In July 2013 Norfolk County Council (NCC) made a successful bid to act as Managing Authority for the INTERREG VA France (Channel) England Programme. This EU Programme funds a number of cross-border economic development projects operating in the English and French coastal regions. NCC will manage the Programme in accordance with EU Regulations and in order to do so need to create a JTS to deliver the day to day operations of the Programme. This will be an international and balanced bilingual team with staff working in the UK and France.

The FCE Programme covers a broad eligible area extending from Cornwall to Norfolk in the UK and from Finistère to Pas de Calais in France. The Programme must therefore take into account both the common features and the differences that exist between the various regions of the zone, hence the need for bi-lingual teams with a good understanding of both languages.

The Programme budget is likely to be in the order of €338 million.

The FCE Programme is governed by a Programme Monitoring Committee (PMC). The JTS will report to and provide secretariat for the PMC.

Job Purpose

The key responsibilities of the role are:

1. The Finance and Appraisal Officer will appraise project applications on the basis of the programme eligibility and selection criteria.
2. The Finance and Appraisal Officer will appraise and process projects’ claims for payment and will monitor financial progress against stated milestones.
3. The Finance and Appraisal Officer will monitor and report on the Programme budget and spending.

The jobholder will be responsible for managing key designated components for delivering an exemplar cross border programme. This could include:

Undertake the administrative and financial monitoring of a portfolio of projects, in line with the rules set out in the programme’s audit trail.

Understand and apply relevant funding (EU) regulations, guidance, practices, reporting and checks.

Appraise project grant applications that will be submitted for approval to the relevant Programme Committee.

Follow up and support project lead partners throughout their project’s lifetime (modification of their projects, preparation of external controls, etc…).

Undertake quality control and verification of payment claims.

Facilitate the delivery of training and support to first level controllers and project partners and contribute to the design of this training.

The jobholder shall maintain strong working relationships with partners – Regional Councils and departments in France – LAs and LEPs in England, government departments in France and the UK, in particular CGET (ex-DATAR) and DCLG, and with representatives on the Programme Governing bodies.

The job holder will be expected to be flexible in his/her duties. A high standard of written and spoken English and French is an essential requirement of this role.

There will be 3 posts recruited by Norfolk County Council based in Norwich, UK.

Norwich is very well connected – by air, sea, road and rail. Regular train services to London run throughout the day and take only 1 hour and 40 minutes. The rail network also serves many of the major cities in the North and Midlands. Three seaports offer easy access to Northern Europe, and Norwich International Airport offers another broad choice of enticing destinations both in the UK and overseas.

Start Date, Contract and Salary

The position is ideally to start in August 2014. The position is full-time (37 hours per week). The successful candidate will be employed in accordance with UK law.

The salary for this post is currently £29,528 to £31,160 per annum. Additionally the post holder will be eligible to join the local Government pension scheme.
