Introduction:

ODOT Region 1 is recruiting for a Region project delivery manager (PDM) to act as the executive leader for the design and construction of projects in ODOT's Region 1, which encompasses Multnomah, Clackamas, Washington, and Hood River Counties. The PDM is based in Portland, reports to the Region manager, and is a member of the Region Senior Management Team. Region 1 is a dynamic and exciting work environment. In addition to delivering ODOT projects, Region 1 collaborates on many local projects, including roads, bridges, transit, bicycle, pedestrian, and public/private development projects. The PDM must be an excellent communicator and people and program manager.

Position Summary:

Some of the most important functions of the PDM are:

Ensuring that projects and work assignments are staffed appropriately, work is performed to acceptable standards, projects are delivered within available program budgets, and that ODOT approved policies, procedures, and practices are followed.

Ensuring the timeliness, budget, and technical quality of all Region project development and construction projects.

Determining the strategy for delivering multi-modal projects in the Statewide Transportation Improvement Program (STIP) and local agency support for the Region, which are approximately two thirds of the state's local program.

Ensuring appropriate communication and collaboration is maintained (internally and externally) throughout the selection, development, and construction of projects within the region.

As the person with overall accountability in the Region for ensuring that program expectations are met, the PDM is the Region's final point of escalation for issues in Project Delivery.

Deploying all positions within the Region's project delivery business line.

Region 1 Project Delivery Organizational Structure:

This position manages nearly 200 staff assigned to the Project Delivery business line, including: area managers (AM), project managers (PM), consultant project managers (CPM), project leaders (PL), the Technical Center manager (TCM), the project services manager, and all staff assigned to be managed by these positions.

As the central figure in managing and leading the Region project delivery program, the PDM supervises and mentors the AMs, the TCM, and the project services manager. The AMs supervise PMs, PLs and CPMs. PMs and PLs supervise or lead teams of technical and/or engineering staff assigned to specific projects. CPMs manage projects that are designed, developed, and built through consultants.

The Technical Center consists of all technical disciplines that serve the Region, including: right-of-way, survey, roadway, bridge; geotechnical/hydraulic, traffic engineering, and environmental. The TCM manages the six front-line technical managers who maintain responsibility for those disciplines. The Technical Center has approximately 100 positions.

This position is included in a classification and compensation study of the state's managerial positions. Changes to its assigned classification and salary range may occur.

Duties & Responsibilities

Ensure delivery of the STIP within the Region.

Ensure the delivery of quality construction projects by exercising delegated authority for contract administration and management including ensuring proper integration with project development program requirements.

Establish and maintain effective working relationships with local governments, which may include legislators, county commissioners, mayors and other elected or appointed officials.

Chair the Region Project Delivery Leadership Team (RPDLT) to address and resolve Regional project delivery program issues including managing the $156 million/year program budget.

Lead Technical Center Manager (TCM) and Area Managers (AM) regarding project staffing, consultant oversight, and the local agency programs.

Ensure the preparation and administration of the biennial and annual budget requests for the overall project delivery portion of the budget within the Region.

Recruit, select, supervise, appraise, mentor, and coach Area Managers and TCM.

Facilitate the TCM and AMs for the identification and recruitment of needed consultant resources and hold final Region approval of the assignment of projects to consultants.

Oversee the work of AMs and the TCM in the use of statewide project planning, scheduling, and management systems.

Responsible for interpreting rules, regulations, etc., governing preliminary design work, and communicating guidance to region staff and direct reports as required.

Serve as an active member of the Region management team.

Provide leadership and direction to assure the vision and policies of the Department and the Oregon Transportation Plan are realized within the Region's geographical area.

Act as the Region Manager at the request of and in the absence of the Region Manager.

Establish and support the business line strategic direction by serving, if requested, as a core member of the statewide Project Delivery Leadership Team (PDLT) and/or as a co-chair of one of the Standing Committees.

Ensure that the State Transportation Improvement Program (STIP) process is understood and followed regionally.

Actively engage appropriate external forums in the identification and prioritization of Regional transportation needs and solutions.

Coordinate various public involvement and community solutions with Region and Headquarters personnel.

Provide leadership and guidance to Area Managers for the area commission meetings so they effectively and efficiently meet the established goals of the Oregon Transportation Commission (OTC).
