**The HIE Line of Business**

Xerox Business Services’ (formerly ACS) Government Health Solutions (GHS) organization provides services and IT and BPO solutions for state government healthcare entities including Medicaid and Public Health. Our experience spans over 40 years and covers 31 states including Washington, D.C. We process 563 million health program claims annually and process $54 billion in annual provider and drug transactions.

GHS is comprised of a number of Lines of Business (LOBs) including the Health Information Exchange (HIE) LOB. The HIE LOB’s HIE solution suite is comprised of both internally developed and partner components that are tailored to meet the complex requirements of HIEs that are statewide in their breadth of stakeholder participation and scope of deployment and services. These include HIE initiatives funded and governed by State Designated Entities (SDE) through ONC grants and Medicaid or Public Health agencies through CMS or other grants. We currently have statewide HIEs in various stages of deployment and operation in Iowa, Kentucky, Missouri, Montana and Wyoming.

The statewide HIE’s level of complexity exceeds that of regional or enterprise HIEs including integration with a broader array of data sources and complexity of integration including immunization registries, cancer registries, reportable disease registries, payer and/or Medicaid systems and others. Our HIE solution suite supports our state government and SDE clients’ broad technological and programmatic objectives. It includes the following components and services: EMPI/RLS, gateway/hub, data transformation, analytics and reporting, clinical DSS, clinical portal (or ambulatory Electronic Health Record if required) and patient portal (or Personal Health Record, if required). We also support Direct Secure Messaging with an available HISP.

The HIE LOB is comprised of three teams: Product, Account Management and Applications Development.

**The Position**

The HIE team is seeking a seasoned Healthcare IT (HCIT) professional with specific expertise as described later in this document to serve as HIE Product Manager who will take ownership of our HIE solution strategy and approach. In this role, the HIE Product Manager has responsibility for setting “strategy” and “approach” that spans the continuum of the product lifecycle from concept to market availability. In short, the HIE Product Manager will own our HIE Product Roadmap and its execution. S/he will iteratively track client and market trends and requirements, conceptualize requisite solutions, perform “buy-vs.-build” analyses, plan, design and collaborate closely with the HIE Development team, package, market and sell the market ready HIE solution.

To take on this role and to achieve both personal and overall business objectives, the HIE Product Manager will have to have a balanced background in healthcare/HCIT, software application and product lifecycle management as well as sound general business skills. S/he will require the following skills, knowledge and expertise:

* _Healthcare:_ demonstrated working knowledge and expertise in the Affordable Care Act and Meaningful Use. General knowledge of clinical transformation, clinical decision support, analytics and reporting.

* _HCIT:_ strong Healthcare IT background with a particularly strong focus on the latest ONC requirements and best practices for HCIT interoperability.

* _Software application lifecycle management:_ working knowledge of SDLC sufficient to bridge the gaps between business requirements, technical requirements, design and specifications.

* _Product lifecycle management:_ proven experience in taking a software application product offering to the healthcare market. All steps in that lifecycle from market assessment, to business planning, to product roadmap development and periodic updating.

The successful candidate will exhibit strong competencies in all four of these areas – each of which is listed above in order of priority and emphasis. These skills and expertise will be further articulated later in this document.

**Roles & Responsibilities**

**The HIE Product Manager has joint responsibility with the HIE LOB Vice President for setting our overall HIE solution “strategy” and our “approach” to achieving that strategy in a manner supportive of the LOB’s overall business objectives including growth and profitability__.

**The HIE Product Manager will own the creation, justification and execution of Xerox’s HIE Product Roadmap and collaborate closely with the HIE Chief Technologist who oversees the HIE Application Development resources and sets technological direction to bring our solutions and enhancements to market__. That HIE Roadmap will, in turn, drive our HIE application development process, product release timeline and the availability of features within each release. The Roadmap will also guide decisions to establish alliance partnerships when necessary to fill gaps in our HIE solution suite. For these reasons, it is essential that the HIE Product Manager collaborate closely with the HIE Chief Technologist and his/her Development team.

* The HIE Product Manager will continuously track client, regulatory and market trends and requirements, conceptualize requisite solutions, and prioritize which HIE and related capabilities will meet key requirements while maintaining our competitive advantage.

* S/he will balance contractual requirements to our existing client base with evolving market requirements. For the existing client base, s/he will collaborate closely with the Account Mangers overseeing HIE deployment and operations at each of our clients to support both continual improvements in our current base and to receive essential inputs for determining the direction of the HIE Roadmap.

* HIE Product Manager will lead and actively participate in the development of business requirements while tracking the HIE Chief Technologist and Development team’s creation of technical requirements, design and specifications. S/he will collaborate closely with the HIE Chief Technologist and Development team in all phases of their software application development process.

* The HIE Product Manager will perform “buy-vs.-build” analyses as required and create justification for a recommendation to either build an HIE component or establish an alliance partnership (or leverage an existing one) in order to remediate gaps in our HIE solution suite necessary to meet HIE Product Roadmap requirements.

* S/he will be responsible for assembling the appropriate internal resources to perform due diligence on an alliance partner’s product to determine its fit to mitigate gaps identified the HIE Roadmap and to verify the product’s capabilities and reliability.

* The HIE Product Manager will be our liaison with healthcare and IT Subject Matter Experts (SMEs) in other LOBs. S/he will take point in determining the potential applicability of Xerox’s many technology and services capabilities within the context of our HIE Product Roadmap. For instance, there may be Xerox information technology and services that can support the collection or management of information scattered amongst stakeholders participating in an HIE.

The HIE Product Manager will have a span of control across the continuum of the product lifecycle – from concept to market rollout to sales program development.

* This role currently has no direct reports. As such, the HIE Product Manager must be adept at managing to objectives in a matrix environment.

* Resources to be matrix managed may include software development, client account, business analyst, LOB management, business development, sales and other resources. At times, this may include resources from other LOBs.

To enable achievement of the HIE LOB’s business objectives for growth and profitability, the __HIE Product Manager will serve as a key HIE SME, acting as the “go-to” person__ for our technical, clinical, business and sales team members.

* The HIE Product Manager will provide guidance to the HIE team and, as time permits, other GHS and Xerox healthcare resources who may require SME support.

* S/he will actively participate in key standards bodies and related organizations and associations that are relevant to the HIE market (HL7, HIMSS, AHIMA, and others as applicable).

* The HIE Product Manager is expected to have a broad base of knowledge. However, the candidate for this role is not expected to be a deep Subject Matter Expert in every area noted within this document. It is expected, however, that s/he will “_know what s/he knows”_ and “_know what s/he does not know_” and, as such, will understand where to look for answers. The HIE Product Manager is expected to know what internal and industry information resources to tap in order to fill gaps in their own knowledge.

**The HIE Product Manager has joint responsibility with the HIE LOB Vice President to take the HIE solution to market.__ The HIE Product Manager and HIE LOB Vice President will work seamlessly with GHS Marketing, GHS Sales and GHS Business Development to package, market and sell our HIE solution suite to GHS’ target market. This will include the following activities as well as others when necessary:

* Developing and/or participation in developing and refining pricing models and value propositions

* Developing and/or participation in developing content for marketing materials including presentations, white papers, articles, podcasts and other as required.

* Participation in responding to RFPs and unsolicited proposals as well as in the creation of reusable artifacts for future responses/proposals.

* Participation in client presentations and discussions in support of sales efforts.

**Skillset, Experience and Attributes**

*Required*

The candidate must have proven experience and demonstrable performance in the following areas:

* 10 or more years of experience in the healthcare industry in the provider and/or government health segment(s).

* 10 or more years of experience in healthcare informatics with a strong emphasis on clinical informatics and interoperability.

* Broad and extensive knowledge of healthcare and healthcare informatics IT trends including but not limited to advances in healthcare IT standards (HL7, IHE and others as determined), information technologies becoming more widely adopted in healthcare (e.g.: mobile healthcare technologies, remote tele-monitoring, etc.), influences of ONC, CMS, Healtheway, and other government and NGO entities, etc.

* Working knowledge of healthcare information systems products, methodologies and best practices in achieving interoperability between healthcare information systems and healthcare enterprises using HL7 v2.x, HL7 v3.x, XDS, XCA, CCR/CCD/CDA and other existing and emerging standards. Knowledge of clinical terminology including LOINC, ICD 9 and 10, SNOMED, CPT, DRG and others as applicable to the HIE marketplace.

* Proven ability to guide application software development resources to design workable and scalable interoperability solutions in support of the HIE Roadmap and specific client requirements.

* In depth and working knowledge of Meaningful Use (MU) and experience in applying solutions to support compliance with MU1, MU2 and emerging MU requirements. This includes a good working knowledge of ambulatory and acute care Electronic Health Records (EHR) systems, reporting requirements, and others as applicable to achieve MU compliance.

* Good overall knowledge of HIE solutions and their various components, the current and emerging HIE marketplace, best practices and other attributes of this industry segment sufficient to lead the direction and execution of the HIE Product Roadmap.

* Working knowledge of SDLC sufficient to bridge the gap between business requirements and technical requirements, design and specification. Proven ability to work between both industry SMEs and Information Technology SMEs.

* Strong written and oral communication skills.

* Ability to converse equally well with both IT and C-suite level individuals at existing and prospective clients. Able to instill credibility both personally and on behalf of the HIE team.

While not required, a candidate with experience and expertise in one or more the following areas would be favored:

* HCIT Product Management.

* Currently active in standards bodies and healthcare/HCIT associations (HL7, HIMSS, AHIMA, and others as applicable) preferred.

* Knowledge of analytics and reporting, alerting and related solutions in healthcare.

* Former clinical practitioner (RN, MD, Pharmacist or other) a plus.
