BACKGROUND
The mission of the Human Resources Management Group (HRMG) in IUCN is to actively and transparently promote and monitor effective, equitable human resources policies, procedures and practices that adhere to best practice standards.
HRMG works in partnership with line management around the globe, to whom it provides expert advice for the purpose of attracting and retaining a qualified and motivated workforce. It is also instrumental in ensuring that IUCN provides career opportunities at all levels and that staff members are treated equitably.
HRMG is composed of a team of human resources professionals in Headquarters and in its regional, outposted and country offices. The Human Resources Officer works under the overall supervision of the Human Resources Manager – Headquarters, and proactively supports him/her in organizing and managing the work of the HRMG at the Headquarters level (Gland, Switzerland). This includes but is not limited to the development of policies and procedures, recruitment, compensation and benefits, performance management, employee relations as well as providing strategic advice to Global Directors and Heads located in Headquarters.
SPECIFIC DUTIES AND RESPONSIBILITIES
Under the overall supervision of the Human Resources Manager – Headquarters, the responsibilities of the position are the following:
Recruitment
• Manage the recruitment process from vacancy announcement to job offer as delegated by the Human Resources Manager, Headquarters;
• Ensure correct authorization and paperwork is completed at initial stages of recruitment (e.g. terms of reference, recruitment requests, etc.);
• Administer special assignments, for example of unemployed professionals seeking career re-orientation;
• Oversee the administration of student traineeships at IUCN Headquarters.
Induction/on boarding
• Ensure welcome activities and information are provided systematically to newcomers in Headquarters so that they acquire the necessary knowledge, skills, and behaviour to be effective in IUCN;
• Organize live induction sessions in Headquarters (3-4 times a year);
• Support and follow up induction processes in regional offices (orientation, welcome pack, live induction, etc.).
Career and competencies
• Advise Headquarters staff on career development and succession planning;
• Ensure that career and development needs established as a result of performance appraisals are followed up;
• Ensure that a competencies framework for staff is established and integrated into all human resources processes.
Learning
• Identify and provide advice to Headquarters staff on learning and development;
• Assist in the establishment and coordination of a learning and development plan for Headquarters;
• Manage people development activities such as career advice, appraisals, secondments, job swaps, coaching and mentoring initiatives, evaluate training, etc.;
• Ensure the maintenance, deployment and constant improvement of IUCN’s global e-learning platform (myLearningSpace), including:
o user management (students and registrars, reports)
o course management (new courses, promotion)
o support to regional and country offices
• Assist units in the acquisition or external development of learning modules;
• Maintain learning history database.
Organizational information management
• Compile global HR management information and statistics for use by Directors, Managers and Human Resources Management Group (HRMG).
• Maintain Key HR Performance Indicators and ensure they are integrated into the Human Resources Management System;
• Maintain organizational charts and ensure that all IUCN organizational information in the public domain (website, publications, etc.) is accurate.
Consultant contracts administration
• Lead the administration and monitoring of consultant contracts in IUCN Headquarters;
• Maintain the global procurement/consultants policy and procedures;
• Provide advice to regional offices on the management of consultant contracts;
• Review and monitor Headquarters consultant contracts for compliance with labour law;
• Input and continuously update the databank on Headquarters-contracted consultants.
Other
• Provide advice on development and maintenance of the local Conditions of Service in Switzerland to comply with local labour law and best practice;
• Track Code of Conduct compliance;
• Lead in recognition and satisfaction programmes implemented in Headquarters (staff satisfaction survey, long service recognition, travel security, social activities, etc.);
The position's responsibilities are broad-based and the incumbent will be expected to back up the other members of the Human Resources Management Group as required (e.g. during absences, travel, periods of high workload).
REQUIREMENTS
• Five to eight years' experience in a human resources role in a multinational environment
• Advanced degree in HR management, law, business administration, or equivalent experience
• Proven generalist experience in all areas of human resources
• Knowledge and hands-on experience of employment laws and practices in Switzerland
• Proven experience in the administration of Human Resources Information Systems
• Good knowledge of statistical analysis and the development of key performance indicators
• Experience with capacity development and learning programmes design, delivery and evaluation
• Excellent interpersonal skills to work and communicate effectively in a multicultural environment and across a range of cultural environments
• Proactive, responsive and committed to client service
• Excellent organizational skills
• Capacity to work on own initiative, as well as a strong team player
• Advanced knowledge of office computer applications (particularly spreadsheet software)
• Fluent French and English, both written and spoken, essential. Knowledge of Spanish an asset
SALARY
The gross annual salary for this position is in the range from CHF 96'160 to CHF 120'200, subject to deductions for social security contributions and second-pillar pension, and before tax.
