ODOT Region 1 is recruiting for an area manager (AM) in Portland. As the central figure in managing a portfolio of projects and leading the complete project life cycle, the AM oversees and works with a multi-disciplinary team of project leaders, project managers, technical, and engineering staff to deliver multi-modal transportation projects. AM's ensure that communication and collaboration are maintained internally and externally throughout the selection, development, design and construction of the projects within their area. They provide clarity on how to accomplish significant transitions, from community stakeholder involvement and the Statewide Transportation Improvement Plan (STIP) approval process at the beginning to the hand-off to Maintenance once a project is completed.

As the person with overall accountability for keeping projects on track and moving forward, the AM ensures that issues are worked quickly and completely to resolution and that the appropriate technical and engineering decision-makers are involved in the process.

The AM leads a variety of program and policy initiatives with regional and statewide impacts. They represent the overall interests of ODOT and/or the specific interests of the Project Delivery business line to stakeholder groups.

This position is key to determining policies and procedures, program priorities, and the use of resources relating to design, construction  and contract administration that are required to carry out the objectives mandated by laws and the priorities determined by the Legislature, governor, ODOT director and Oregon Transportation Commission.

This position is included in a classification and compensation study of the state's managerial positions. Changes to its assigned classification and salary range may occur.

Establish and support the business line strategic direction.

Develop statewide strategies to improve the Region's ability to deliver the state's transportation program on time and within budget.

Ensure consistency and integrity of the transportation program statewide.

Ensure that the STIP process is understood regionally and across the state.

Represent ODOT on the various local area commissions and other stakeholder groups to maintain effective working relationships.

Interact with external stakeholders such as legislators, media, property owners, etc. to listen, inform, and advocate for ODOT-related business.

Coordinate various public involvement and community solutions with Region and Headquarters personnel.

Serve as one of the primary external contacts for ODOT within the area.

Establish and maintain effective working relationships with local governments in order to work collaboratively to develop plans/projects that will maximize the use of available funding.

Identify planning and maintenance issues and opportunities within the area that require integration into the project delivery process.

Bring together technical, planning, maintenance, and/or political resources needed to resolve problems and ensure that projects continue to move forward.

Direct the preparation and administration of the biennial and annual budget requests for the agency within their area.

Recruit, select, supervise, appraise, mentor, and coach project managers, consultant project managers, project leaders, and other agency staff.

Ensure projects are delivered within approved scope, schedule, and budget incorporating multimodal transportation elements and practical design.

Develop annual business plans that establish Regional resourcing, scheduling, and budgeting for projects.

Direct the work of staff in the use of statewide project planning, scheduling, and management systems.

Ensure the delivery of quality construction projects by monitoring the change order process and making the necessary contract adjustments to project timelines and costs.

Direct the work of project managers in the use of statewide management systems.

Provide project managers with the necessary training and performance coaching to support their role in the management of the construction contracts, construction engineering budgets, and crews.

Review contract progress and project quality with project managers, approving Region acceptance of contract work, and recommending ODOT acceptance.
