Job Summary

​Cardno Emerging Markets is currently recruiting for an upcoming regional anti-human trafficking program in South East Asia. With the Regional Office in Bangkok, this program will work in Indonesia, Thailand, Myanmar, Cambodia, Lao PDR, Vietnam and the Philippines with the goal of reducing the incentives and opportunities for trafficking of persons in South East Asia.

The Country Program Coordinators (CPCs) are the main liaison point between the program and counterparts in each country. Their primary role is to support the national implementation of the program in line with national priorities and regional developments. This will involve assisting national counterparts in the preparation of annual work plans and budgets and ensuring program resources are implemented appropriately and effectively, and that results are appropriately monitored and reported. The role will involve providing strategic advice to national counterparts and the program’s regional management. The CPCs are also the program’s representative in each country.

Key Responsibilities

​The activities that the Country Program Coordinators for Laos and Myanmar will undertake are:

Under direction of the Team Leader, manage the program’s in-country office and staff;

Liaise between the program and national counterparts, including establishment and maintenance of excellent working relationships based on mutual accountability and respect;

Ensure excellent two-way communication between the program’s regional advisers, national counterparts and other national stakeholders to ensure mutual understanding and clear common objectives to achieve program results;

Keep abreast with national developments in the TIP sector;

Provide strategic and technical advice to national counterparts and the program’s regional management based on program results and developments in the national TIP sector;

Support national counterparts to prepare their annual work plans and budgets for the use of the program’s programming resources, as well for technical advisory support, in line with national TIP action plans and priorities;

Provide general secretariat support for counterpart meetings, including preparation of draft agendas, taking minutes and recording outcomes;

As and when required, support national counterparts to prepare applications for funding, based on the established guidelines for the use of such funds;

Provide in-country logistical support for regional Long-Term and Short-Term Regional Advisers, including for the organisation and delivery of workshops, training or other events being facilitated or delivered by these advisers;

Work jointly with implementing partners to ensure effective ongoing monitoring of the program’s supported initiatives; 

Ensure all necessary administrative and financial records are kept, in line with established the program’s systems and procedures;

In close consultation with counterparts, prepare six-monthly and annual reports on activities implemented and results achieved or contributed to through the use of the program’s resources;

Undertake ongoing risk assessment and management, to help ensure the program remains relevant, efficient and effective in delivering support to counterparts;

Ensure compliance with AusAID core policies, including but not limited to Disability and Child Protection Policy;

In coordination with AusAID, liaise closely with whole-of-government partners including AGD, AFP and DFAT on issues relevant to criminal justice sector capacity building coordination and harmonisation, and other initiatives focussing on anti-human trafficking; and

Other duties as directed by the Team Leader.

Other Requirements

​Core Competence Required:

Demonstrated understanding of the national human trafficking situation, including national legislation and the role of key criminal justice sector institutions in-country;

Demonstrated understanding of development principles and how the development sector operates in-country;

Demonstrated ability to provide advice to management and counterparts;

Demonstrated sound project planning and management skills, including the preparation of results-focused annual work plans and budgets;

Demonstrated project monitoring and reporting skills;

Ability to represent the program at the national level and liaise with senior criminal justice sector officials;

Strong written and oral communication and interpersonal skills, including good written and oral English language skills;

Demonstrated understanding and appreciation of gender and human rights issues; and

Competent information technology skills.

Qualifications:

A post-secondary or tertiary qualification in a relevant discipline, such as criminal justice, law, management, economics or international development is highly desirable.

​The CPC position in Laos will be based in Vientiane and the CPC position in Myanmar will be based in Yangon. These positions are full-time (2 year contract) and may include some travel to other country offices in the region.
