infrastructure and
trade, as well as operational aspects of road, port and inland terminal
services, shipping, and rail freight.
7. Submission requirements:
In order to determine
the capability and experience of consulting firms seeking to be
shortlisted, the information submitted must include the following:
a. Cover letter, explaining the firm’s interest in the assignment;
b.
Profile of Company(ies): nationality, ownership and shareholders,
senior management, annual turnover (recent year, 2011), staff
complement, HQ and overseas offices, or subsidiary companies;
c.
Relevant experience and achievements of the firm related to the
assignment, especially in port logistics, road, rail transport services
and shipping in Southern Africa;
d. Short curriculum vitae of key
staff available for the assignment, including relevant prior
assignments, academic qualifications and special skills.
The above
requirements should not exceed 10 pages (excluding CV’s). EOI documents
longer than 10 pages will not be considered. CV’s submitted must not
exceed 2 pages each.
8. Submission date and venue
Documentation
required by the EOI should be submitted no later than 16:00 hours (SA
