I've been looking into this a little more, and now I DO actually think they came from the 18th Century. While no date is given in the episode, Spock does say that the Preservers rescued "cultures which were in danger of extinction," and that the Amerind people are "a mixture of Navajo, Mahican, and Delaware." According to Wikipedia, "[http://en.wikipedia.org/wiki/Navajo_people in the 1780s, the Spanish sent military expeditions against the Navajo]." And, "[http://en.wikipedia.org/wiki/Mahican following the disruption of the American Revolutionary War (1775–1783), most of the Mahican descendants first migrated westward to join the Iroquois Oneida on their reservation in central New York]." Finally, "[http://en.wikipedia.org/wiki/Lenape the Lenape, … are also called Delaware Indians. … Most Lenape were pushed out of their homeland by expanding European colonies during the 18th century after losses from intertribal conflicts]." This tells us that these three cultures were in danger of extinction in the late 18th Century, which is thus a probable date for the Preservers visit to Earth.
