The emergence of the Dominion threat in 2370 led to the first thaw in the Empire's relations with the Federation. In 2371, the Romulans agreed to amend the Treaty of Algeron to permit the use of a cloaking device on the USS Defiant for Gamma Quadrant operations, in exchange for intelligence gathered regarding the Dominion. As the Dominion War began in earnest, the Romulan Tal Shiar and the Cardassian Obsidian Order intelligence services launched a joint attack on the Dominion. The Battle of the Omarion Nebula in late 2371 was a catastrophic failure, devastating both Romulan and Cardassian forces. (The Die is Cast)

+

Through their agreement with Starfleet, the Romulans gained information on the Founders, their control of the Jem'Hadar through ketracel-white, and the location of their homeworld. In response, the Tal Shiar conspired with the Cardassian Obsidian Order to launch a joint attack on the Founders. However, the Tal Shiar had been infiltrated by a changeling agent, and the resulting battle in the Omarion Nebula proved catastrophic for both the Romulans and the Cardassians. (The Die is Cast)

As the Dominion finally gained a foothold in the Alpha Quadrant through the alliance with the Cardassian Union, the Romulans initially sent a fleet of vessels to Deep Space 9 to join the Klingons and Federation in anticipation of the imminent war. (By Inferno's Light)

When the Dominion gained a major foothold in the Alpha Quadrant through the incorporation of the Cardassian Union in 2373, the Romulans dispatched a fleet of warbirds to Deep Space 9 in anticipation of an imminent Dominion attack, joining the Klingon and Federation forces there. (By Inferno's Light) However, after war did not immediately break out, the Romulan Senate eventually opted to sign a non-aggression pact with the Dominion. (Call to Arms) The pact was negotiated by Senator Vreenak, who remained an ardently pro-Dominion voice in the Romulan government. (In the Pale Moonlight)

When war did not initially break out, however, the Empire signed a nonaggression pact with the Dominion, and planned to watch their neighboring rivals take the heavy losses, but a successful intelligence operation conducted by Captain Benjamin Sisko and Elim Garak of Deep Space 9 led the Empire to believe the Dominion posed an imminent threat, leading the Romulans to join forces with their erstwhile enemies in the war. (Call to Arms)

+

The Romulans thus did not participate in the early months of the Dominion War, though some analyses suggested that they would eventually join the war against the Dominion. (Statistical Probabilities) Nevertheless, the Romulans were turning a blind eye to Dominion forces crossing their space to ambush Federation ships. Concluding that the war could not be won without Romulan involvement, Captain Benjamin Sisko and Elim Garak undertook a covert operation to convince the Romulans that the Dominion posed an imminent threat. The operation ended with the assassination of Senator Vreenak, which the Romulans blamed on the Dominion. (In the Pale Moonlight)

Within hours of joining the war against the Dominion, the Romulans attacked fifteen bases along the Cardassian-Romulan border, quickly opening up a new front and drawing forces away from the Federation and Klingon lines. This initial Romulan attack marked the Federation Alliance's first inroads into Cardassian space in the war. (In the Pale Moonlight)

+

In the wake of Vreenak's death and the discovery of apparent Dominion invasion plans, the Romulan Star Empire formally declared war. Within hours, Romulan forces attacked fifteen bases along the Cardassian-Romulan border, opening up a new front and relieving pressure on the Federation and Klingon lines. (In the Pale Moonlight) The Romulans soon sent representatives, such as Senator Cretak, to coordinate war plans with their new allies, and eventually established a permanent presence on Deep Space 9. (Image in the Sand) Interactions between the formerly adversarial powers though remained fractious, (Tears of the Prophets) and the Federation was often forced to mediate disputes between the Romulans and the Klingons. (Tears of the Prophets) At one point, an attempt by the Romulans to place heavy weapons on the Bajoran moon Derna nearly shattered the alliance. (Shadows and Symbols)

Other major engagements with the Dominion included at least twelve campaigns led by Shinzon of Remus, all of which ended in a Romulan victory. (10)

During the war, diplomatic relations between the Romulans and the Federation improved. In 2375, the Federation embargo on Romulan ale was lifted, and a Romulan-Federation conference took place on Romulus. On the other hand, both sides were aware that they would be rivals for influence in the quadrant once the Dominion was defeated. Espionage and covert operations were rampant, including an effort by Starfleet and Section 31 to place a Federation agent on the powerful Romulan Continuing Committee. (Inter Arma Enim Silent Leges)

Though bound by necessity, the new alliance was less than amicable. The mutual antipathy between Romulans and Klingons forced the Federation to serve as mediator, and all sides knew a battle for influence in the Alpha Quadrant would follow once the war ended. (Tears of the Prophets)

+

Major Romulan engagements during the war included the liberation of Benzar, (The Reckoning) and twelve successful campaigns led by Shinzon of Remus. The Romulans often employed Reman shock troops in the most violent encounters. (10) Romulan forces were involved in most major battles in the latter parts of the Dominion War, including the first and second battles in the Chin'toka system and the final push against Cardassia Prime. (Tears of the Prophets) A female Romulan dignitary represented the Empire at the Dominion surrender ceremony on Deep Space 9. As a result, espionage and counter-intelligence were rampant, and at one point a crisis involving Bajor nearly shattered the alliance. (Shadows and Symbols)

In the last battle of the war, heavy losses were inflicted on the Romulans by the Dominion, Breen, and Cardassian forces. Their flagship was destroyed and their lines began to collapse. Captain Benjamin Sisko was ordered to help the Romulans, although they were ultimately saved by the Cardassians turning on the Dominion. In a proposed attack on Cardassia, the Romulans would have worked with the Cardassians in attacking the Jem'Hadar, although this battle was never fought due to the Female Changeling's surrender. Later, a female Romulan dignitary represented the Romulans at the official Dominion surrender ceremony on Deep Space 9. (What You Leave Behind)
