The [[Kingdom of Novaterra Senitempor|KNS]] is an absolute monarchy, therefore the laws are made by the king. However, the representatives from each guild meet at least once a month at forum, and form a senate with the purpose of discussing the state of the nation, voicing any concerns, and voting on a plan of action. The king will often go with the majority vote, but still retains the power to do as he wishes in case a better plan is thought up, or to prevent a bad idea, probably started as a joke yet still getting majority vote, from passing into law. Each citizen is issued an up-to-date handbook listing all current laws and rights, essentially what is written here.

==Rights of Humans and Citizens in the KNS==

Taking an excerpt from the USA Declaration of Independence: "...all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness."

All human beings have the right to become a citizen unless they are criminals in any other nations and especially if they are coming to the KNS to conduct criminal acts.

 

+

 

+

All human beings are presumed innocent until proven guilty.

 

+

 

+

All citizens have the right to privacy within their own homes and the right to refuse search of their home and person if the search is unwarranted or without probable cause.

 

+

 

+

All citizens have the right to be considered fairly for membership of any guild they choose to join except the Rangers' Guild, as this guild is very different from any other.

 

+

 

+

All citizens have the right to no less than two days off from work during a normal work week when no holidays would so interfere.

 

+

 

+

All citizens have the right to excersize freedom of speech, freedom of the press, freedom of religion, freedom of sexual orientation, and freedom of sexual identification, so long as it is conducted in a lawful manner and does not infringe upon the rights of others.

All citizens have the right to carry one knife or dagger in a sheathe in public areas as to defend themselves in a lawful manner, and defend their nation in times of war and/or the event of an invasion. Knights, Rangers, and Hunters are the only citizens exempt from this, as their bows, swords, spears, and other weapons are necessary for them to do their duties.

==Age Groups==

There are four legal age groups in the KNS, each with their own sets of applicable laws and restrictions.

Children - Birth to age 12 - Children are not required to work, but may assist their families at their consent, unless the work is dangerous. Children may not drink alcohol or consume tobacco or marijuana. Children are exempt from most legal punishment, as the fines are given to the parents to pay after a resonable number of warnings. Children may not enter sexual relationships.

Legal Young Adults (LYAs) - Age 13 to 17- LYAs are required to work, but may not be elected as guild representatives. LYAs cannot consume alcohol or tobacco, but may consume marijuana at their parents' consent. LYAs are exempt from capital punishment, but not from fines or light prison sentences. Fines that cannot be paid are rolled over to the parents as with children. LYAs may enter into romantic, non-sexual relationships.

Legal Adults - Age 18 to 59 - Legal adults can consume alcohol, tobacco, and marijuana, and are subject to full penalty of law for crimes. Legal Adults are required to work and can be elected as guild representatives. Legal Adults may enter into romantic and sexual relationships, as well as be married.

Elders - Age 60 and up - If able-bodied and of their own choice, Elders may continue to work or else join the Scholars' Guild in order to pass on their knowledge to younger generations. The same laws that apply to Legal Adults also apply to Elders.

==Laws of the Kingdom==

This section lists the current laws and their applicable punishments. Repeat offenses garner more severe punishment. The punishment could be a simple fine, to time in prison, to exile, to execution. Execution is rare and reserved for only the most heinous and severe of crimes such as murder or child molestation in a serial context. Upon exile from the kingdom, the former citizen is stripped of everything originating from the kingdom, save for clothing if they have no other, and their citizenship is renounced. The former citizen is henceforth barred from entering the kingdom unless an apeal is made and accepted, and is immediately, and forcibly if necessary, removed from the kingdom.

Theft is a crime of varying degrees and applicable punishments. The greater the severity, the greater the degree of punishment ranging from a simple fine to time in prison. The factors deciding the perpetrator's fate is to be decided in court.

Public lewdness, public nudity, and public sexuality are crimes mainly delt with by fines and asking the guilty party to stop and/or redress themselves. If they do not comply, they may be forcibly covered and possibly arrested. Anything beyond simple kissing and hugging can be considered public sexuality. Dressing in excessively revealing clothing, not counting regular bikinis, except in public buildings and without other covering such as a towel, can be considered public lewdness.

Littering is a crime punishable by a strict fine. All trash materials must be properly disposed of and all recyclable materials must be placed in the proper bin. Trashing of recyclable materials is a fineable offense as well.

Assault is defined as the unlawful attack on another person with or without weapons. The more severe the assault, the more severe the punishment.

 

+

 

+

A mutual combat clause protects the two consenting parties involved in unarmed combat while monitored by no less than one guard. If a weapon is drawn or grabbed, the brawl will be instantly stopped and the wielder charged with assault. In order to help prevent such an event, the consenting parties must surrender any weapons to the monitoring guard.

The possession and use illegal drugs, being anything other than marijuana, alcohol, tobacco, and pharmesuticals, is a crime punishable by fine and possible jail time, with the illegal substance confiscated to be destroyed. Abuse of pharmesutical drugs and medicines result in a similar punishment.

It is illegal to work while under the influence of marijuana or alcohol as a safety concern. Those guilty shall be fined and locked up until sober. Women who are pregnant or nursing are strictly prohibited from consuming alcohol, tobacco, and marijuana so as to protect the lives of their children.

Sexual assault of any person is the unwillful act of sexual activity forced upon another, punishable by fines and jail time. Sexual assault of a child or LYA is a much more severe crime.

 

+

 

+

Trade of fraudulent goods or misdirection in trade of services is a crime punishable by compensation to the victim at the perpetrator's expense and jail time.

 

+

 

+

Murder is a crime punishable by fine, prison time, and, in the most severe cases, execution.

 

+

 

+

Accidental killing of a person is a crime punishable by fines and prison time.

 

+

 

+

Vandalism and otherwise destruction of property is a crime by which the guilty will be fined and possibly imprisoned. Foreign vandals will be detained just the same until they can be extradited and exiled.

 

+

 

+

Dereliction of Duties is when a citizen of any guild refuses to work as they are required on a work day during work hours. Those guilty will be fined, possibly imprisoned for a few days, and in extreme cases could be exiled. Knights and Rangers who intentionally allow a crime to happen or something else of that magnitude can be charged with this and may even be executed if the offense leads to severe consequences such as murder.

Intentional attack on the king or any member of the Royal Family is an act of treason and a crime punishable by imprisonment and possibly execution, if the perpetrator is not killed by the king, his housecarl, the General, or anyone else nearby in the process.

The possession of firearms of any kind is strictly prohibited and the guilty party will be fined, imprisoned, and the firearm and all ammunition confiscated to be traded to another country, destroyed, or put to more practical use.

 

+

 

+

Motorized vehicles, unless expressly granted access by the king, are strictly prohibited from entering the kingdom, both to preserve our land and help keep the air clean and the people safe.

 

+

 

+

Rebellion is an act of treason and a crime punishable by imprisonment and possibly execution.

 

+

 

+

Conspiracy to commit treason is a crime punishable by imprisonment and possibly exile.

 

+

 

+

Intentional disrespect of the king or any member of the Royal Family is a crime punishable by time in the stockades to be publicly ridiculed. a guard will stand watch over the criminal to ensure he or she is not assaulted or killed while serving their time, and to give meals.

 

+

 

+

Hate-crimes will have the guilty party fined and locked in the stockades for a time determined by the severity of their offense. Severe crimes will carry the same punishments.

 

+

 

+

The Proletarian Senate must meet with all parties present at the end of each month in the forum building. Holiday feasts will be scheduled around these meetings if necessary, as these meetings take precedence over all other uses of the building and events in the kingdom.

While the king does not recognize diplomatic immunity, foreigners unfamiliar with the KNS laws will receive one warning per crime committed, unless it is a serious offense such as theft or murder.
