City government officials disproved the claim of presidential candidate Mar Roxas of Davao City’s peace as myth.

City Administrator MelchorQuitain was vocal in saying he sees some political overtone in Roxas’ statement.

“I don’t understand it. There is definitely politics here. He was the one who gave us the Seal of Good Governance Award,” Quitain said.

Roxas, then Secretary of the Department of Interior and Local Government (DILG) signed the recognition given to the city for winning the Seal of Good Local Governance (SGLG) in the Highly Urbanized City category for 2015 in Region 11.

“Davao was given the award after it passed all the three Core Components of the SGLG namely financial good housekeeping, social protection and disaster preparedness,” DILG Director for Davao, MeriloLimbaro said earlier when he conferred the award to the city.

The SGLG is a scaled-up version of the Seal of Good Housekeeping (SGH) which aimed to promote transparency and accountability among local government units focusing only on good financial housekeeping.

To win the SGLG the nominee must follow the 3 plus 1 principle where it should pass all the three core assessment areas and at least one of the essential assessment areas. Among the essential assessment areas are peace and order, business friendliness and competitiveness and environmental management.

Davao is the only city in Southern Mindanao which won the award. The other winners are the region’s four provinces of Davao Oriental, Davao del Sur, Compostela Valley (ComVal) and Davao del Norte plus the three municipalities of Sulop in Davao del Sur, MontevistainComVal and Boston in Davao Oriental.

Councilor DaniloDayanghirang presented on Monday’s (December 14) regular session a four-page document containing a list of the city’s achievements to include a citation from Asiaweek which named Davao City as one of the 20 most livable cities in Asia from 1996 to 1999 after it conducted an annual survey.  The city also received an award from the League of Cities in the Philippines in 2003, for its Project 911 as one of the Top 25 Best Practices in the Philippines.

“Davao was also given the Hall of Fame in 2004 for the Best Peace and Order Council in the Philippines by the National Peace and Order Council of the National Police Commission for winning the award in three consecutive years from 1999 to 2002,” Mr. Dayanghirang said.

In a Facebook post, retired general Francisco Villaroman, head of the Public Safety and Security Command Center said there is no truth to Roxas’ claim that it is Duterte who chooses the region’s Police Regional Director and the City Police Director as Chairman of the Regional Peace and Order Council.

Villaroman also clarified Roxas’ claims that the city is not peaceful at all and said Roxas may have been misinformed or he did not understand the  Index and Non-Index Crime statistics. He said the city has a 36 percent index crime and 64 percent non index crime and the latter is the “crime volume of police-initiated operations which means crimes solved.”

“The mayor is assisting them (police) with high-end technology to ensure that our police can do its job at its best. Mar Roxas even congratulated our police in several occasions in his visit many times in our city and wanted our Central 911 and Public Safety and Command Center replicated by his office,” he said.

The Davao City Central Communication and Emergency Response Center Team, more popularly known as the Central 911 of Davao City is one of the eleven Pagasa Awardees of the Civil Service Commission’s (CSC) 2014 Search for Outstanding Public Officials and Employees, besting 28 other nominees nationwide because of its exemplary performance in public service.

Davao’s Central 911 is only the third locality in the world that makes use of the numbers 911 as its emergency number. The two others are Canada and the United States.

The Central Communications and Emergency Response Center, which is both a call center and a dispatch center intended to link residents who need assistance, to the government’s emergency resources, was formally launched on September 27, 2002.

However, the idea of establishing the Center started in 1997 when the Davao City government and Davao and the Davao Light and Power Company joined forces for a street lighting project that will light up the streets of the city and rid it of criminals who thrived in darkness.

DLPC, through its Power-One program which is a product of the Geographic Information System they developed in 1992, was then capable of pin-pointing with a certain degree of accuracy the location of their poles. When he learned of such a potent instrument to fight criminality in the city, Mr. Duterte broached the idea of using DLPC’s GIS to improve the city’s peace and order situation.

DLPC then came up with a similar software that tracked down the location of both the callers and the nearest responders and called the system Emergency Computer-Aided Dispatch (ECAD) which is at the heart of Central 911’s operations.

Among the emergency resources of the city government are the police, firefighters, medical workers and rescue services. Included in Central 911’s resources are the Emergency Medical Services Unit, Urban Search and Rescue Unit, Fire Auxiliary Service Unit, and K-9 Unit. Lovely A. Carillo
