::: Generally I can detect them only when I will translate them ; translators should participate to testing these, and ideally the central notices should be immediately testable on another wiki such as TestWikipedia. Testing them only on Meta is not enough.

::: My opinon is that there should exist a '''Global Test Wiki''' aka Glot-Wiki (nterwiki prefix=Glot:, url=//glot.wikimedia.org/ ) for all contents that will be sent globally, and this Glot-Wiki should be immediately during the translation work). Glot-Wiki will be regularly purged (or recreated) and updated to reflect the core MediaWiki version used and the minimal set of extensions that work on all wikis. (it should not have any beta extension, or extensions used only in Wikisource for example).
