The INTERACT Programme
The INTERACT Programme 2007-2013 facilitates the exchange of expertise, experience and good practice within the European Territorial Cooperation (ETC) Objective. It has a wide geographic scope covering 27 EU Member States and neighbouring countries. INTERACT is co-financed by the European Regional Development Fund (ERDF) and national contributions by participating countries.
INTERACT Point Vienna is part of the implementation structure of the INTERACT Programme and provides services in particular to territorial cooperation actors in Central and South-eastern Europe, covering 11 EU Member States, 7 accession countries and 28 cooperation programmes. INTERACT offers individual advisory services, training opportunities, management tools and information services.
INTERACT Point Vienna is implemented by the City of Vienna, Municipal Department 27 - European Affairs. Employer of the INTERACT Point Vienna staff is the EU-Förderagentur GmbH on behalf of the City of Vienna.

Position
INTERACT Point Vienna is developing a programme monitoring system with communication portal to be used by ETC programmes (for more information on the project please see http://www.interact-eu.net/downloads/7918/INTERACT_Factsheet_e_Monitoring_...).

The Java Developer/IT Manager will support the process with specific technical (IT) knowledge and experience in development and maintenance of IT systems. He/she will cooperate closely with the INTERACT project team, ETC programmes and the external service provider, who will programme the system.

For the development of the system, the Java Developer/IT Manager will in particular:

Design the structure and functionalities of the monitoring system based on inputs from stakeholders

Communicate requirements and expectations to the external service provider

Follow closely the programming process in order to identify potential risks at an early stage

Coordinate Beta and product acceptance testing, including verification of completeness and correctness of the source code

Develop elements of the monitoring system, where necessary

For the maintenance of the system, the Java Developer/IT Manager will in particular:

Be responsible for maintenance and modifications of the source code

Draft and update a user manual and provide technical support to users of the system

Follow and support programme specific modifications of the system and be responsible for version management

Initiate and support a user community for the exchange of experience with the system

In addition, the Java Developer/IT Manager will support the INTERACT team with IT specific knowledge in other areas of work if needed.

Requirements

University degree in computer science or other relevant fields

At least 2 years of work experience in the development of IT systems and databases

AND

at least 1 year of work experience in management of an IT project of similar nature

Extensive experience with databases (SQL) and ORM frameworks (e.g. Spring or Hibernate)

Proficiency in Java and Java based web development technologies (e.g. JBoss, Glassfish, JavaFX)

Solid knowledge of software design and architecture with an emphasis on service oriented architectures

Ability to create functional and technical specifications

Familiarity with web-services (e.g. SOAP, WSDL, REST) and messaging technologies (e.g. ZeroMQ, JMS)

Solid understanding of design patterns, data structures and algorithms

Thorough understanding of build, test and integration tools (e.g. Eclipse, SVN, Maven, JUnit, Artifactory, Jenkins)

Excellent English speaking and writing skills

Assets

Experience with development and/or maintenance of a monitoring system of an EU co-financed programme, especially ETC

Familiarity with open source and other software licenses (EUPL in particular)

Experience with large scale applications

Knowledge of Cohesion Policy programmes, especially ETC

Knowledge of further European language(s), especially German

Work experience in an international environment

Experience with public procurement of IT services

Personal skills:

Strong team work and communication skills

Attention to detail and accuracy

Time management and organisational skills

Ability to work in a multi-cultural environment

Terms and conditions for employment / contracting period

The EU-Förderagentur GmbH, on behalf of City of Vienna MA 27, will offer the successful candidate an employment contract under Austrian labour law.

Starting date: as soon as possible.

A temporary contract until 30.06.2015 will be offered (including a one month probation period) with possibility to be prolonged for the programming period 2014-2020.

This is a full-time equivalent position based in Vienna

Conditions: flexible working time with accumulation of hours (time compensation or pay-out option), telework days possible

A salary is negotiable and depends on qualifications of the candidate. An additional extra-hours lump sum can be agreed.
