Following a bombing at the ratification of the Accords in Vienna which killed several people (including Wakanda's King T'Chaka), the blame was placed on Bucky Barnes, and Rogers teamed up with Sam Wilson to find him and bring him in. After tracking him to his hideout, Steve tried to talk some sense into him. Despite recognizing him, Bucky fled, and was attacked by T'Challa. Bucky escaped his assault, and a foot-chase through the streets of Bucharest ensued. Steve eventually caught up with Bucky and Black Panther, but they were surrounded by police, who were accompanied by War Machine. Rogers, Wilson, Barnes and T'Challa surrendered, and were taken into custody.

While Bucky was detained for psychiatric evaluation, Rogers and Wilson were stripped of their gear and shown to their new office. Steve talked to Tony Stark, and argued for a moment about the Accords before seeing Bucky's evaluation captured on camera. An EMP blast knocked out the power to the building, and Colonel Helmut Zemo, posing as a psychiatrist, reactivated Bucky's HYRDA brainwashing. Bucky broke out of his cell and attacked Wilson and Rogers, throwing him down an elevator shaft before moving through the facility, taking down Stark, Sharon Carter, and Black Widow before he was attacked by T'Challa, but was able to escape from him yet again. Steve followed him to the helipad and grabbed onto the chopper, stopping in from taking off, but Bucky crashed the chopper and grabbed an unsuspecting Rogers by the throat. The helicopter slid off the helipad and fell into the water below, knocking Bucky unconscious. Steve took him and escaped to a hideout with Sam, where Bucky recovered from the brainwashing and told Steve what had happened, revealing that he had unwillingly given the location of five other Winter Soldiers to Zemo. Steve enlisted the help of Wanda Maximoff, Clint Barton and Scott Lang to track down Zemo.

Arriving at the airport in Leipzig, Rogers' team was confronted by Iron Man and his own force consisting of Rhodes, T'Challa, Romanoff, Vision and Peter Parker. Tony tried, unsuccessfully, to talk sense into Steve before a fight broke out. The battle seemed evenly matched at first, but as it progressed, it became clear that Rogers' team was losing. Scott revealed his trump card, Giant Man, as a diversion. Cap and Bucky fled to a Quinjet in the hangar while the rest of the team stayed behind. Though Giant-Man was eventually defeated, Steve escaped with Bucky in the Quinjet. The rest of the team were arrested and taken into custody.

Steve and Bucky flew to Siberia to confront Zemo. Stark eventually figured out what he was doing and followed him, unaware that he himself was being followed by T'Challa. Tony caught up with Steve and Bucky and explained his sudden arrival; he had found out that Barnes was framed for the Vienna bombing, and, realizing that Steve was right, showed up as a reinforcement. Steve stood down and greeted his friend, who returned the greeting.

The three moved into the chamber where the Winter Soldiers were held in cryogenic stasis. Zemo used an intercom to gain their attention, revealing that it was, in fact, a ruse; the Winter Soldiers were dead, each of them with a gunshot wound in the head. Zemo then revealed himself, and his reasoning: he was Sokovian, and the incident the previous year had cost him his family. Zemo also revealed that it was Barnes who killed Howard and Maria Stark, and showed them the footage to prove it. When Steve held him back, Tony asked him if he knew that it was Bucky who killed his parents, and Steve guiltily and hesitantly responded, "Yes."

Enraged, Tony immediately turned on them both, knocking Rogers to the ground and attacking Bucky. Steve tried to hold him off while Bucky attempted his escape. Stark eventually blew the door hinge to pieces with a missile, causing it to collapse, preventing Bucky from escaping. Tony grabbed him and snarled in his ear, "Do you even remember them?!" Bucky responded that he remembered "all of them."

Cap then lunged at him, pushing him against the wall, causing him to lose his grip on Bucky, who fell onto a ledge below. Stark and Rogers plummeted towards the bottom of the chamber, where they continued to struggle. Bucky then intervened and attacked Stark with Rogers' shield, and the two soldiers briefly fought Iron Man side by side until Stark blasted Rogers aside with his repulser beam. Bucky grappled with Stark before pinning him to the wall and attempting to rip the arc reactor from his chest plate. This backfired on him; Tony fired a uni-beam from it, incinerating Bucky's metal arm, before knocking him out with a repulser blast.

Rogers immediately re-entered the fray and quickly overpowered Stark, pinning him to the wall and beating him relentlessly. Tony analyzed Cap's fighting pattern and developed countermeasures, quickly defeating Rogers.

Steve tried to talk to Tony, gasping out, "He's my friend..." Tony responded, "So was I!" and threw Steve to the ground, warning him to stay down. Rogers struggled to his feet and braced himself. Stark raised his blaster...

...and was grabbed around the ankle by Bucky, diverting his attention. Tony violently kicked Bucky in the face, but Rogers immediately snatched him up and slammed him into the ground. Using all the strength he had left, Captain America smashed Iron Man's helmet and buried his shield in his chest-plate, shattering his arc reactor and disabling his armor.

Exhausted, Steve collapsed, then slowly got up and wrenched the shield from Stark's chest plate. He helped Bucky to his feet and turned to leave, but stopped at the sound of Tony's voice: "My father made that shield!"
