Harleys are too big and expensive... can't do all those bikerz stunts on them either. Dirt bikes are half the price of a street bike, and if you crash often (like the guy in the video who was competent enough to be run over by a parked "cage") you can replace all the plastic on a dirt bike for less cash then a a single piece on a street bike. Besides, anything street-legal is difficult to get off the sales lot without all that pesky title and license paperwork! 
Also, if you feel you might need to run from the fuzz, in the city, even a 125 would be a better choice that than an poorly handling, overweight Pig Hog! 
I'm guessing the cops don't chase them down because it would be a humiliating disaster for them. Besides... they might catch a bunch of there own.
