Senior Program Officer – Think Tank Initiative

Term Position until September 2019

New Delhi, India

The Think Tank Initiative is a multi-donor Program dedicated to strengthening independent policy research institutions ― or think tanks ― in developing countries, enabling them to better provide sound research that both informs and influences policy. Initially focused on selected countries in East Africa, West Africa, South Asia and Latina America, the Program works currently to strengthen 48 independent policy research organizations, such that these institutions provide objective, high-quality research that both informs and influences economic and social policies related to growth, equity and poverty reduction. The program provides long-term general support funding to qualifying organizations, along with access to funds for training, technical assistance and mentoring to allow them to confront key challenges facing their organizations.

As the Senior Program Officer based in New Delhi, under the guidance of the Program Manager and the Director for the Regional Asia Office, you will work closely with another Think Tank Initiative Senior Program Officer to manage the activities of the Initiative in South Asia (including India Bangladesh, Pakistan, Nepal and Sri Lanka).  Your responsibilities will include monitoring awarded grants, managing organizational development funds, mentoring and supporting grantees with respect to organizational development issues (e.g. research quality, policy engagement and communications). You will also contribute to the wider learning and research components of the program.

Qualifications

PhD preferred along with a record of research/publication in a relevant discipline such as economics, international development, political science, sociology ORMaster’s degree and record of research/publication in relevant discipline and significant work experience (i.e. 8 years or more).

A minimum of five years’ relevant policy experience which includes:

managing and conducting quantitative empirical policy research projects from project design to implementation and evaluation in developing regions, particularly in South Asia;

developing and monitoring budgets;

assessing and strengthening research capacities through mentoring and supervising;

establishing and building partnerships with stakeholders, particularly research organizations, donors and end users;

consulting with decision-makers and policy actors to identify research needs;

working in a policy research or grant-making organization is an asset.

Superior English language skills are essential.
